EC Funding News March 2007
NGO Co-financing Information - PVD
The European Commission (EC) received about 2000 concept notes for Actions in Developing
Countries (PVD) projects for the 2006 call. Last year, the EC received 1000 full project proposals.
All concept notes will now be graded by experts and local delegations. By mid April 2007 the EC
should announce which concept notes have passed. Successful NGOs will then have 45 days to
elaborate a full proposal. These dates are provisional, and may change.
EC Allocates 600,000 euros Humanitarian Aid to Victims of Floods in Jakarta
The funds will help to meet the needs of an estimated 340,000 people severely affected in the area.
This primary emergency decision will be channelled through the Commission's Humanitarian Aid
department (ECHO), under the direct responsibility of Commissioner Louis Michel.

Commercio equo: cresce del 15%, a Pasqua uova equosolidali
21.03.2007 Ottimi risultati nel 2006 per il circuito dei prodotti equosolidali certificati Fairtrade: il valore a consumo
l’anno scorso è stato infatti di 34,5 milioni di euro (erano 30 nel 2005 e 24 nel 2004), a fronte di un centinaio di
referenze presenti soprattutto nella grande distribuzione organizzata, con un incremento del 15 per cento a valore e del
45 per cento a volume. Fra le referenze che hanno evidenziato dei veri e proprie exploit, le noci dell’Amazzonia, che
hanno raggiunto le 60 tonnellate di prodotto e l’ananas, che ha triplicato il volume superando le 1700 tonnellate di
vendite. "Anche in occasione della Pasqua è possibile fare una scelta che rispetti la dignità delle popolazioni del Sud del
mondo acquistando uova di cioccolato realizzate con ingredienti provenienti da piccole cooperative di produttori e
certificati da Flo (Fairtrade Labelling International)" - annuncia Transfair Italia. Continua
MSF: la Abbott nega i nuovi farmaci ai pazienti in Tailandia
20.03.2007 Medici Senza Frontiere (MSF) denuncia la decisione della Abbott Laboratories di non commercializzare i
suoi nuovi farmaci in Tailandia. La multinazionale farmaceutica di Chicago ha addotto come giustificazione della
drastica misura la concessione di licenze obbligatorie da parte della Tailandia. MSF sottolinea come la concessione
delle licenze obbligatorie per migliorare l'accesso ai farmaci essenziali sia coerente con le leggi internazionali, e teme
che i pazienti dovranno pagare le conseguenze di questa dura decisione da parte della Abbott. Tra i farmaci che la
Abbott si rifiuta di vendere in Tailandia c'è la nuova versione di Kaletra, che è un componente essenziale del
trattamento per un numero crescente di persone colpite dall'HIV/AIDS e che non rispondono più ai trattamenti di prima
linea. Negli Stati Uniti, la Abbott non vende più la vecchia versione del farmaco mentre continuerà a vendere la vecchia
versione in Tailandia. Continua
Mali: sovranità alimentare e ruolo delle donne
06.03.2007 Si è concluso la scorsa settimana in Mali il "Forum mondiale per la Sovranità Alimentare" al quale hanno
partecipato oltre 500 delegati da 80 paesi che hanno dichiarato il proprio impegno per un mondo dove siano i popoli a
definire i propri sistemi alimentari e dove vengano riconosciuti i diritti e il ruolo delle donne nella produzione agricola.
E sempre nel Mali, a Bamako, la viceministro agli Affari esteri, Patrizia Sentinelli tra gli impegni della cooperazione
italiana in Africa occidentale ha sottolineato il sostegno alle reti transazionali specializzate come quelle nel settore
agricolo dando una particolare attenzione al ruolo delle nuove generazioni di donne e delle donne africane della
diaspora che hanno costruito reti e ponti di collegamento con i loro Paesi d'origine". Continua
Control Arms: il Trattato Onu vieti la vendita di armi a Paesi che violano i diritti umani
21.03.2007 La campagna Control Arms ha chiesto a tutti i governi di garantire che le loro proposte in merito al Trattato
sul commercio delle armi prevedano il divieto di trasferire armi che alimentano gravi violazioni dei diritti umani,
conflitti e povertà. "In caso contrario - ammonisce la campagna - lo storico voto con cui lo scorso dicembre
l’Assemblea generale dell’Onu ha dato il via ai lavori sul Trattato potrebbe risultare privo di senso". Il Regno Unito ha
proposto un Trattato vincolante dal punto di vista giuridico che copra tutte le armi convenzionali e vieti esplicitamente i
trasferimenti che alimentano gravi violazioni dei diritti umani, provocano conflitti, pregiudicano lo sviluppo e
favoriscono criminalità comune e terrorismo: la proposta di Londra riguarda tutti i trasferimenti di armi tra governi e
quelli organizzati da singoli mediatori. In questo periodo, il Segretario Generale dell’Onu sta consultando tutti i governi
su fattibilità, ambito di competenze e parametri di riferimento del Trattato. Continua
WWF: parte il piano di adattamento al cambiamento climatico
20.03.2007 Potrebbe essere la più grande opera mai realizzata in Italia, quella che serve a rafforzare il ‘sistema naturale’
del Belpaese per difenderlo dagli effetti più devastanti del cambiamento climatico. E’ la proposta lanciata dagli esperti
del Comitato Scientifico del WWF contenuta nel documento: “Per un piano di adattamento al cambiamento climatico in
Italia: prime indicazioni ” presentato nel corso di una conferenza stampa che si è tenuta nei giorni scorsi a Roma, presso
la sede del WWF Italia. Dalla perdita di biodiversità alla crisi delle risorse idriche, dall’agricoltura sotto stress
all’impatto sul turismo, dalle modificazioni nelle aree montane fino a quelle costiere fino ai rischi per il sistema dei
trasporti, per l’industria e l’energia, messi a dura prova dalle intensità delle precipitazioni, dalle inondazioni, dai periodi
di siccità, dalle ondate di calore: sono 15 i settori analizzati dagli esperti e già colpiti dagli effetti del cambiamento

Trento: al via la campagna contro discriminazione razziale
20.03.2007 Nell’anno europeo delle Equal Opportunities for all e alla vigilia della Giornata internazionale per
l’eliminazione della discriminazione razziale, MIGRA – Osservatorio sulla discriminazione degli immigrati nel lavoro in collaborazione con Cinformi, Cgil, Cisl e Uil del Trentino – ha presentato oggi a Trento la campagna di informazione
per contrastare le discriminazioni fondate sulla razza e le origini etniche degli immigrati nel lavoro. "Sino alla fine
dell’anno vogliamo contribuire a diffondere ad ogni livello e in tutti gli ambienti sociali, il principio della parità di
trattamento dei lavoratori immigrati per favorire una sempre meno conflittuale e costosa convivenza interculturale non
solo in ambito lavorativo" - riportano i promotori dell'iniziativa. Nella provincia Trento il tasso di legalità dei lavoratori
immigrati è superiore alla media nazionale, ma come hano reso evidente recenti fenomeni, è richiesta un'adeguata
azione di monitoraggio e repressione dello sfruttamento. Continua
Carta Re: affari poco etici solo per religiosi
19.03.2007 I primi a riceverla sono stati i Cardinali, i Vescovi e i Superiori delle congregazioni religiose, che così
potranno pagare di meno le bollette della luce, del gas e del riscaldamento, avere sconti sull'acquisto di generi
alimentari e di biglietti aerei, fare benzina alla Api-Ip con numerose agevolazioni e vedere aumentati gli interessi e
diminuite le spese sui loro conti in banca. Sono alcuni dei vantaggi garantiti dalla Re-card, una particolare "carta servizi
riservata esclusivamente – spiega l'opuscolo informativo che promuove l'iniziativa – al mondo religioso ed ecclesiastico
per dare una risposta concreta alle specifiche esigenze del mondo della Chiesa, assicurando notevoli risparmi
nell'acquisto di beni e servizi, appositamente selezionati, grazie a vantaggiose convenzioni stipulate con primarie
aziende". L'iniziativa è del Gruppo Re, una Società per azioni fondata nel 1984 da Vincenzo Pugliesi e Francesco
Alemani Molteni che offre consulenza e servizi immobiliari, finanziari e gestionali soprattutto agli organismi della

Maratona di Roma: protestano contro gli sponsor, lillipuziani in Questura
19.03.2007 Nel corso della maratona di Roma, la Rete Lilliput, ha esposto uno striscione con la scritta “Tutti atlETICI
tranne gli sponsor” davanti alla tribuna dei vip, tra i quali era presente il Sindaco Veltroni. Dopo pochi minuti le Forze
dell’ordine sono intervenute con il sequestro dello striscione e l’identificazione degli attivisti. Una parte dei
manifestanti è stata trattenuta in Questura per diverse ore. La protesta di oggi, alla quale hanno partecipato i nodi della
Rete Lilliput di Roma, Napoli e Milano, è avvenuta per protestare rispetto alla mancata applicazione del Regolamento
del Comune di Roma sugli sponsor etici. “Nonostante il Regolamento sulle sponsorizzazioni lo vieti espressamente, il
Comune di Roma continua ad avvalersi di sponsor poco etici per finanziare alcune iniziative pubbliche di grande
rilevanza” – afferma Riccardo Troisi della Rete Lilliput di Roma. Continua
Colombia: sì di Libera alla Commissione Etica
19.03.2007 L'associazione "Libera" appoggia la nascita della Commissione Etica Internazionale in Colombia, promossa
dal Movimento di vittime di crimini di Stato. Il Movimento è impegnato nella costruzione di una Colombia libera dal
conflitto armato che insanguina da decenni il paese andino nella convinzione che l'unica soluzione possibile al conflitto
sia quella politica e negoziata, basata sui principi della giustizia e sulla costituzione di una Commissione della Verità
Indipendente per indagare le rispettive responsabilità. Per queste ragioni, 25 personalità a livello mondiale, riconosciute
per la loro autorità morale hanno presentato la Commissione Etica Internazionale in Colombia con l’obiettivo di
“salvaguardare il diritto alla memoria storica, per difendere la verità storica delle vittime dei crimini di stato, di fronte
all’assenza di un sistema istituzionale di giustizia che affronti seriamente il genocidio e i crimini contro l’umanità, di
fronte al mancato riconoscimento dei diritti delle vittime”. Libera Continua
Nato: l'antimissilistica senza guida
16.03.2007 Turchia, Grecia e Italia centro-meridionale e insulare scoperte? Il piccolo scudo antimissile fortemente
voluto da George W. Bush non proteggerebbe il nostro paese, o almeno parte di esso, né altri due membri della Nato. Se
ne adombra il Segretario Generale dell'Alleanza Atlantica e afferma che è ora necessario ristabilire la parità dei rischi
strategici, magari dispiegando nel Mediterraneo alcuni sistemi di tamponamento come qualche incrociatore americano
Aegis, con capacità antimissile, dei Patriot o quant'altro. Quanto è serio tutto questo? Così a prima vista non molto.
Bush si prepara con grande spesa a contrastare una minaccia che ancora non c'è, almeno per quel che riguarda l'Iran e
che non si sa neanche se ci sarà in futuro. Per di più lo fa con un sistema e una tecnologia sul cui funzionamento
sussistono ancora più che fondati dubbi. Ma in realtà il problema è più complesso e, malgrado ciò che dice il Segretario

LAV: tutela degli animali e sostituzione della sperimentazioni
16.03.2007 "Un nuovo e formale impegno al Governo in tema di diritti degli animali: ora dalle parole si passi ai fatti” così il Presidente della LAV Gianluca Felicetti commenta la mozione approvata ieri dal Senato che impegna il Governo
a implementare il divieto di importazione e commercializzazione dei prodotti derivanti dalla caccia alle foche e standard
più elevati per gli animali negli allevamenti oltre che a garantire il rispetto della normativa in materia di tutela della
biodiversità e della fauna selvatica. Il 22 marzo la LAV presenterà alla stampa la campagna per la sostituzione della
sperimentazione animale e le attività della Piattaforma Italiana (IPAM) nell'ambito della politica europea sui metodi
alternativi: sabato 24 e domenica 25 marzo la Lav sarà in 350 piazze d’Italia per raccogliere firme a sostegno delle
proprie proposte.

Costa d’Avorio: bambine le vittime dimenticate del conflitto
15.03.2007 Amnesty International ha denunciato oggi in un nuovo rapporto l’orripilante dimensione della violenza
sessuale contro le donne e le bambine praticata nel conflitto in atto nella Costa d’Avorio. "Centinaia, se non migliaia, di
donne e bambine sono state e continuano a essere vittime di massicci e, talvolta, sistematici stupri, commessi da svariati
protagonisti del conflitto” – si legge in un rapporto. La rivolta armata scoppiata nel settembre 2002 ha gettato il paese in
una grave crisi politica e militare: dopo una serie di falliti colpi di Stato, il paese si è di fatto diviso in due: il sud,
controllato dal governo, e il nord, nelle mani di una coalizione di gruppi armati dell’opposizione denominata Forze
nuove. Il 4 marzo scorso il presidente Laurent Gbagbo e il leader delle Forze nuove hanno firmato un accordo per la
nomina di un nuovo governo entro cinque settimane. Continua
Desaparecidos: ergastolo a Roma per 5 ex ufficiali argentini
15.03.2007 La Corte d'Assise di Roma ha condannato all'ergastolo cinque ex ufficiali della Marina argentina accusati di
omicidio volontario plurimo premeditato in relazione alla morte di tre cittadini di origine italiana nel periodo della
dittatura militare. Si tratta di Jorge Eduardo Acosta, Alfredo Ignacio Astiz, Jorge Raul Vildoza, Hector Antonio Febres
e Antonio Vanek. L'accusa è quella di avere sequestrato, torturato e poi ucciso Angela Maria Aieta e Giovanni e
Susanna Pegoraro nell'ambito del "processo di riorganizzazione nazionale" seguito al golpe del marzo 1976 in cui
ebbero un ruolo diversi ufficiali della Marina argentina riuniti presso la Escuela Superior de Mecanica de la Armada
(Esma). Ma la sentenza per essere eseguita necessita di diventare definitiva e soprattutto che gli imputati siano estradati

19.03.2007 Escalating violence and insecurity in the Somali capital, Mogadishu, forced at least 40,000 civilians to flee
the city in February, United Nations humanitarian agencies working in the country have said.
"Insecurity, fear of attacks, removal from public buildings and outright violence are the main reasons for the movement
of peoples and more than 40,000 people have left Mogadishu in the past month," the agencies said in a situation report

Country Development Marketplaces (CDMs)
Country Development Marketplaces (CDMs) are replicas of the global program organized by local World Bank offices
at a national or regional level. CDMs are specifically designed to address development issues of particular relevance for
a specific country or group of countries. Awards typically fall between US$5,000 and US$25,000, and winners are most
often local organizations or those that focus specifically on issues in the target geographies. To date, CDMs have
awarded over US$11 million to more than 650 winners in 42 countries. To view a map of the regional breakdown for

Objectives:
Country and Regional Development Marketplaces aim to:
• Identify innovative approaches to tackle specific poverty issues at the grassroots level
• Mobilize public opinion around key development issues
• Enhance World Bank engagement with civil society in the country or countries
• Engage NGOs, government, private sector, and development agencies in new ideas through partnerships
• Leverage other resources to broaden partnerships for supporting social entrepreneurs in fighting poverty
Format:
Country and Regional Development Marketplaces follow the Global Development Marketplace approach and include:
• Marketplace Competition - an open competition whereby start-up funds are awarded to teams proposing
innovative ideas that deliver results at the community level
• Knowledge Exchange – an opportunity for finalists to connect with the local and international development
community, exchange ideas and knowledge (lessons learned and best practices), and network with their
professional peers.

FORMAZIONE DA EFFETTUARSI NEI PAESI DI ORIGINE DEI CITTADINI
EXTRACOMUNITARI
Si avvisa che a far data dal 27-12-2006 è aperta la procedura per la presentazione dei programmi di
istruzione e formazione da effettuarsi nei Paesi d'origine dei cittadini extracomunitari, ai sensi del
Decreto del Ministero del Lavoro e delle Politiche Sociali - Ministero dell'Istruzione, dell'Università
e della Ricerca del 22 marzo 2006, pubblicato su G.U. del n. 159 del 11-07-2006.
Con l'Avviso pubblico, allegato alla determinazione n. 1076 del 19-12-2006 del Gabinetto della
Presidenza della Giunta Regionale, e pubblicato sul B.U. della Regione Piemonte del 21/12/2006,
sono state definite le modalità per la presentazione dei programmi e le procedure per la validazione
regionale, in conformità alle disposizioni contenute nel decreto interministeriale 22-03-2006.

2007 Tech Awards Global Call for Nominations
The Tech Museum Awards honors and awards innovators from around the world who use technology to benefit
humanity in the categories of Environment, Economic Development, Education, Health, and Equality. The Awards
categories are based on the fifteen Global Challenges identified in the State of the Future report, published by the
Millennium Project of the American Council of the United Nations University.
25 Laureates will be awarded at a Gala event on November 7, 2007 and five Laureates will share a cash prize of
$250,000. Successful candidates address universal human needs through cutting-edge breakthroughs or innovative
applications of existing technologies.
Tech Awards Nominations can be submitted online at www.techawards.org. Self-nominations are accepted and
