Maßnahmen:
Detaillierte Informationen über die durchzuführenden Maßnahmen sind der oben genannten AD der
ausländischen Behörde und der oben genannten Technischen Mitteilung des Herstellers zu entnehmen.
Fristen:
Alle anzuwendenden Fristen sind der o.g. AD der ausländischen Behörde zu entnehmen.
Die Laufzeit aller anzuwendenden Fristen beginnt mit dem Datum der Inkraftsetzung der o. g. AD der
ausländischen Behörde.
Hinweis:
Seit dem 28.09.2003 ist die Verordnung (EG) Nr. 1702/2003 der Europäischen Union in Kraft.
Demnach sind gemäß Artikel 2 dieser Verordnung Lufttüchtigkeitsanweisungen des Entwicklungsstaates für
ausländische Lfz-Muster unmittelbar gültig. Solange die Europäische Agentur für Flugsicherheit (EASA) noch
kein eigenes Veröffentlichungsverfahren für Luttüchtigkeitsanweisungen bekanntgegeben hat, werden solche
ausländischen Lufttüchtigkeitsanweisungen ohne inhaltliche Änderungen per "Deckblatt-LTA" durch das
Luftfahrt-Bundesamt angeordnet.
Diese Lufttüchtigkeitsanweisung entspricht hinsichtlich der durchzuführenden Maßnahmen und Fristen der
ENAC PdA 2003-119 vom 03.04.2003
Durch die vorgenannten Mängel ist die Lufttüchtigkeit des Luftfahrtgerätes derart beeinträchtigt, daß es nach Ablauf der genannten Fristen
nur in Betrieb genommen werden darf, wenn die angeordneten Maßnahmen ordnungsgemäß durchgeführt worden sind. Im Interesse der
Sicherheit des Luftverkehrs, das in diesem Fall das Interesse des Adressaten am Aufschub der angeordneten Maßnahmen überwiegt, ist es
erforderlich, die sofortige Vollziehung dieser LTA anzuordnen.
Rechtsbehelfsbelehrung:
Gegen diese Verfügung kann innerhalb eines Monats nach Bekanntgabe Widerspruch eingelegt werden. Der Widerspruch ist schriftlich oder
zur Niederschrift beim Luftfahrt-Bundesamt, Hermann-Blenk-Str. 26, 38108 Braunschweig einzulegen.

presente PA, se non gia' eseguito
Nota: I numeri di serie (S/N) delle valvole sbarcate a seguito dell'ispezione
prevista dalla PA 2002-154 del 21 Febbraio 2002, come descritto in Piaggio
Aero Industries Alert SB 80-173 datato 8 Febbraio 2002 e Piaggio Aero
Industries SB 80-174 del 20 Febbraio 2002, devono essere verificati in
accordo a Piaggio Aero Industries Alert SB 80-191 del 27 Febbraio 2003.
APPLICABILITA':
Velivoli Piaggio P 180, tutti i numeri di serie
NOTA: Questa PA si applica a tutti i velivoli identificati nella voce
APPLICABILITA', indipendentemente dal fatto che siano stati o meno,
modificati, alterati o riparati nell'area soggetta ai requisiti della
presente PA.
Per i velivoli che sono stati modificati, alterati o riparati in modo
tale che l'effettuazione di quanto richiesto dalla presente PA e' in
qualche modo interessata, il proprietario/esercente deve richiedere
all'ENAC l'approvazione di un metodo alternativo di soddisfacimento.
La richiesta deve includere una valutazione dell'effetto della modifica,
della alterazione o della riparazione sulla condizione di non sicurezza
trattata dalla presente PA; e, se la condizione di non sicurezza non e'
stata eliminata, la richiesta deve includere proposte in merito alle
specifiche azioni per eliminarla.
DESCRIZIONE:
A seguito di un caso di incendio a terra della gondola del motore sinistro
di un velivolo P180, è stata trovata una cricca in una valvola di "crossfeed",
con conseguente perdita di carburante e successivo incendio.
L'investigazione seguente ha permesso di accertare che la valvola coinvolta,
avente numero di parte (P/N) EM484-3, fa parte di un lotto di valvole non
conformi. In questo lotto di valvole sono comprese tutte le valvole aventi
numero di serie (S/N) da 148 a 302 incluse.
Il Piaggio Aero Industries SB 80-174 del 20 Febbraio 2002 permette di

reinstallare a bordo le valvole interessate, dopo essere state rilavorate in
accordo a Electromech Technologies Document N. SB484-3 Rev.A, allegato al
Piaggio Aero Industries SB 80-174 stesso.
In seguito ad un nuovo caso di perdita di carburante a terra durante una
operazione di manutenzione, è stato accertato che le operazioni richieste dal
Piaggio SB 80-174 sulle valvole P/N EM484-3 della Electromech Technologies,
non erano state eseguite correttamente dal costruttore durante la lavorazione.
Pertanto i numeri di serie di queste valvole dovranno essere controllati in
accordo a quanto previsto dal Piaggio Aero Industries ASB 80-191
(Effectivity Table).
Si prescrive pertanto di eseguire, entro la scadenza indicata alla relativa
voce della presente PA, un'ispezione delle valvole Electromech Technologies,
aventi P/N EM484-3, come previsto dal Piaggio Aero Industries ASB 80-191 del
27 Febbraio 2002.
Puo' essere autorizzato dall'ENAC il trasferimento in volo dell'aeromobile
su una base presso cui possa essere applicata la presente PA.
La presente PA annulla e sostituisce la PA 2002-154 del 21/2/2002

URGENT ACTION REQUIRED
EFFECTIVE DATE: 12 April 2003
APPLICABILITY:
Piaggio Aero Industries aircraft model P 180, all the serial numbers.
NOTE: This AD applies to each airplane identified in the preceding applicability
provision, regardless of whether it has been modified, altered, or repaired in
the area subject to the requirements of this AD.
For airplanes that have been modified, altered or repaired so that the
performance of the requirements of this AD is affected, the owner/operator must
request approval for an alternate method of compliance. The request should
include an assessment of the effect of the modification, alteration, or repair
of the unsafe condition addressed by this AD; and, if the unsafe condition has
not been eliminated, the request should include specific proposed actions to
address it.
COMPLIANCE:
Piaggio Aero Industries Alert SB 80-191 dated 27 February 2003:
Before the next flight as of the effective date of this AD, unless already
accomplished.
Note: The serial numbers of the valves removed after the inspection required
by the AD 2002-154 dated 21 February 2002, as per Piaggio Aero Industries
Alert SB 80-173 dated 8 february 2002 and Piaggio Aero Industries SB 80-174,
must be reworked as per Piaggio Aero Industries Alert SB 80-191 dated 27
February 2003.

DESCRIPTION:
Following a ground fire event in the left engine nacelle of a P.180 aircraft,
the cracking of the crossfeed valve has been found as the fuel leakage cause at
the origin of the fire. Subsequent investigation allowed to ascertain that the

involved valve P/N EM484-3 is part of a non conforming batch of valves. This
batch comprises all the valves having S/N from 148 to 302 inclusive.
The Piaggio Aero Industries SB 80-174 dated 20 February 2002 is issued to allow
the installation on the airplanes of the affected valves reworked as per
the Electromech Technologies Document No SB484-3 REV.A.
Following a new ground fire event, during a maintenance activity, has been
found that the corrective action required by the Piaggio Aero Industries
SB 80-174 on the valve (Part Number EM484-3 made by Electromech Technologies)
was not correctly incorporated by the valve manufacturer during rework.
Therefore the serial numbers of these valves must be checked against the
Serial Numbers listed in the Piaggio Aero Industries ASB 80-191 Effectivity
Table.
Carry out a mandatory one-time inspection of all valves Electromech
Technologies P/N EM484-3, called for by Piaggio Aero Industries Alert
SB 80-191 dated 27 February 2002, in accordance with the procedures in there
specified, within the terms set forth under "COMPLIANCE" of this AD.
Special flight permits may be issued to operate the airplane to a location
where the requirements of this AD can be accomplished.
This AD cancels and substitutes AD 2002-154 dated 21 February 2002

Il Certificato di Navigabilita' dell'aeromobile sulle cui strutture od impianti deve essere applicata la Prescrizione di
Aeronavigabilita' in oggetto, scade di validita' qualora essa non venga attuata nei termini prefissati.
La effettuazione della Prescrizione di Aeronavigabilita' deve essere annotata, a cura dell'Esercente, sui libretti dell'aeromobile, del
motore o dell'elica.
