LECCE OPEN DATA CONTEST
RULES
Introduction
Lecce Open Date Contest is a competition sponsored by the city of Lecce. The competition is opened to
Europeans citizens, public administrations, schools, universities and enterprises. The aim of the initiative is to
stimulate the development of innovative solutions based on the use of public data (open data - released by the
Municipality through the thematic portal http://dati.comune.lecce.it), capable of enhancing the public
information assets.
The City of Lecce launches this contest with the aim of encouraging citizen participation in the creation of
solutions for an active and dynamiccultural and economic development with a particular attention to the
quality of life of people and institutions by the promotion and reuse of datasets.
Scope
Lecce Open Date Contest aims to stimulate the development of applications that facilitates access to public
information assets of the city of Lecce increasing its transparency and participation and, at the same time, to
encourage the creation of new economic opportunities in the field of innovation.
Admission Requirements
Lecce Open Date Contest is a competition open to adult citizens, public administrations, schools, universities
and enterprises that operate in the European Union. The scope is to encourage the development of innovative
solutions based on the use of public data (open data - released by the Municipality through the thematic portal
http://dati.comune.lecce.it), able to highlight the value of public information.
Mode and terms of participation
The competition aims to find and reward the most interesting proposals for the usage of the dataset OpenData
from the City of Lecce, in one of the following ways:
- VIZ4LE: enhancement of the dataset by displaying static or dynamic graphics to foster understanding of
open date by citizens. It’s required a 5 minutes video;
- APPS4LE: use datasets to develop applications (mobile webApp, etc.) for the City of Lecce, with a particular
focus area: culture and tourism, urban transport, environment and urban planning.
Each application proposal must use at least one dataset of the City of Lecce between those published on the
thematic portal http://dati.comune.lecce.it, otherwise the project proposal will be excluded from the
competition.
To participate at 'LECCE OPEN DATE CONTEST', must complete and sign the application form attached to
this call for proposal (Annex A), and send it together with a copy of a valid identification document by
Certified Mail (PEC), to the following address PEC: [email protected].
The subject of the mail must contain the following object statement: "LECCE OPEN DATE CONTEST
section XXX", with “XXX” thatcan be VIZ4LE and / or APPS4LE.

The sending of the proposal must take place, under penalty of exclusion itself, from 07:00 (CET) of the day
February 23, 2015 and by 23:59 (CET) on 15 May 2015.
Each participant is committed to maintaining available their material for at least six months following the date
of expiry of the deadline for submitting cards.
The City of Lecce will not, in any case, responsible in case of impossibility to download and install
applications as well as their failure for technical reasons.
In the case of participation with more than oneproposal, the participant must fill out the application form for
each proposal.
Section "APPS4LE ": features of applications
The Applications must have the following characteristics:
• Usable on mobile platform (iOS, Android, Windows Mobile,etc) or PC;
• Installed and used on devices without causing any type of malfunction;
• Free from any advertising content;
• Accessible and free downloadable for the duration of the competition and for the six months following the
conclusion of the same.
Also are allowed webapps or interactive maps.
Prescriptions
The Participation at the competition implies a full acceptance of the rules of this announcement.
By entering the competition the proposer agrees that the City of Lecce cannot be held responsible for any loss,
damage or cost of any nature incurred by the proposer.
The participant shall ensure that the application submitted will not infringe the copyright or intellectual
property of third parties and raises the Municipality of Lecce from any claim or dispute in any capacity by a
third party that may arise regarding the use and exploitation of applications.
The City of Lecce reserves the right to exclude, proposals and applications whose content violates the
intellectual property rights of third parties, be contrary to law, public order or morality.
In no case, participants can make claims against the City in connection with the participation at this
competition and the non-selection of the proposal submitted.
The names of the proposers and applications you submit may be disclosed by the Administration through its
communication platforms and in particular through the platform of the competition. With the participation at
the competition, the proposer gives to the City the right to use his name, the information associated with it and
the contents of its proposal for dissemination, without any request for compensation.
With the submission of the proposal, the participantgives to the City of Lecce the perpetual, non-transferable,
non-exclusive, royalty-free copyright, of:
(1) Useof the proposal
(2) Replicate and develop content of the proposal;
(3) Generate content derived from the proposal;
(4) Disclose in any form, including public form, the original contents of the proposal and those derived from
the elaboration by the municipality.
The proponents of the winning applications, in the version released for participation in the competition, will be
required to provide for the correction of malfunctions of the aforementioned applications in the 24 months

following the date of award.
Applications winners, in the version released for participation in the competition, will be subject to a right of
perpetual use by the municipality of Lecce.
Jury and Evaluation Criteria
Jury
A panel of qualified experts, whose decision is considered incontestable, will evaluate the proposals. The
aforementioned jury will be composed of a maximum of 3 members. The City of Lecce reserves the right to
replace or modify the jury at any time, for any reason.
Evaluation Criteria
As general criteria the jury recognize the applications that will enhance the best datasets of the city of Lecce
proposing solutions for the territory, culture, tourism, environment, urban transport, urban planning and trade.
It will assess the relevance with the proposed topics, the usability of the concrete application in the life of the
city, the originality of the solution, the technological validity, the simplicity of the solution for the common
use.
The application must be accompanied by OPEN DATA License (Licenses admitted A0, CC-BY, CC-BY-SA,
IODL, ODBL, and also AGPL, MIT). In particular, the eligible proposals received from the jury a maximum
score of 35 points, obtained from the evaluation of the seven criteria listed below
1. Creativity and originality;
2. Potential Impact on residents, tourists and enterprises of the City of Lecce;
3. Commercial potential;
4. Quality in terms of design and user experience;
5. Performance and stability;
6. Usability on different Platforms Market;
7. Promotion of Tourism, Culture and Territory.
Each criterion will be evaluated with a minimum point of 1 and maximum 5.

Verification of Potential Winners
All winners of the competition will be reviewed by the City of Lecce, whose decisions are final and binding on
all matters relating to the competition. Potential winners must operate in continuous compliance with all terms
and conditions of this regulation. In the case that a potential winner of a prize is disqualified for any reason,
the prize will be awarded to that score in the ranking follows the winner disqualified. In no case competitors
can claim against the City of Lecce in connection with participation in this competition and the non-selection
of the proposal submitted.
The handling of data
According to the D.lgs. n.196 from 30 of June 2003 and further changes and improvements, the handling of
data isfinalized by the organization of the activities. In this way, we can make the selection of the proposals, to
establish further meetings and to provide information about the development of the call for proposal.
The data handling will be effectuated across paper and/orinformativemanner.
The confirmation of the data regarding the first name, the last name and address are necessary for the
participants to be able to receive information about the meetings; the eventual refusal of data providing causes
the incapacity to participate at the call for proposal; the phone number is not mandatory, butit has the purpose
to allow the authority to contact the participant, in case of any changes, in a prompt time.
The participants benefit of the rights of Article 7 from the D.Lgs. as the access to the rights of the concerned
data, and some complementary rights, like the right to rectified update, complete or cancel the wrong data, that
are not in conformity with the law. In add they have the rights of opposing from legitimate reasons to their
treatment. Such rights can be earned from to the Municipality of Lecce.The above mentioned responsible is
the Municipality of Lecce.

The interested ones can ask for information to the relevant authority by sending an e-mail at the following
address: [email protected], until the previous day of the fixed term for the presentation of the
participation questions.
The evaluation procedure will begin the day after the deadline of the application presentation.
Final norms
The Municipality of Lecce reverse the right to cancel or to postpone the competition and the distribution of the
awards in case of occuring external factors that are out of control and that can cause technical or operative
interuption.
