Les sans­abri ont l’habitude de dormir sous les arcades de la Galleria Umberto (Naples). Le corps est retrouvé dans l'indifférence des nombreux clients de l'abreuvoir situé à proximité. Franco I. peau blanche, barbu, il était l'un des sans‐abri qui trouvent refuge la nuit dans la colonnade de la Galleria Umberto, au centre de Naples, en face du Teatro San Carlo. Un beau monument du point de vue d’l'architecture et d’histoire… Enveloppé dans une couverture, l'homme a été retrouvé mort par un autre homme sans‐abri qui partageait avec lui la nuit en plein air. Le maire, Luigi de Magistris, affirme que "la nuit dernière, le sans‐abri qui est décédé aujourd'hui, était l’ objet d’ une intervention de « l'unité mobile de la municipalité, de la police communale et du 118 (urgence médicale), alertés par un citoyen qui a signalé un sans‐abri ayant des problèmes de santé ; la tentative d' une action coordonnée, cependant, n'était pas possible. Franco, c'est son nom, a refusé l'aide des soins médicaux, des vêtements et des couvertures ; et ça c'est l’aspect le plus dramatique ‐ souligne le maire – d’ un travail difficile : de ne pas toujours aider les sans­abri comme nous le souhaiterions, d'autant plus que il y a souvent le refus de l’aide offerte". En tout cas, en particulier la nuit, dans l'espace en face du théâtre et à la proximité de la pétite place Matilde Serao, la région se transforme en un véritable dortoir public pour les sans‐abri qui y trouvent refuge. Les commerçants justifient leurs plaintes ainsi : leur bataille n’est pas raciste, mais elle tend plutôt à évoquer le cas aux institutions pour intervenir et assurer un logement décent aux sans‐abri. L'alarme a retenti à plusieurs reprises . Mais personne n'est intervenu . Et finalement la mort est arrivé. Selon Antonio Esposito, qui tient depuis des années un magasin de produits alimentaires en face du San Carlo, les clients désertent son magasin à cause l'odeur. " Ça sent l’ odeur d'un sans­abri " qui a choisi le trottoir entre son magasin et le théâtre San Carlo comme foyer temporaire. Après un an de controverse, de plaintes et de rien de concret, le sans‐abri a été retrouvé mort, encore enveloppé dans des couvertures qui n'ont pu le protéger du froid. Sa peau foncée, ( ??? ou blanche ???) peut‐être il venait en dehors de l'UE, la nouvelle victime de l'abandon de Naples a été emmené ,dans l'indifférence de la plupart des passants, à la morgue . Se la morte indegna non interessa a nessuno ­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­ N.B. : la mort à la rue d’un clochard, que soit en Italie ou ailleurs, c’est un cri de désespoir qui ne devrait laisser indifférent personne. Nous proposons à partir de cette conclusion tragique d’une vie de misère et privation, de réfléchir, d'échanger, de proposer des priorités, avec nos collègues en Europe, et tout essayer pour les prévenir. HOME FIRST ! CHEZ SOI .., en premier. Les couvertures peuvent servir à couvrir la misère, mais pas à protéger du froid de la mort : une fois qu’on a tout perdu et même l’espoir , ne reste plus que la mort après une survie dans la misère la plus absolue. Ceci se passe partout en Europe. A partir de l’article quelque point à souligner : 1. Grâce à l'information du passant que le sans­abri est malade on a une clé d’ interprétation de la situation très importante! Mais malheureusement, sa responsabilité civique, tout à fait louable, n'est pas servi beaucoup! 2. Intervention intégrée: Unité mobile + Police + 118 = qu’ est‐ce que cela signifie, une action coordonnée, intégrée? dans ce domaine et dans des cas similaires? Interventions programmées ensemble, selon une stratégie commune en vue de réaliser une synergie qui rend plus efficients les intervention. 3. Les clients du bar rester indifférents! Bien sûr, la mort de ces pauvres gens laisse indifférents; tout au plus provoque de la curiosité et de la compassion ... 4. Réaction du Premier Citoyen: à chacun son commentaire. 5. A qui la responsabilité de cette mort ? au froid? à celui qui l’a chassé de la maison? à celui qui n'a pas été en mesure d'offrir un logement adéquat de remplacement? à celui qui n'a pas été en mesure d'évaluer la gravité de la situation? à celui qui ne s’ est pas permis à suspendre ‐ pour un moment ‐ sa liberté en échange de sa vie? Soit, au fond, la responsabilité est seulement de Franco, comme semblent suggérer les déclarations officielles ? Peut‐être, il faudrait faire référence à une co‐responsabilité? Mais, quand tous responsables, aucun responsable. Le 2013 est l'Année européenne du citoyen et de ses droits! Oui, mais aussi des sans‐abri ou des sans domicile fixe? Quel sens auraient toutes les déclarations relatives à la citoyenneté et à la citoyenneté européenne si elles ne sont pas en mesure de prévenir les décès dus au froid ? C'est ainsi que déclare le Parlement européen ( PE399.343v01­00 FR 0111/2007) ‐ Accès à un logement décent est un droit humain et fondamental, souvent la première étape vers des solutions… ‐ Chaque hiver, des gens meurent de froid en Europe, en raison du manque d'abris et d’ insuffisance des services ‐ la forme la plus visible du problème les sans­abri dans la rue doit être traitée dans le cadre d'une vaste stratégie globale , Pour que ne suis pas vaine cette morte, nous nous demandons : • Qu’est ce que signifie une intervention coordonnée et intégrée, qui se rend face au ‘normal’ refus vu les conditions de vie ? • Il a été signalé avec des problèmes de santé! Più tardi sarà diffuso anche il suo nome, Franco I. Bianco di carnagione, con la barba, era uno dei senzatetto che trovano riparo la notte sotto il colonnato della Galleria Umberto, in pieno centro a Napoli, di fronte al teatro San Carlo. Un monumento bello dal punto di vista architettonico e storico ma 'regno' del degrado e dell'abbandono, come denunciano da tempo gli operatori commerciali della zona, soprattutto di notte. Rannicchiato in una coperta, l'uomo è stato trovato senza vita da un altro senzatetto che condivide con lui la notte all'addiaccio. Sul posto è così arrivata la Scientifica. Il fotografo della polizia scatta le immagini da repertare ma tutto questo sembra non sconvolgere la vita che continua normalmente attorno, tra avventori nei caffè e qualche turista. Il sindaco Luigi de Magistris, fa sapere che "proprio ieri sera il clochard deceduto oggi è stato interessato da un intervento dell'Unità Mobile del Comune, della polizia e del 118, allertati da un cittadino che segnalava un senza dimora con problemi di salute; il tentativo di intervento coordinato, però, non è stato possibile: Franco I., questo il suo nome, ha rifiutato l'assistenza medica, abiti e coperte di ricambio". "E' questo l'aspetto più drammatico ‐ evidenzia il sindaco ‐ di un lavoro difficile che non sempre consente di assistere i senza dimora come vorremmo, soprattutto perché spesso ci si trova dinanzi al rifiuto dell'aiuto offerto". In ogni caso soprattutto di notte, nello spazio antistante il teatro e nella adiacente piazzetta Matilde Serao, la zona si trasforma in un vero e proprio dormitorio pubblico per i tanti clochard che qui trovano riparo. Anche nel corso della mattinata di oggi, proprio mentre interveniva la polizia in seguito alla presenza del cadavere, c'era chi continuava a dormire. Gli operatori economici, come lo stesso Esposito, sottolineano che la loro non è una battaglia di stampo razzista ma tende anzi a sollevare il caso per chiedere alle istituzioni di intervenire e garantire un riparo decoroso ai clochard. L'allarme clochard era stato lanciato più volte. Ma nessuno è intervenuto. E alla fine è accaduto. Stamattina, poco dopo le otto, Franco I. è stato trovato morto sotto il colonnato della Galleria Umberto, proprio di fronte San Carlo … "I senzatetto che s'accampano e dormono sotto i portici del Teatro San Carlo, gioiello di Napoli, sono un emblema del degrado di questa città". Secondo Antonio Esposito, che gestisce da anni un negozio di prodotti alimentari tipici, di fronte al San Carlo, i clienti disertano il suo negozio per la puzza. "La puzza umana di un senzatetto" che ha scelto il marciapiede tra il suo negozio e il teatro San Carlo come dimora provvisoria. L'homeless di cui si lamentava il commerciante un anno fa era un uomo appunto sulla cinquantina . Potrebbe essere lo stesso trovato stamattina senza vita, dopo un anno di denunce e polemiche e nulla di fatto. Il clochard trovato morto era ancora avvolto nelle coperte che probabilmente non sono servite a proteggerlo dal freddo. Carnagione scura, forse extracomunitario, la nuova vittima dell'abbandono di Napoli è stata portata via sotto l'indifferenza di numerosi passanti che si recavano al lavoro infreddoliti per il gelo che si è abbattuto sulla città. PREMESSA : non é una valutazione ed ancor meno un giudizio sull’operato dei collegi di Napoli, Ma semplicemente un invito a riflettere a partire da un fatto di cronaca : la morte di un clochard per il freddo. HOME FIRST ! CHEZ‐SOI … ‘CASA’ innanzitutto LE COPERTE probabilmente coprono, ma non difendono dal GELO , del quando tutto é perduto, anche della speranza di vivere ! Articoli di cronaca simili, in questo periodo invernale, si moltiplicano . Sottolineo soltanto alcuni elementi per discuterne : 1. Il passante informa che é malato ! dà una chiave di lettura della situazione molto importante ! Ma purtroppo la sua responsabilità civica, assolutamente encomiabile, non é servita a molto ! 2. Intervento integrato : Unità Mobile + Polizia + 118 = cosa significa intervento coordinato, integrato in questo e in casi simili ? 3. Gli avventori del bar restano indifferenti ! Ovvio :la morte di questi poveracci lascia indifferenti, tutt’al più sollecita curiosità e compassione … 4. Reazione del Primo Cittadino : no comment ! 5. La responsabilità di questa morte é del freddo ? ‐ di chi ha tolto la casa ? ‐ di chi non ha saputo offrirgli un alloggio adeguato sostitutivo ? ‐ di chi non ha saputo valutare la criticità della situazione ? ‐ di chi non si é permesso di sospendere – per un momento ‐ la sua libertà in cambio della vita ? ‐ O in fondo in fondo é solo la responsabilità di Franco, come sembrano insinuare le dichiarazioni ufficiali ? ‐ O forse non si dovrebbe fare riferimento a una co‐resposabilità ? Ma, si sa ….quando tutti responsabili, nessuno responsabile ? Il 2013 é l’anno europeo del cittadino e dei suoi diritti ! SI, ma anche del barbone o del clochard ? Che senso avrebbero le dichiarazioni tutte le dichiarazioni sulla cittadinanza e la cittadinanza europea se non si é capaci di impedire la morte a causa del freddo ? Cosi dichiara il Parlamento europeo (PE399.343v01­00 IT 0111/2007) considerando che • l'accesso ad un alloggio decoroso è uno dei diritti umani fondamentali e che l'accesso all'alloggio rappresenta spesso il primo passo verso soluzioni abitative decorose e durature per persone che vivono in condizioni di estrema povertà ed emarginazione, • ogni inverno le persone muoiono di freddo in tutta Europa, a causa della mancanza di alloggi d'emergenza e che i servizi per soddisfare i loro bisogni non sono sufficienti, • considerando che i senzatetto per le strade rappresentano la forma più visibile del problema, il quale può essere affrontato nell'ambito di un'ampia strategia globale, SMES‐Europa invita tutti coloro che si trovano quotidianament confrontati a queste situazion di partecipare alla conferenza europea che si terrà a Roma il 6‐7‐8 Marzo . Non si tratta forse di non assistenza a persona in pericolo ? … ‐ ¨non si poteva sospendere provvisoriamente la sua libertà in cambio della vita ? • Assistere come noi vorremmo ! ‐ non risiede forse proprio in questo come noi vorremmo una chiave di lettura per comprendere quello che sembra a prima lettura il rifiuto ? • Rifiuto dell’aiuto offerto ! qui si arriva quasi a dire che in fondo in fondo é colpa sua ! Non so se anche voi vi sentite sconcertati di fronte a questa morte e dalla maniera come é trattata … Sconcertato di fronte al fatto che per scusarsi bisogna ‐ quasi cinicamente – accusare, dare la responsabilità al clochard che rifiuta l’aiuto !
