1. Welcome
1.1 Introduction
Automobile Club of Italy has been the history of Italian motor racing. ACI is made by its President, the people involved,
the delegations spread throughout the entire country and the continuous work through C.S.A.I. (Italian Automobile
Sporting Commission). ACI is also the future with its projects aiming to help young people and to safeguard the major
national motorsport appointments, like the Italian round of the World Rally Championship.
I don’t believe we can set aside these considerations at the eve of the2012 edition of Rally Italia Sardegna, a race that for
the first time I’ll be following as President of Automobile Club Italy, the institution that is organizing this event.
We have reached the final stage of the preparation work. A very delicate stage, a stage that will be very important for
the adjustments of the last details of the race. A race that has been prepared long ago and settled even in the slightest
details. This has been made possible thanks to the hard work of the entire staff who, even this year, prepared an extraordinary event which will gain approval from the whole international rallying world.
The organizing staff is at the head of a real army, which will be composed, during the race, by over 700 persons. Women
and men pertaining to CSAI, which I heartfelt want to thank. Once again they all will be there in the front line, to watch
over the event to proceed smoothly.
I have to say that the last years of the history of this race have been extraordinary, but meanwhile also not easy. They
have been extraordinary because we had the opportunity to meet a wonderful territory and people with a great passion
and a big heart, and a partner, the Regione Sardegna (Sardinia Region management) that actually gave a great contribute, both economically and organizationally, to make this event grow.
want to thank the President Ugo Cappellacci for what he has personally done. They have been not easy years because
at international level it seemed that the WRC wanted to go towards more exotic places, reducing the European rounds,
and head for far away countries that in practice disappointed who had choose them. Today I can claim with no hesitation, that without the hard work carried out at international level, which several times saw me in the front line, Italy
would have lost its appointment with the World Rally Championship, being second only to Formula One.
Today we are pleased and proud of the job we’ve done in order to keep this race at the highest international levels in motorsport. As President of Automobile Club of Italy I would like to welcome all the people involved, the drivers, the teams,
the national and international media and all the fans coming to Sardinia, from other regions of Italy and from abroad. I
also want to thank the F.I.A. management and in particular the President Jean Todt, the President of the Rally Commission Jarmo Mahonen and Michele Mouton, WRC Manager, who honour us with their high esteem and friendship and
who already wanted to confirm our race for the 2013 WRC season.

1.2 Event’s Presentation
The main changes of 2012 Rally Italia Sardegna are the new special stages near Sassari and the total length of
the event, four days instead of three. The start of the race has been brought forward on Thursday afternoon and
immediately after there are two passes on SS Terranova.
A choice which is very important above all for the economic relapse that is going to have for the territory, involving
for one more day the numerous spectators visiting Sardinia, the “Island of the four Moors”, to follow the penultimate Round of the 2012 WRC season.
The second day of this year edition of the race is going to propose two brand new speed tests after the traditional
Monte Lerno stage, the most known of the whole rally, thanks to the spectacular “Micky’s Jump”. The new stages
are located near Sassari, one is Castelsardo and the other one, Tergu-Osilo, a classic test of Sardinian rallying, which
lately has been used for the development of cars and tyres.
The race will actually make a stop in Sassari as well, an important rallying showcase, thanks to the feeling this town
always had with motorsport. This choice will make very popular rallies to a vast number of spectators.
The third day the event is going to propose the traditional route inside the forests of Sardinia. The stages of Coiluna, Monti di Alà and Monte Olia will set off once again the beauty of Sardinia and above all the uncontaminated
environment of Sardinian interior and its luxuriant woods.
The fourth day will be entirely dedicated to the “Power Stage Gallura”. The last day will actually feature only one
special stage called “Power Stage”, to be repeated twice, in the area of San Giacomo. There is a vast natural amphitheatre where thousands spectators can watch the spectacular drive of the World Rally champions before moving
all together to Porto Cervo to cheer for the winners.
The center of Olbia will host as usual the Service Park and the Ceremonial Start, while the final arrival will be located again in the wonderful frame of Porto Cervo, the heart of Costa Smeralda, which will host as well the Rally
Head Quarter and the Press Room.
1.3 No regulatory Power
Rally Guide 2, published in September 2012, has no regulatory power. It is a document produced for all Teams,
Competitors and Media representatives to prepare them in advance for the Italian round of the FIA World Rally
Championship. Any further updates will be published on our website www.rallyitaliasardegna.com.

5.1.2 Access to the MAIN Service Park

For the entire duration of the Rally, only cars provided with SERVICE and AUXILIARY plates distributed by the
Organizers will be allowed to enter the Service Park. Plates must be fixed inside the car, on the right side of the
windscreen.
The Service Park will open on Saturday October 13th 2012 at 10:00 only for Manufacturers, WRC Teams and P3 Drivers vehicles; on Tuesday October 16th 2012 at 10:00 for all other Competitors.

5.1.3 Assistance Areas adjoining the MAIN Service Park
After the entry closing date, the area corresponding to each Competitor will be drawn on the final layout of the
Service Park. P2 Drivers and non-priority Drivers who wish to use a working area next to another Competitor must
inform the Rally Organizers within Tuesday October 2nd 2012.
5.1.4 Facilities inside the MAIN Service Park
The Organizers guarantee the following services:
- refusal, oil, paper, etc. collection
- toilets
- patrol inside the Service Park
- water
- car washing before the entrance to the Service Park
5.2 Service Park facilities at charge
All orders for at charge facilities have to be sent to the Rally Office via email ([email protected]) filling
in the form in RG2 appendix.
• Internet: € 120,00 including VAT. The service includes the connection with the Rally Internet WiFi Hot Spot, with
a maximum download of 2 Mbit and a maximum upload of 1 Mbit. The closing date for orders is October 8th.
• Private telephone line: Competitors who wish to buy this facility have to contact Onlysport Italia filling in the
relevant form in the appendix. The closing date for orders is September 30th.
• Supplementary electricity: TBA
• Private portable toilets: € 600,00 including VAT and cleaning twice a day. The closing date for orders is October 8th.
• Facilities with flat rate: (the closing date for orders is October 8th) € 420,00 including VAT including the following facilities:

5.2.1 Stands and merchandising
The Official Teams’ promotional and merchandising stands will be hosted inside dedicated areas at the Service
Park. The cost of each area up to 36 square meters is € 2.500,00 excluding 21% VAT. The amount includes occupation of public property fee and electricity up to 3KW for the whole duration of the event. For bigger spaces the
cost will be quoted upon request.
5.2.2 Medical Care
A First Aid point will be available at the Service Park supervised by Emergency Medical Care, phone number 118.
5.2.3 Car Washing
Competitors are NOT allowed to wash cars inside their allocated areas at the Service Park. Rally Organizers will
provide a car washing area next to the Service Park that will be indicated in the final layout of the Service Park and
in the Road Book.
5.3 REMOTE Service Park
Location: Piazzale Segni - Sassari
No services provided at Remote Service Park.
6 Radio Communication
6.1 License
Every radio transmitter is subject to licensing. The Ministry of Communication will provide a license after receiving
a specific request containing all radio specifications. The Ministry will decide if the requested frequencies can be
used and will issue a license. The use of radio transmitters will monitored during by the Ministry of Communication. Using radio frequencies without the related license may lead to prohibition of the use of the transmitter, as
well as a fine and the confiscation of the equipment.

7. Helicopters
7.1 Registration
In order to ensure that air traffic may develop in best safety conditions and according to the FIA Safety Regulations
and the Italian Air traffic Authority, all helicopters flying over the area of Rally Italia Sardegna during the event,
must be registered at the Rally Organization Office. Only regularly registered helicopters will be allowed to fly over
the Rally area and land in the helicopter areas or other sites within Competition zone.

7.2 Registration form and procedures
Application form has to be sent to the Rally Italia Sardegna Office by post or by fax +39 0789 648 433 within Friday
October 8th 2012. All the needed documentation and all other information will be given during the Pilots’ Briefing
that will take place in Olbia HQ on Thursday October 18th.
7.3 Administrative Fee
Rally Italia Sardegna requires a payment of an administrative fee as refund for all the expenses sustained for the
management of the commercial and teams helicopters exceeding the number provided by the WRC package. The
cost is € 3.025,00 (service, in the amount of € 3,025.00 (€ 2,500.00 + € 525.00 VAT 21%).

7.4 Notam
The Italian Air Traffic Authority will issue a “NOTAM” for the whole period of the event. Only helicopter registered
with Rally Italia Sardegna will be allowed to fly within the restricted airspace, due to the proximity of the Olbia
Airport.
7.5 Briefing
Attendance at the pilots’ briefing will be on Thursday October 18th at 14.00 at the Rally HQ in Porto Cervo and it is
compulsory for all pilots. Absence from briefing will imply the cancellation from the registered helicopter list and
consequently the prohibition to over-fly the rally restricted airspace. During the briefing all pilots will get three
stickers with identification number that must be placed on the bottom and on both sides of the helicopter for the
whole duration of the event.
7.6 Refuelling
Refuelling points will be located in zones selected by the Rally Organizers and shown in the Pilots’ Helicopter
Book.

It is not necessary for the crews to be present at scrutineering. The entered car may be presented at the scrutineering by a representative of the Team. A final and specific schedule will be distributed by an informative bullettin.
The cars which are allowed to enjoy the Rally 2, will have to submit to the re-scrutineering at the start of the following Leg. These re-scrutineering will be carried out at the Parc Fermè in Olbia SP in the hour preceding the first
car come out. The competitor, or a representative, have to be present at the re-scrutineering.
9. 2 Particular prescriptions and national rules
In the scrutineering building the engine of the cars must be imperatively stopped. The cars would be pushed.
• Noise level
The maximum permitted noise level is 98 decibel. Cars not complying with this rule will not be allowed to
start. The above mentioned level will be measured with a phonometer placed at a distance of 50 cm. from the
exhaust pipe, with an angle of 45° and the car engine running at 3.800 rpm.
• Components sealing for non-priority drivers
During scrutineering the transmission (fitted and spares) of non-priority drivers’ cars will not be sealed, however
their turbo (fitted and spares) will be sealed. The maximum number of spare compressors allowed by the 2012
FIA World Rally Championships Sporting Regulations is 1 (one).
• Windows
The use of tinted glass, silver or tinted films applied on the lateral windows, the back window and the glass
sunroof is not allow.
• Red triangle
Each car must carry-on a red reflective triangle.
• Reflective Tabards
Cars have to be equipped whit two reflective tabards.
9. 3 Technical regulation remind
• OK/SOS sign
Cars have to be equipped whit an A3 sign with the indications OK (green) and SOS (red).
• Mud flaps
The mounting of the mud flaps is mandatory for all cars; They must be made of a flexible plastic material at
least 4 mm thick (minimum density = 0.85g/cm3) and they must be fitted to the bodywork. The entire width
of the tyre must be covered (seen from behind) by mud flaps. [Art. 252.7.7 Appendix J
• FIA Technical Passport
For FIA championships, the FIA technical passport of WRC, S2000-Rally, S2000 and Super 1600 cars must be
presented at scrutineering for the event. In addition, the markings linked to the technical passport must not be
removed under any circumstances. [Art. 251.2.1.8 Appendix J]

• FIA Data Logging System [FDLS
The use of homologated FIA Data Logging System is compulsory for all WRC cars, 1.6 turbo engine with a
33mm restrictor cars and 1.6 turbo engine with a 30mm restrictor cars (Classes WRC, 1 and 2).
• Homologation form
Any car must have the homologation form imperatively printed:
- Either on FIA stamped/watermarked paper
- Or on stamped/watermarked paper from an ASN only if the Manufacturer is of the same nationality as the ASN
concerned
• Advertising on windscreen and windows
All cars must comply with Article 211 of the FIA International Sporting Code stating that: Windscreen and windows shall bear no advertising, with the exception of a maximum 10 cm high strip on the upper part of the
windscreen, and, provided that this does not interfere with the visibility of the driver, an 8 cm high strip on
the rear window.
9. 4 Pre-technical scrutineering checks
All car must have their sump guards removed for sealing of engine block, gearboxes and differentials but they
have to be kept together with the car with the purpose of weighing.
Vehicles have to arrive at the technical scrutineering with plates and race numbers already on.
Forms Driver / Co-driver equipment sheet and Car security sheet must be filled out in its entirety and signed.
These forms will be checked before entering the scrutineering, if you do not fill the car will be rejected and will be
assigned a new time of verification.
The use of a part Homologated as a “Joker” in the S2000-Rally cars, must be declared in the specific form during
scrutineering and will be noted on its technical passport.
9. 5 Personal equipment
All the entrants have to get and show at the scrutineering the personal equipment of driver and co-driver, which
they have to wear during the event. Personal equipment must by in accordance with Annexe L FIA 2012:
• Frontal Head Restraint type-approved in accordance with Rule F.I.A. 8858-2010 or 8858-2002. Wearing a head
restraint device approved by the FIA is mandatory for all entered drivers and all co-drivers. The System of Frontal Head Restraint are listed on Technical List 29. For more details, “Guide for the Use of HANS® in International
Motor Sport”, published by the FIA Institute for Motor Sport Safety, can be found on www.fia.com, under the
heading FIA Sport - Regulations - Drivers’ Equipment.
• Crash-type helmet approved in accordance with one of the recognized Rules (see F.I.A. technical list nr. 25). If a
Frontal Head Restraint is used, a compatible helmet has to be adopted. These helmets are identified by a glossy
silver holographic FIA label as illustrated in FIA Technical List n° 29.
You can also wear a helmet in accordance to standard FIA 8860-2010 (see FIA technical list n ° 33) or standard
FIA 8858-2010 (see FIA technical list n ° 41), these helmets are considered suitable for use with Front head restraints.
• Overalls, underwear, balaclava, gloves, socks and shoes have to be type-approved in accordance with Rule
F.I.A. 8856-2000 (see also Technical list n° 27).
9. 6 Cars arrangement for the sealing
All following spare parts will be sealed, which use is restricted by the FIA World Rally Championship Regulations
2012:
• All competitors have to arrange on the engine block of their cars one hole and thread for the sealing (not
on the engine head!). The wire has to be long enough in order to fit a plate and a seal easily and quickly on a
visible place when the front bonnet is opened.

• On all turbo-charged cars, holes and thread have to be arranged, in order to allow the sealing of the turbocharger, in accordance with Articles 254.6.1 (Group N), 255.5.1.8.3 (Group A) and 260D.304-1 (Group R). According
to these Articles, the holes have to be made on the screws of the restrictor, of the compressor housing and on
the central carter or can be made directly on these elements of the turbocharger, in order to make the sealing
thread prevent the separation. The restrictor could be checked during the scrutineering.
• For the sealing of transmission parts, the sealing thread should pass through 2 bolts at least. On the non-priority
drivers’ cars the sealing of the transmission (Gearboxes and differentials) won’t be made.
This arrangement has to be made in accessible areas, in order to accelerate the sealing operations, and visible for
the checks at the Parc Fermè in case of Rally2.
All parts (turbocompressor, transmission, etc.) will be sealed as per the following photo.
• The maximum distance between fixed points (bolts and/or casting) and first aluminium seal should be 20mm.

9.7 FIA safety tracker rally system
Collection
The FIA Rally Safety Tracker System will be collected on Tuesday, 16th October 2012 from 17h00 to 20h00 at Stage
1-T in Olbia Service Park.
Installation istructions
WRC - DSCP TRACKING UNIT
The DSCP Tracking Unit is a system to improve the safety of competitors taking part in WRC events.
The aim of this system is to allow the Clerk of the Course and Event Safety Officers to track the location of all competitors in the rally, as well as various other vehicles such as ambulances, FIA observer cars, FIA helicopters and
other emergency vehicles.
The DSCP Tracking unit requires equipment to be installed in all competitors’ cars, which must be fitted and connected before arrival at scrutineering.
It is VERY important that the kit is easy to reach and remove.
If there are any problems with any part of the tracking kit, they have to be dealt with during the 10minute service.
You will have many other things to work on during that time so it is very important for you and us that the kit is
accessible and that items are easy to replace or remove.
The DSCP Tracking unit must be used together with the DSCP Tracker Base. This allows the quick fitting and removal of the unit.
DSCP Tracking Unit
1. The DSCP Tracking unit & base should be flat on the floor of the car.
2. Avoid locating the DSCP Tracking unit & base close to very hot areas in the car.
3. Position the unit so that it is easy to reach.
4. Make sure you can see the LED’s from the outside of the car.
5. Leave enough room for the cables to be easily connected (see drawings on page 22).
IMPORTANT
1. The DSCP Tracking unit must be accessible and easy to remove from the base during the 10 minute service.
2. DO NOT fix the unit where it will be difficult to reach i.e. under a seat.
3. The DSCP Tracking unit & base must be very secure.
4. When fitting the rubber straps, do not use pliers or grips to pull on the metal ring.

9.8 FIA Emergengy Console
The Emergency Console must be fitted between the driver and the co-driver.
1. You can use size M4 fasteners (but should not be difficult to undo)
2. When connecting the cable please ensure that the slot on the cable plug is aligned with the guide on the console socket as shown in the photo.
3. Insert the connector into the plug and twist the end of the connector that has the grip, so that the locating
collar is attached securely.
4. Leave enough room for the connector to be easily connected (at least 65mm).
IMPORTANT:
The Emergency console must be easily accessible by BOTH the driver and co-driver.

1. Connects to the largest connector on the DSCP Tracking unit.
2. Do not bend the cable especially near the connector.

1. You should make suitable provision for power to the DSCP Tracking unit via the ignition switch (or master
switch) at 12V DC, protected by a fuse or circuit breaker rated at 5A continuous.
2. DO NOT cut or shorten the cable.
3. Do not bend the cable especially near the connector.
UHF ANTENNA
Approx length – 5250mm
1. Place the antenna on the roof of the car.
2. It should be near the back of the roof away from the edges & at least 300 mm from the GPS antenna
GPS ANTENNA
Approx length – 4950 mm
1. Place the antenna on the roof of the car.
2. It should be near the back of the roof away from the edges & at least 300 mm from the UHF antenna.

1. Holes can be made that take 20 mm cable grommets to pass both the UHF and GPS antenna cables through.
2. You can secure the antenna cables with tape if necessary. DO NOT cover the antenna head with tape.
3. Make sure there is no danger that the antenna cables will be cut when passing through doors and boot lids.

In an EMERGENCY lift the red cap and flick the switch.
The RED LED light will flash
In an EMERGENCY when you cannot flick the red switch an alarm will come on automatically after 60 seconds
If you flick the red switch by accident put the red cap back down Contact your team or a rally official as soon as
possible to report the incident
