Making people welcome has always been a sign of civilization since the dawn
of mankind’s history.
The matter of immigration it is one of the greatest challenge for the European
Union and particularly for Italy, which during the last decade has been dealing
with an extraordinary influx of foreigners.
Nowadays immigration in our province is a consolidated reality and it cannot
be regarded as an exceptional phenomenon anymore. Therefore some efforts
are necessary to create that sort of culture aiming to the reaching of the goal of
living together and of integration.
The administration of Montebelluna’s Town Council wanted to start the project
“Citizenship and Immigration”, which plans the activation of formative courses
for the employees of the public administration as well as the realization of the
present guide to the services in our Municipality.
This guide aims to be an important instrument to achieve that kind of integration
considered as essential for a community that wants to live quietly and in the respect of national, regional and local laws.
The Guide has been realized in five languages (Italian, French, English, Arab
and Chinese). It will be delivered to everyone asking for it and particularly it
will be handed in to all foreign citizens when addressing the Registry Office for
their registration as residents in our municipality.
With this initiative the Administration wants to welcome everybody with the
invitation to address peacefully and honestly the Public Services and Offices,
with the certainty that everyone will be treated as citizen.
We wish to thank particularly the Cooperative “Una Casa per l’Uomo” which
made possible the realization of the project and the Cooperative “Solidarietà”
for the publication.

Like other european States (among the others Germany, France, Netherlands, Belgium, Luxembourg, etc.), Italy joins the Schengen agreement. According to this
agreement all the subscribing countries have removed the common boundary controls and created a single system of visa for the citizens of all adherent Countries.

ENTRY IN ITALY
Non-EEC citizens or stateless persons entering the italian territory need a
travel document (valid passport or equivalent document) and a Visa.
Moreover, they have to declare in writing the purpose of travel, the accomodations, their means of substinence and they do not have to be in a non-admissible
condition (for instance convictions for offences related to drugs, sexual freedom,...).

diplomatic and consular representation of other States joining the Schengen
agreement for stays not longer than 3 months;
Border police offices, if absolutely essential, for the maximum lenght of 5 days for

STAY PERMIT
It’s the document that gives foreign citizens permission for staying in Italy.
The request for issue or renewal of the Stay Permit has to be presented personally
at the Foreign Office (Ufficio Stranieri) of the Police’ Headquarters (Questura).
The first request for Stay Permit has to be produced within 8 working days from
the entry in Italy.
STAY CARD
Foreigners regularly staying in State’s territory since at least 6 years can apply for
the issue of the Stay Card for themselves, their spouse, their under age and cohabitant sons and for their cohabitant and disabled sons of age. The Stay Card enables
foreigners to stay in Italy indefinetly and it is valid as an identity document for 6
years.

REGISTRATION
In the Register of Population all the people in actual fact resident in the municipality are registered.
To ask for the registration foreign citizens have to present themselves at the Register Office (Ufficio Anagrafe)of the Town Hall with the following papers:

Stay Permit or receipt of the Police Headquarter (Questura) testifying the

request of renewal;

Fiscal Code;
Original marital status certificates translated and authenticated.

Foreign citizens registered in the register of Population have right to all certificates of the registry regulations, including the issue of the Identity Card.
IDENTITY CARD
The following papers are necessary for the issue of the Identity Card:

The Identity Card is valid for 5 years and it is issued giving no authorization to
leave the country.
RENEWAL OF STAY PERMIT
Registered foreigners have to renew the declaration of usual residence at the Ufficio Anagrafe within 60 days from the renewal of the Stay Permit.
In the absence of the declaration, after one year from the expiry date of the Stay
Permit, the registrar will proceed to the cancellation of the registration because of
impossibility to find.
ITALIAN CITIZENSHIP
The italian citizenship can be granted to regularly resident foreigners by
naturalization.
Informations concerning times and forms of acquisition, depending on the
different situation of candidates, can be asked to the registar.
The application for citizenship and the forms have to be produced at the
Citizenship Office (Ufficio Cittadinanza) of the Prefettura of Treviso.

In Montebelluna the management of rubbish is entrusted to the Consorzio TV3,
where you have to register and to collect the necessary kit for yhe door.to-door
rubbish collection. It is possible to obtain a 30% tax relief of the variable quota of
the bill if dry rubbish is separated from damp rabbish in the house (compostaggio
domestico). “Composters” are available at the Ecolological Office, where it is
possible to adhere also to the door-to-door Green collection service by collecting a
special dustbin.

Every taxpayer needs to have the Fiscal Code, a card with a code in letters and numbers which identifies the user.

To ask for it, you need to go personally to the Local Office of the Income Agency
(Agenzia delle Entrate) and to fill in a form which is delivered by the office.

SANITARY CARD
Foreigners who are resident or duly staying for reasons law makes provision for,
Have the right to the Sanitary Card like all the italians citizens.
The Sanitari Card enables to have:
1. Doctor’s or Pediatrician’s assistance;
2. Admission in hospital;
3. Specialist;
4. Medicines.
The Card is issued by the Health Districts (Distretti socio-sanitari) and by administrative offices (see following addresses)
FAMILY DOCTOR AND PEDIATRICIAN
In case of diseases or need of a visit, medicines or illness certificate for the empolyer, the proper doctor (chosen when the sanitari card is issued) is enabled to prescrive what necessari: if it is the case, he can also prescribe to see a specialist or
the admission in hospital.
A pediatrician is compulsory for children until six years-old and facultative until
14 years-old. After 14 years-old there is the family doctor
The Family Doctor and pediatrician examine in their offices. Opening times are
delivered when the choice is done at the offices of the Anagrafe sanitaria.

EDUCATION
SERVICE FOR THE GROWING AGE
If a children has neurological, psychological or language and movement diseases,
you can turn to Service for Growing Age (SERVIZIO PER L’ETÀ EVOLUTIVA)
making appointment (also by telephone) at the site of reference. This service is
free.
PUBLIC HEALTH SERVICE
You can go to the UFFICIO IGIENE to:
Be vaccinated (compulsory and facultative vaccinations; by appointment);
Prevent infective illnesses (for example: Tubercolosis, viral hepatitis, etc.);
Ask for forensic medicine certificates (for example: for driving licence, sanitary
pass certificate (libretto di idoneità sanitaria) for workers in the food sector, etc.),
informations and suggestions over nourishment, personal and house hygiene, behaviours injurious to health and for sanitary services guidance.
INTERNATIONAL TRAVELLERS’ SERVICE
This service (Servizio Viaggiatori Internazionali) is available to take sanitary advices before going back to the State of origin in order to prevent exotic deseases.
FORENSIC MEDICINE SERVICE
Ask the Forensic Medicine Service (Servizio di Medicina Legale) for all services
concerning chronic infirmity.
Foreign persons under age living in italian territory are subject to the compulsory
education; all current law provisions concerning educational rights, access to educational services and participation in school life are applied to foreign
pupils.
The effectiveness of educational rights is guaranteed by the State, Regions and by
local administrative through the activation of courses and initiatives for italian language learning
