+ Member States have to give TIR investors a

+ Covenant of Mayors SEAP should aim at Post carbon
goals and benchmarks
+ EU should engage in a large TIR knowledge
Erasmus type professional training scheme
+ Region should review their ERDF 80 BN left butgets
towards TIR infrastructures development plans
