ITA / EN Sabir Maydan al Sabir Fest 2015 Sabir Maydan at Sabir Fest 2015 Introduzione SabirFest 2015 (Messina, 8-­‐11 ottobre, 2015) non sarà solo un festival pubblico di cultura e cittadinanza mediterranea, ma ospiterà anche un forum tra attivisti e rappresentanti della società civile che lavorano per i diritti, la democrazia e la promozione di una cittadinanza mediterranea. SabirFest 2015 è il terzo appuntamento del percorso Sabir Maydan. Il primo incontro di Sabir Maydan fu tenuto durante la prima edizione di SabirFest (settembre 2014), e venne articolato in nove dialoghi pubblici che affrontavano alcuni dei principali temi di attualità legati all'idea di una cittadinanza mediterranea: diritti umani; equità e giustizia sociale; l'indipendenza globale dei media e dei social network; diritti delle donne; l'arte come motore di cambiamento sociale; la religione e il fondamentalismo; attivismo politico e spazi urbani; strumenti per la cooperazione cittadina. Sei mesi più tardi, nel contesto del 'World Social Forum 2015" di Tunisi, COSPE e alcuni dei partners del percorso Sabir Maydan hanno organizzato una tappa intermedia strutturata in quattro incontri seminariali per raccogliere nuove adesioni nell’ambito del WSF, rafforzare partenariati e alleanze con gli organismi aderenti e definire le tappe successive del percorso stesso. I partecipanti a entrambi gli appuntamenti hanno riconosciuto la necessità di avere più tempo per discutere tra di loro, senza proiezione pubblica, e con la possibilità di entrare nei dettagli di politica e d'azione. Per questo motivo, quest'anno lo spazio Sabir Maydan a SabirFest 2015 sarà concepito in due modalità: -­‐ un programma di eventi pubblici e dialoghi che avranno luogo nel pomeriggio, -­‐ e un forum tra gli ospiti, che avrà luogo durante le mattinate dal 09 all’11 ottobre, per permettere agli attivisti di lavorare insieme oltre le “luci della ribalta”. Introduction SabirFest 2015 (Messina, 8-­‐11 October, 2015) will not only be a public festival, but it will host as well a forum among activists and civil society representatives, working together for the promotion of a Mediterranean citizenship. Last year, the first forum of Sabir Maydan was articulated in nine dialogues, addressing some of the major current issues linked to the idea of a Mediterranean citizenship: human rights; equity and social justice; the overall independence of medias and of social networks; women rights; art as a driver of social change; religion and fundamentalism; political activism and urban spaces; tools for the citizens cooperation. Six months later, in the context of the 2015 Tunis’ World social forum, COSPE and partners held another Sabir Maydan intermediate step to reinforce partnerships and alliances. Participants in both events recognised the need to have more time to discuss among themselves, without public projection, and with the opportunity to enter into the details of policy and action. For this reason, this year Sabir Maydan at SabirFest 2015 will include two components: -­‐ a programme of public events and dialogues taking place in the afternoons; -­‐ and a forum among the guest activists, which will be held in the mornings from the 9th to the 11th of October, in order to allow participants to work together behind the public scene. Il Forum Il Forum ospiterà personalità delle due rive del Mediterraneo, e si concentrerà su due aspetti, emersi durante una consultazione effettuata tra i partecipanti al primo incontro di Sabir Maydan: 1) Il Manifesto per la Cittadinanza Mediterraneo. Durante il forum, i partecipanti discuteranno su: - Finalità e obiettivi del Manifesto, - Contenuto e struttura, tra cui i temi principali da affrontare, - Processo partecipativo e tabella di marcia per la sua promozione e approvazione tra i popoli della regione. 2) Gli strumenti per una società civile trans-­‐mediterranea. Durante il forum, i partecipanti discuteranno su: - Il futuro del festival sulla cittadinanza mediterranea; - Condizioni e opportunità di un istituto per l'attivismo Mediterraneo; - Condizioni e opportunità per la creazione di un canale di trans-­‐mediterraneo radio-­‐TV; - Altri progetti congiunti. The Forum The Forum will host personalities from the two shores of the Mediterranean, and will focus on two aspects: 1) The Manifesto for Mediterranean Citizenship. During the forum, participants will discuss about: - Aims and objectives of the Manifesto, - Content and structure, including main topics to be addressed, - Participatory process and roadmap for its endorsement by the peoples of the region. 2) The tools for a trans-­‐Mediterranean civil society. During the forum, participants will discuss about: - The future of the festival on Mediterranean citizenship, - Conditions and opportunities for an institute for Mediterranean activism, - Conditions and opportunities for setting up a trans-­‐Mediterranean Radio-­‐TV channel, - Other joint projects. La struttura Il Forum avrà una durata di tre giorni (9 – 11 ottobre), e si svolgerà la mattina (tra le 9.30 e le 13.30), in considerazione del fatto che i momenti centrali del festival SabirFest avranno luogo nel pomeriggio e la sera: - La prima e la seconda giornata saranno interamente dedicate al Manifesto; -
La terza giornata sarà dedicata agli strumenti per potenziare una società civile trans-­‐
mediterranea. Le sessioni si terranno sotto forma di plenarie e di workshop e sarà utilizzata la traduzione per facilitare i dialoghi. The structure The Forum will last three days (9 – 11 October), and will take place in the mornings (between 9.30 am and 13.30 pm), given the fact that the core moments of the SabirFest festival will be located in the afternoon and in the evening: - The first and the second days will be entirely devoted to the Manifesto, - The third day will be devoted to tools for a trans-­‐Mediterranean civil society. Sessions will be held in plenary and workshop formats, and dialogue facilitation techniques will be used. La partecipazione La partecipazione comprenderà almeno 24 persone, con l’obiettivo di portare un numero equivalente di partecipanti da: - Paesi europei (Balcani e la Turchia inclusa), - Paesi arabi e vicini, - Dall' Italia. I criteri per l'individuazione dei partecipanti sono stati i seguenti: - L'impegno profuso finora in favore del processo Sabir Maydan, e di una cultura della cittadinanza mediterranea; - Un’equilibrata distribuzione geografica, dando priorità ai paesi che stanno affrontando crisi politiche ed economiche, minacce in materia di diritti fondamentali, mancanza di libertà; - Rappresentanza di diverse comunità, tra cui attivisti politici, scrittori e artisti, rappresentanti della società civile, accademici e pensatori; - Equità di genere. The participation The participation will include 24 people at least, according to the following composition: - 8 from European countries (Balkans and Turkey included), - 8 from Arab and neighbouring countries, - 8 from Italy. The criteria for the identification of the participants are the following: -
Commitment to the Sabir Maydan process, and to the concept of Mediterranean Citizenship, Balanced geographical distribution, giving priority to countries facing political and economic crisis, threats on fundamental rights, or lack of freedoms, Representation of different communities, including political activists, writers and artists, civil society representatives, academicians and thinkers, Gender balance. I dialoghi Molti degli ospiti del Forum saranno invitati a partecipare al Festival come relatori in dibattiti pubblici. I dialoghi avranno una durata di 90 minuti. Durante questi incontri, gli organizzatori si sincereranno che tutti i partecipanti, provenienti dalla sponda Nord e Sud, siano allo stesso tavolo di discussione, in modo da assicurare un effettivo approccio regionale alle tematiche in programma. The dialogues Many of the Forum guests will be invited to participate in the festival as debaters in public dialogues. Dialogues will be 90 minutes long maximum. During them, the organizers will make sure that both participants from the Northern and the Southern shores are at the same discussion table, in order to meet an effective regional approach to issues.
