Europemobility Network International Conference
Learning mobility and internationalization is gradually embedded within formal
education systems as complementary measure to foster both personal and
professional skills and competencies of learners. Learning mobility is increasingly
perceived and more and more adopted as an effective measure to involve NEETs in
practical experiences abroad. Learning mobility is an integral element of many
youth programmes promoting empowerment via non-formal and informal
education activities. Learning mobility is integrated within measures supporting
the implementation of the Youth Guarantee.
The conference offers a unique opportunity to decision makers and practitioners to
meet each other, discuss around successful initiatives and fine tune new
programmes. The conference promotes synergies and exchange of experiences
between educational providers active in different sectors (VET, HE and Non formal
Education) and among decision makers with different portfolios (Youth,
Employment, Education).
Participants benefit from the event by establishing synergies in terms of:

Quality assurance in mobility
“Improving the quality of mobility…where do I start?”
It is clear that quality assurance (QA) is one of the most important issues and concerns when student go abroad to
work and to learn. Not only in terms of safety and health, but also in terms of expectations, preparation and what
the students can/will achieve in terms of competences and how they will be supervised and evaluated.
The workshop is built up from two points of view of quality Assurance in mobility: “micro” quality in the context of
quality in mobility at operational/ implementation level and the “macro” quality in the context of the quality of
the Erasmus+ programme as such.
The first session of the workshop offers an overview of the tools developed by Europemobility Network to support
quality at micro level while within the second session participants have the opportunity to formulate comments
and recommendations to the European Commission on critical aspects and on solutions to improve the
implementation of Erasmus+.

“How to build cross sectorial partnerships for learning mobility”
The workshop provides the opportunity to discover innovative models of cooperation among different
stakeholders active in the field of learning mobility. Building on the experience of Regional Government of
Cataluña, the workshop presents successful case studies and promotes a reflection among the participants on how
public authorities can embed learning mobility as active measure within youth, education and employment
policies. The workshop presents how public authorities, business representatives, different educational providers
from Higher Education, VET and Non Formal Education can establish sustainable partnership for mobility.

In Europemobility, we have mapped over a hundred different European possible funding schemes supporting
mobility in the different member states. The workshop on funding schemes promotes a reflection on how learning
mobility schemes can be embedded within policy measures targeting NEETs in order to promote transition
mechanisms from inactivity into employment or education. The workshops presents the experience of Sardinia
Government on introducing transnational learning mobility among Youth Guarantee measures.

Impact of mobility
“How to measure the impact of learning mobility on Learners and Host
Organizations?”
The workshop presents the findings of a major study conduced by the Finnish National Agency for Eramsus+ CIMO
on how international skills and competences are developed through study or practical training abroad and how
employers perceive international experiences accomplished by young candidates during their recruitment
activities. Furthermore, the workshop presents the findings of research activities on the impact of learning
mobility on mobile learners and on host organizations conducted by the Europemobility Network. Participants will
be asked to comment upon the findings of the surveys and the studies and share their own views on the impact of
mobility on learners and on host organizations.

Recognition of mobility

IT Solutions for Mobility
New technologies and online databases of accredited host organizations for
implementing learning mobility
In the very active and dynamic mobility market in Europe new technologies supporting the educational aspects
and the organizational management of learning mobility is becoming an essential focus of attention. mTransition
presents e-learning solutions conceived and piloted specifically to engage NEETs and youngsters who are at risk of
drop-out. The workshop offers the opportunity to present the functionalities of mTransition mobile app
specifically conceived for mobile learners. The second case study introduces the procedures and quality standards
adopted within the Dutch VET system for accrediting host organizations entitled to offer work placements
opportunities. The workshop presents the technical characteristics and specifications of the Dutch public database
of work placements. Participants will be challenged to share their views and recommendations on IT solutions for
learning mobility.

Entrepreneurship
Promoting entrepreneurial education via mobility schemes
Small and medium-sized enterprises (SMEs) play a crucial role in the European economy but their competitiveness
and sustainability are affected by limited international outlook and innovation prospects. Enhancing
entrepreneurship and providing support measures to potential start-up entrepreneurs and newly-established
micro and small enterprises is a clear priority at European level. In 2009 the European Commission, DG Enterprise
and Industry, launched Erasmus for Young Entrepreneurs, a business exchange programme aimed at fostering
entrepreneurial skills of new European entrepreneurs by shadowing experienced entrepreneurs in a different
country. While celebrating the fifth anniversary, the workshop presents the benefits of the programme, its
operational structure and the outcomes achieved.

Making European job opportunities available
Youth unemployment in the EU has reached a new peak as nearly a quarter of economically active young people in
Europe are unemployed. Inactivity and the decrease in youth employment are particularly severe for lesseducated young workers. In 2012 the European Commission, DG Employment, launched “Your first EURES job”, a
labour mobility scheme targeted to young people aged between 18-30, aimed at promoting labour mobility and
exploiting the potential of unfulfilled job vacancies in Europe. The ultimate objective of the programme is maing
the search of a work placement in another Member State as easy as searching in one's own country. Employment
centres together with other stakeholders, including educational providers, are expected to cooperate in the
perspective of supporting companies and SMEs in particular in recruiting from outside their home country, through
the provision of information, recruitment, job matching and financial support. The workshop offers the opportunity
to exchange views and experiences on making European Labour Market a reality.

Learning resources for Mobility
Personal development via non-formal education
The workshop will showcase educational resources supporting personal and professional development under
mobility schemes. Tools and solutions presented concern both learners as well as mobility coordinators. Special
attention is paid to the experiences and solutions developed within the Youth in Action Programme and, in
general, within non formal education sector. The workshop offers the opportunity to familiarize with the learning
resources developed by Europemobility Network and the educational services specifically designed for either
experienced or new comers mobility coordinators.

Eugenio Annichiarico has many years of experience in directing, planning and organizing the activities concerning the Labour
Policies at Regional level. He is an expert in the reconciliation of conflicts regarding collective and individual employment issues.
He has been part of the INPS committees providing the wages guarantee funds (ordinary and special redundancy schemes), in
sectors like constructions, agriculture, etc. He had responsibility of the Unique Immigration Office, of the Observatory of Co-operation, of the Commission for the Certification of the employment Contracts. He also managed administrative and judicial litigation related to labour issues and he directed administrative and technical inspections related to labour.

After his studies in the Commercial Technical Institute "P. Martini", he graduated in the Faculty of Social Science with a Master
in International Relations focused in cooperation between Youth NGOs and Public Institutions, in the University of Cagliari.
Afterwards he started to work as a consultant in Cagliari’s Chamber of Commerce. Meanwhile, as President and founder of
Associazione TDM 2000, he developed local and international activities within European, National and Regional Programmes,
together with the board and the group of local volunteers of the organization.
Nowadays he’s expert in the field of entrepreneurship and social responsibility, project writing and management, financial
management, mobility programmes and youth participation, non-formal education and recognition of non-formal competencies.
As a freelance trainer, he is also responsible for the management of logical flow, program and workshops and learning process
of participants.
Moreover he is hosting entrepreneur within the Programme “Erasmus for Young Entrepreneurs”, priced by the European

With a background in Rights of the European Union ad international Relations, he works since 2004 as a project manager for a
number of institution both public and private with the tasks of managing the complete project plan and supervising the correct
execution of the various aspects of project implementation process, leading towards the achievement of the envisaged results.
Expertise has been acquired mostly on FP7th, Lifelong Learning Programme and Progress. Being an expert in certification and
transparency of qualifications he also is a Member of the ECVET CoP and assists the Italian/German National Groups of Experts,
as well as the ECVET Team, in developing the necessary conditions for a proper use and integration of transparency tools into VET
systems. By appointment of the Italian Ministry of Labour he also participates in the ECVET Users Group workshops to foster the
use and knowledge of the various tools, as well in policy reforms.

Massimiliano Mascherini is a research manager at Eurofound, the European Foundation for the Improvement of Living and Working Conditions. He is the leading author of the recent publication “NEETs: young people Not in Employment, Education and Training – Characteristics, Costs and olicy Responses” where an estimation of the cost of youth unemployment was performed. He
also coordinated the report “Effectiveness of policy measures to increase the employment participation of young people” which
identified some key points of the most effective policies for the labour market reintegration of reintegrating youth in Europe.
Massimiliano got his Ph.D. in Applied Statistics at the University of Florence and his main research interests lie in the fields of
social cohesion and labour market participation, with great emphasis on young people and the social consequences of their exclusion from the labour market. He carried out several studies in the field of social capital, civic participation and active citizenship. Before joining Eurofound he worked as scientific officer at the Joint Research Centre of the European Commission and at the
University of Florence. He has been visiting fellow at the University of Sydney (Australia) and at Aalborg University (Denmark).

I have worked in European Vocational Education and Training for 20 years. Been infolved in projects with the focus on mobility
and especially quality of companies for work placement. I am board member of EVTA, European Vocational education an Training
Association and also member of the ESCO refernec group for Tourism. At the momen we are involved in several European projects
but the last one is setting up a structure for working and learning in Romania. I collaborate with Endurance. Since 2012 I run my

Saarinen’s experience spans both international development work and student mobility in the EU-programmes and beyond. Most
recently his interest has particularly been towards the impact of the EU programmes, notably also the skills and competences
gained through international experiences. Mika has a master’s degree within theoretical philosophy and he also has done further
studies in international politics and adult education.

Gotzone Sagardui Goikoetxea is Director of Labour Activation in the Basque Public Employment Service since 2013. She has
worked as manager of Bizkaia Campus in the Basque Country University and as chief health care area at the socio sanitary health
centre of the Provincial Government of Bizkaia. She has been manager at the faculty of fine arts as well as part of the technical
teaching staff at the Basque Country University. Gotzone Sagardui Goikoetxea holds a Doctor Degree in Medicine in the Basque
Country University, a Master’s degree in Prevention of Labour Risks and a Master’s degree in Management.

Paul Tzimas works for the unit in DG Education and Culture of the European Commission that deals with Vocational Education and
Training. He has worked on the second phase of the Leonardo da Vinci programme, the Lifelong Learning Programme and now on
the Erasmus + Programme. In particular he deals with VET mobility and increasing quality and attractiveness in the sector.

Christian Weinberger joined the Commission Services in 1999 to work on technical harmonisation in the Common Market, using
the New Approach with CE-marking and harmonized EN Standards. In 2003 he was appointed Head of Unit dealing with Entrepreneurship policy, in particular the Entrepreneurship Action Plan and the European Charter for Small Businesses, by elaborating
recommendations and identifying and disseminating good practices. Some years ago he was named Entrepreneurship and SME
Policy Advisor in DG Enterprise and Industry. Before joining the European Commission, Christian Weinberger worked for 10 years
with a large multinational corporation in Marketing, Sales, Finance and Special Business Operations in various countries and at
European HQ and then co-founded an international SME in Information Technology and was its CEO for 9 years.
