WP3: Towards a European
Geothermal Database
Objectives
To complete the preliminary work required for the creation of a European
Geothermal Database with the purpose of sharing information on legal and
regulatory aspects, policies, measures, institutions, research projects and data.
Statistical data on the principal parameters of geothermal energy utilization
in each country need to be collected as well as a listing of multinational projects
in this field.
In addition, an overview of spatial databases/datasets and web services
which publish information on geothermal and geology on the internet needs to
be developed.
Based on these results, a feasibility study - including budget estimates – for the
implementation of the Database will be produced. The most appropriate
instrument to support its development it will be decided through WP4 and WP7.
Then, WP3 will follow-up the implementation of the European Geothermal
Database.

Task 3.1 Preparation of the scientific and technical activity
The leader of this work package and the associated partners will
– Participate in the preparation of the scientific and technical programme of
general meetings (Launching and Final Conferences, etc.),
– Organize two specialized workshop dedicated to the preparation of the
European Geothermal Database,
– Run additional meetings at regular intervals in order to update the scientific
and technical programme.

Task 3.2 State of the art and needs
Complementing WP 2, this WP 3 will focus on inventorying (1) data that are
shared in various countries in Europe and beyond for geothermal knowledge,
and (2) the ways and tools used to share the data. The needs - achieved or not
- of information and data will be identified and analysed.
This work will mainly be done through a specialized workshop: “European
Geothermal Database: state of the art and needs”.

Task 3.3 Preparation of a feasibility study (BRGM)
Based on the results of the “state of the art and needs study”, a preliminary
design for a database at the European scale will be proposed. It will take into
account the best practices of existing tools and will propose solutions to meet
identified needs.
The proposed design will be made in accordance with the INSPIRE European
directive(a). Best practice sharing in the creation of resource data bases will
rely on close interaction with national programmes (e.g. The Netherlands,
France, Germany, Italy, Iceland). INSPIRE‟s One-Geology portal and the way
of working developed by for example Interreg IV(b) are important ingredients of
the future European Geothermal Database.
In parallel, budget estimates for the implementation of the Database will be
made and discussed within the framework of a specialized workshop:
“European Geothermal Database: Feasibility study”.

Task 3.4 Following-up the implementation (CNR)
The preliminary design will be used to prepare a call for proposal to implement
the European Geothermal Database through one or more pilot area(s).
The choice of the field, of the data, and the demonstration scenario
will be crucial to demonstrate the usefulness and the capabilities of the
European geothermal database.

WP7:
Implementation in joint activity
Objectives
To recommend sustainable structures for transnational policy coordination and
project funding in geothermal research (post ERA-NET). Planning and
executing trans-national funding activities require agreements on themes of
projects and on all relevant implementation and administrative issues. This WP
will provide the partners with a strong, commonly agreed framework and a joint
funding scheme that will be consistent with applicable national legal rules and
regulations.
To develop a contractual framework, the WP will take advantage of pre-existing
processes and documents from other ERA-Net programmes and – based on
those - will develop specific processes (e.g. selection criteria and guidelines for
evaluators). An ex-post evaluation of the first transnational action/call for
proposals, to be made within this ERA-NET, will be also provided.
Through a step-by-step coordination of a joint action/call, the consortium will
ensure the visibility of the integration process at policy maker‟s level as well as
in the scientific community.

Implementation in joint activity
Task 7.1 Preparation of tools for joint activities (CNR, TUBITAK)
Common programme rules and procedures will be identified based on
learning‟s from WP4. A task force will produce proposals for discussion in the
project board where decisions will be made on the level of programme
collaboration. The proposals will include possible thematic priorities based on
the identification of research topics performed in WP4.
This activity will focus specifically to 1) deliver a plan for national budget
allocation for the calls and 2) design a system for transnational call. The latter
may deliver:
– Templates for call
– Description of electronic application system to be used
– Description of evaluation criteria of proposals
– Procedure of peer review
– Description of criteria for monitoring the funded projects

Task 7.2 Implementation of joint activities (CNR, MESRS)
The aim is to implement a well functioning system of transnational funding
collaboration beyond the project duration. The activities will be based on the
results of the WP 4 analysis. A call coordinator responsible for the calls,
submission procedures, evaluation and transnational promotion will be
identified. All participating organisations will be responsible for national
promotion and assistance to applicants. The activity comprises:
– The set up and activation of a dedicated joint activity Office:
– Implementation of the common joint transnational Call for project proposals
according to the plans defined in WP 2 and the framework adopted in 7.1.
– Dissemination to draw attention to geothermal calls when launched.

Task 7.3
Analysis of experiences from joint activities (CNR, OS,
JÜLICH)
A working group will be established to analyse learning from the call for
proposals against a set of pre-defined quantitative and qualitative indicators as
indicated in 7.1. The results will be used as an input for guidelines for future
funding procedures, to develop strategies and an action plan for the mutual
opening-up of national programmes which will lead to the development of jointly
funded research activities between different European countries and to improve
researcher mobility.
The group will also be mandated to propose if and how the collaboration should
be continued beyond the duration of the project.

Task 7.4
Proposals about future collaboration (CNR, OS)
A task force will be created to propose permanent procedures for coordinating
European policy in geothermal research in collaboration with stakeholders at
regional, national and European level. The outcome should be an agreement
about structured collaboration beyond the duration of the project.
