Sustainable Energy Investment Projects for Local Economic Development – SEIPLED ECUBA – Italy: Sustainable energy in ecological productive areas EIE/05/134/SI2.419988 - case study presentation, 30/08/07 1 Background The industrial areas in Emilia Romagna Ecuba co-operates with the regional Administration and local managers of industrial areas to design sustainable energy solutions for new and existing productive areas according to the “Ecologically Designed Areas” model. EIE/05/134/SI2.419988 - case study presentation, 30/08/07 2 Sustainable Energy Supply in Ecological Areas A regional law has defined the concept of Ecological Productive Areas (APEA), which could be extended to about 3600 hectares of new areas. The supply of energy to APEAs, by district heating, fed by CHP and/or biomass, appears a promising application (tri-generation). Pilot case studies have been developed. The policy framework is favourable: electric and gas markets are liberalised, green and white certificates do apply, the feed-in tariffs are reasonable, the enterprises are welcoming more secure and cheap forms of energy purchase. The remaining obstacle is the limitation to internal grids, under evaluation by the Energy Authority (AEEG). In the “Ponte Rizzoli” case study, the Municipality of Ozzano Emilia will apply (as the beneficiary) for Structural Funds or other regional contribution (35%), and will successively assign in a competitive way the concession of the final design, construction, operation and energy distribution service to an energy service company.
