Regional policies therefore need to actively support entrepreneurship development and capacity building as a building block for business creation and growth. It is equally crucial that regional authorities and business support players respond adequately to the key obstacles that obstruct businesses on their path to growth, such as access to finance (e.g. through facilities for start-up capital or guarantees), knowledge and to international markets. Certain priority target groups of entrepreneurship policies (e.g. young people, migrants or female entrepreneurs) may also require specific support.
