The I.S.E.E. is calculated using the financial situation indicator obtained by the sum of income received by family members increased by 20% of the value of the assets matched to the number of family members (equivalence scale). To integrate the norms foreseen regarding the introduction of unification criteria for the evaluation of the equivalent financial situation, the following specific situations will be considered to determine the I.S.E.E.U. indicator: 50% of the income and assets of brothers and/or sisters who are part of the student’s household contributes to the formation of all the indicators of the patrimonial and financial status; household members’ income and personal estate received abroad in 2010 will be evaluated on the basis of the average exchange rate in 2010; real estate located abroad owned on 31 December 2010 is evaluated only in the case of buildings, and is assessed on the basis of the value of € 500 per square meter. 8.4 – Calculation of the household The household is defined in article 1 Bis 3/a of Law 221 of 7 May 1999, which states: Composition of the family household 1. If both these conditions, duly documented, are NOT met, the student will not be considered independent and the financial and asset status of the family of origin will be taken into consideration. 8.6 – Evaluation of the financial and asset status of international students or for assets and incomes produced in countries outside of Italy On the basis of Law 394 of 31 August 1999, the financial and asset situation for foreign students must be certified with appropriate documentation issued by the relevant authorities in the country where the income was earned, and must be legalized and translated into Italian by local Italian diplomatic representatives. For those countries where it is particularly difficult to receive certification from the local Italian embassy, this documentation is provided by the relevant diplomatic or consular authorities in Italy and legalized by the Prefecture (Prefettura) according to article 33 of Law 445 of 28 December 2000. The same regulations apply to students, regardless their nationality, whose household income derives from activities outside Italy or whose household assets include real estates outside Italy. 16 Assets and income produced outside of the eurozone will be calculated in Euros based on the 2010 average exchange rate as listed in Attachment E. For foreign students coming from countries with low human development as listed in Ministerial Decree of 21 May 2010 and specified below, the evaluation of the student’s financial position is carried out on the basis of certification by the Italian representative in the student’s country, which declares that the student does not come from a family known to have a high income and social level. This certification can also be given by Italian bodies which are qualified to give a guarantee of economic coverage under the current enrolment arrangements for foreign students at Italian universities. In the latter case, the certifying body must provide written certification that they will reimburse the scholarship on behalf of the student, in case the scholarship is revoked for lack of economic requirements. Countries with a low human development to which these regulations apply are the following: Afganistan, Angola, Bangladesh, Benin, Bhutan, Burkina Faso, Burundi, Cambogia, Central African Republic, Chad, Comoros, Congo Dem. Students must also declare any income and assets held in Italy by their household, according to Government Decree 109 of 31 March 1999, as modified by Government Decree 130 of 3 May 2000, and, consequently, the student must present ISEE certification which declares these earnings. In order to evaluate the household income/assets status for the year 2010, all international students must present the following documentation translated into Italian and legalized as explained above: a document indicating the make-up of the student’s household and, in the case of separation or divorce, a copy of the related sentence along with the marital status of the parent who is responsible for the student, at the time the application is presented; death certificate in the case of a parent’s/parents’ death; a photocopy of the 2010 solar year income tax declaration, legalized and translated into Italian; a certificate given by the firm/body relating to the gross annual earnings of each member of the household for the 2010 solar year; for commercial activities undergone in countries other than Italy, documentation which declares the firm’s net assets (Budget as of December 31, 2010, asset and liability statement, and supplemental note); built real estate owned by the family indicating the area in square meters; documentation declaring any loans for built real estate with the remaining sum as of 31 December 2010; a copy of the leasing contract if the household residence is a rented home; documentation attesting to the personal estate as of 31 December 2010 (stocks, bank deposits, dividends, shareholdings, portions of net assets of any companies owned etc); Any I.S.E.E/I.S.E.E.U. declaration of income and assets held by the household in Italy; A copy of any documentation attesting to financial conditions which were presented to Italian authorities when requesting a visa. Students must inform ISU Bocconi, promptly and in writing, of any event relevant to the scholarship which occurs after the application is made (granting of another scholarship or other financial support, transfer to another university, unexpected employment, inability to undertake study, withdrawal from enrolment, change of marital or financial status of the student etc). Art. 10 – Procedure for establishing ranking The rankings will be determined as follows, for each year of each level of studies: a) Students enrolled in the first year of all degree programs (Bachelor Degree, Combined Bachelor and Master of Science Degree (five years), Combined Bachelor and Master of Science Degree, PhD Degree) • The ranking is determined based on the “equivalent economic situation” I.S.E.E.U of the household divided by the limit of € 19,595.63 multiplied by a maximum of 1000 points given following this formula: 1– I.S.E.E.U. student x 1,000 19,595.63 The ranking is determined in decreasing order by the score awarded. Where parity occurs, the highest mark related to the degree program prevails; where further parity occurs the younger age takes priority. b) Students enrolled in subsequent years after the first, in all degree programs The ranking is determined in decreasing order from the overall score achieved, derived from the sum of the score related to the number of educational credits acquired by 10 August 2011, and the score determined by the weighted average of marks with credits from examinations passed. The highest 18 possible number of points is 1000 distributed as follows: 600 based on the number of educational credits acquired and 400 based on the weighted average of marks with credits from examinations passed, as follows: - score for educational credits achieved by 10 August 2011 is calculated using the following formula: (Student credits – Minimum credits) _____________________________________ x 600 (Maximum credits - Minimum credits) - score for weighted average marks of examinations passed is calculated using the following formula: (Average student score – Minimum score) _________________________________________________ x 400 (Maximum score – Minimum score) Where merit is equal, the student who has not used the bonus has the priority in the ranking and then students with the highest income score determined. Where parity still exists, the youngest student prevails. Students using their bonus will be placed at the end of the ranking. Disabled students with a level of disability equal to or greater than 66% who are in the eligibility ranking, have the right to be awarded a scholarship even if that means that the number of scholarships available will be exceeded. Art. 11 – Publication of the temporary rankings and request for appeals The provisional rankings will be published on the ISU BOCCONI notice board (via sarfatti, 25 – 1st floor) and on the ISUdesk www.unibocconi.eu/isudesk by 30 October 2011 for a period of at least 15 days. Any appeals against temporary rankings or requests for revision due to errors of the applicant must be received by ISU Bocconi by and no later than 15 days from its publication. Those wishing to make appeals may present an application only through the on-line ISUdesk and provide ISU Bocconi with all the documentation needed to justify the reasons for the appeal. The outcome of appeals will be published on the ISUdesk. When the appeals process is complete, the final ranking will be published. Any appeals against the final ranking must be made to the relevant bodies in the terms laid down by the regulation. Art. 12 – Granting of scholarships Scholarships will be awarded in accordance with the number set by these Conditions.
