BIOGRAPHICAL NOTES ABDULLAH, JAMAL Title: Researcher, Gulf Studies Unit Institution: Al-Jazeera Centre for Studies Country: Qatar Dr. Jamal Abdullah is a Researcher and Head of Gulf Studies Unit at AJCS (Al Jazeera Center for Studies), part of the Al Jazeera Media Network, In Doha, Qatar. He holds a Ph.D in International Relations Law from Avignon University in France, a Master degree in International Relations and Diplomacy from Jean Moulin University in France. He obtained two Master degrees from Lumière University, France; one in Political Sociology and another in Political Science. Jamal had been trained in 2006 at UNITAR (United Nations Institute for Training and Research) in Geneva, and at the Permanent Mission of Iraq to the United Nations in Geneva in 2005. He worked at Department of Public Relations and Protocol at the Embassy of the State of Qatar in Paris (2009-2010). He is the author of a book titled “Qatar’s Foreign Policy 1995 – 2013: Leverages and Strategies” published on May 2014, and editor of a book titled “The Gulf in a Changing Strategic Context” published on January 2014. Jamal is a Visiting Lecturer since September 2012, at NDC (NATO Defense College), Rome, Italy. Under his direction, a new dossier has been published on AJCS Website last January on “The march of the Gulf Cooperation: current challenges and possible scenarios”. AL, NAZIFE Title: Secretary General Institution: Centre for Economic and Foreign Policy Studies (EDAM) Country: Turkey Nazife Al has been working as Secretary General of EDAM since 2014. She served as Deputy Secretary General of EDAM between 2011 and 2014. She coordinates the organization of conferences and manages the adminstration of projects carried out by EDAM and since 2012 has been responsible for EDAM Bodrum Roundtable, an annual international conference for opinion leaders. ALLOISIO, ISABELLA Title: Senior Researcher Institution: Fondazione Eni Enrico Mattei (FEEM) Country: Italy Isabella Alloisio is a senior researcher and policy analyst at Fondazione Eni Enrico Mattei (FEEM), where she is involved in the CLIMIP and APPS projects. She is also the external relations manager at the International Center for Climate Governance (ICCG). She was project manager in the field of energy regulation at the Italian Authority for Energy. She holds a PhD in International Law and Economics from Bocconi University, and she was visiting scholar at the University of California at Berkeley conducting research in the renewable energy field, and PhD researcher at the Centre for Research on Energy and Environmental Economics and Policy (IEFE) at Bocconi University. She has published her Phd thesis on the Policy Drivers of Photovoltaic Industry Growth in California, Germany and Japan. She holds a MA in International Relations from the University of Geneva, and worked in International Organisations, such as the United Nations and the European Parliament. AL-NUAIMI, SANAD ALI Title: Commander Institution: Strategic Studies Center Country: Qatar Commander of Strategic Studies Center since 2010. He joined the army in 1977. He was second in command for the Military College from 1996 to 2004. ARAGONA, GIANCARLO Title: President Institution: Institute for International Political Studies (ISPI) Country: Italy Giancarlo Aragona graduated in Law at the University of Messina in 1964 and joined the Diplomatic Service in 1969. In 1972 he was appointed Second Secretary at the Italian Embassy in Vienna as a press officer. In 1977 he was appointed Counsellor and Deputy Chief of Mission at the Italian Embassy in Lagos (Nigeria). In 1982, he was nominated Head of the Mediterranean and Middle East Office in the Department for Development Cooperation. In October 1984, he was posted as First Political counsellor to the Embassy in London. In 1987 he was moved to the Italian Permanent Representation to the North Atlantic Council (NATO) in Brussels, as Minister and Deputy Permanent Representative. He returned to Rome in 1992 to be appointed diplomatic advisor to the Minister of Defence. In 1994 he became Deputy Director of Cabinet of the Foreign Minister and from January 1995, Director of Cabinet of the Foreign Minister. In May 1996 he was appointed Secretary General of the Organization for Security and Cooperation in Europe (OSCE) in Vienna. In June 1999, he was nominated Italian Ambassador to Moscow, a position he held until October 2001. In 2004, he was nominated Italian Ambassador to London. In September 2009, he was appointed by the Secretary General of NATO in the Group of Experts entrusted with the preparation of the Alliance Strategic Concept. He is now chairing ISPI, since 2011. ARNOLD, TOM Title: Director General Institution: Institute of International and European Affairs (IEEA) Country: Ireland Tom Arnold is Director General of the Institute of International and European Affairs since November 2013, based in Dublin. He is the Interim Coordinator of the Scaling Up Nutrition (SUN) Movement; appointed by the UN in September 2014. He was the Chairman of the Convention on the Irish Constitution (2012-14) and was recently appointed to the Global Expert Panel on Agriculture and Food Systems for Nutrition. A former CEO of Concern Worldwide (2001-2013), Ireland’s leading humanitarian organization, Tom was previously the Assistant Secretary General and Chief Economist in the Department of Agriculture and Food in Ireland. BACARIA, JORDI Title: Director Institution: Barcelona Centre of International Affairs (CIDOB) Country: Spain Jordi Bacaria is the director of CIDOB, a senior research fellow, and the professor of Applied Economics at the Autonomous University of Barcelona (UAB). He is also director of the journal “Foreign Affairs Latinoamérica” published in Mexico. He is a member of FEMISE (EuroMediterranean Forum of Economic Science Institutes). He has been Dean of the Faculty of Economics at the UAB (1986-1988) and director of the Institute for European Studies (1988-1992, 1994-2000) at the UAB. From 2000 to 2009, he coordinated the Doctoral Program in International Relations and European Integration of the UAB. From 2000 to 2013, he has been the co-director of the Institute for European Integration Studies in Mexico, an institution funded by the European Commission and the Autonomous Technological Institute of Mexico. He is the author of over a hundred publications (articles, book chapters and books) on economic integration, Latin America, Mediterranean economy, monetary institutions and public choice. BANERJEE, DIPANKAR Title:Co-founder, Institute of Peace and Conflict Studies (IPCS); Member Board of Governors, Forum for Strategic Initiatives Country: India Banerjee has held senior Director level positions at leading think tanks in India and the Region at for the last two and a half decades. Earlier he had extensive military command, staff and operational experience as an Officer in the Indian Army, Infantry Branch for 36 years. He currently conducts and supervises a number of High Level Track II dialogues between India and its neighbours. He has been a convenor of Consortium of South Asian Think Tanks (COSATT) and recently led an IndiaChina strategic dialogue supported by the McArthur Foundation’s Asian Security Initiative. BARBI, FERNANDO Title: Economist Institution: Quantum Global Research Lab Country: Switzerland Dr. Fernando Barbi is an economist at Quantum Global Research Lab (QGRL), an independent research facility based in Switzerland. Before joining QGRL he held the position of Head of Economic Modelling Division at the Ministry of Finance in Brazil. At QGRL he is dedicated to modelling African economies and to the establishment of a large scale economic database. Fernando is a PhD in Economics from the São Paulo School of Economics at FundaçãoGetulio Vargas (FGV) in Brazil. BERTONCINI, YVES Title: Director Institution: Jacques Delors Institute Country: France Yves Bertoncini is an adminstrator at the European Commission, where he has worked at the Directorates-General “Education, Training, Youth” and “Regional Policy”. He has worked in the office of the French prime minister with responsibility for research on Europe at the Centre d’Analyse Stratégique (2006-09), and as adviser to the secretary-general of European affairs (20102011). He has also worked for the French minister of foreign and European affairs, on the organization of the “national dialogue for Europe” (1995-1997) and at the French embassy in Algiers (1992-93). He was responsible for international affairs at the Fédération Française des Sociétés d’Assurance (2002-05).He teaches or has taught European issues at the Corps des Mines (Mines Paris Tech), at the Institut d’Études Politiques (IEP) in Paris (2001-11) and at the École Nationale d’Administration (2007-09). He is the author of numerous books articles and policy papers on European questions. Yves Bertoncini holds degrees from the Institut d’Études Politiques in Grenoble and the College of Europe in Bruges. He has also studied at the IEP Paris and at the University of California in Berkeley. BIERSTEKER, THOMAS Title: Gasteyger Professor of International Security and Director, Programme for the Study of International Governance Institution: The Graduate Institute Country: Switzerland Thomas Biersteker is Director of the Programme for the Study of International Governance at the Graduate Institute, Geneva. He previously directed the Watson Institute for International Studies at Brown University and has also taught at Yale University and the University of Southern California. He is the author/editor of ten books, including Targeted Sanctions: The Impacts and Effectiveness of UN Action (forthcoming 2016). He was principal developer of Sanctions App, created in 2013 to increase access to information about targeted sanctions at the UN. He received his PhD and MS from MIT and his BA from the University of Chicago. BURKE WHITE, WILLIAM Title: Richard Perry Professor and Inaugural Director, Perry World House; Deputy Dean and Professor of Law, University of Pennsylvania Country: USA William Burke-White, an expert on international law and global governance, served in the Obama Administration from 2009-2011 on Secretary Clinton’s Policy Planning Staff, providing the Secretary direct policy advice on multilateral diplomacy and international institutions. He was principal drafter of the Quadrennial Diplomacy and Development Review (QDDR), Secretary Clinton’s hallmark foreign policy and institutional reform effort. Burke-White has written extensively in the fields of international law and institutions, with focus on international criminal and international economic law. His work has addressed issues of post-conflict justice; the International Criminal Court; international human rights, and international arbitration. His current research explores gaps in the global governance system and the challenges of international legal regulation in a world of rising powers and divergent interests. In 2008 he received the A. Leo Levin Award and in 2007 the Robert A. Gorman award for Excellence in Teaching. ÇAĞLAR, ESEN Title: Deputy Managing Director Institution:Economic Policy Research Foundation of Turkey (TEPAV) Country: Turkey Esen Caglar is the Deputy Managing Director of the Economic Policy Research Foundation of Turkey (TEPAV), a think-tank based in Ankara. An expert in industrial policy and competitiveness, Caglar has coordinated TEPAV’s projects in the areas of industrial policy design, special economic zones, regional economic integration and regional development. In addition to his appointment at TEPAV, Mr. Caglar is an adjunct lecturer at TOBB Economics and Technology University as well as Bilkent Univeristy. Esen Caglar holds a Masters degree in public administration and international development from Harvard University's Kennedy School of Government and an A.B. in Politics and Political Economy from Princeton University. CARNERO, CARLOS Title: Managing Director Institution: Fundación Alternativas Country: Spain Carlos Carnero is the Managing Director of the Fundación Alternativas, and is a Professor at the University San Pablo CEU in the Master's on the European Union. Carnero has been the Spanish ambassador-at-Large for Projects within the Framework of European Integration (2009-2012). He has served as Member of the European Parliament (1994-2009), and as Vice-President of the Party of European Socialists (2006-2009). He was Member of the Convention that drafted the European Constitution (2002-2003). Mr. Carnero is also member of the Scientific Council of the Real Instituto Elcano. He is a recipient of Medal of the Order of Constitutional Merit of Spain, Medal of the European Parliament, and Medal of the Order of Civil Merit of Spain. CASTRO, CELSO Title: Dean Institution: School of Social Sciences, FundaçãoGetulio Vargas (FGV) Country: Brazil Celso Castro was born in Rio de Janeiro in 1963. He is Professor and current Dean of the School of Social Sciences at Getulio Vargas Foundation (Brazil). Dr. Castro has a PhD in Social Anthropology and is the author of several books on the military, including Qualitative Methods in Military Studies (Routledge, 2013, edited with H. Carreiras). He teaches in graduate and undergraduate courses at FGV and is the director of a series of books of Social Sciences for Zahar editors. COHEN-HADRIA, EMMANUEL Title: Chief Officer for Euro-mediterranean Policies Institution: European Institute of the Mediterranean (IEMed) Country: Spain Emmanuel Cohen-Hadria worked over the last 8 years for the European Commission and the EuropeanExternal Action Service. He was posted in the Western Balkans from 2006 to 2011. Since 2012, he has been working in the office of the Deputy Secretary General for political affairs of the European External Action Service, wherehewas in charge of mediterranean issues. As such, he participated in a number of high-level encounters in Brussels, other EU capitals and other countries (Egypt, Turkey, Lebanon, etc.). His research interests include political and security issues in international relations, particularly in East Asia, Central Eurasia, and Turkish Foreign Policy. COLOMBO, ALESSANDRO Title: General Director Institution: Éupolis Lombardia Country: Italy Alessandro Colombo holds a PhD in Economic History from the State University in Verona, an MPhil in European Studies from the University of Cambridge, and an MSc in Policy Research from the University of Bristol. In 2011 he was appointed Éupolis Lombardia’s Director of Communication and Institutional and International Relations, and, in 2013, Director of Institutional Relations and Health Care, with responsibility for coordinating general practitioners’ training courses and the School of Health Management. He has been working at PISM since July 2010, focusing on NATO's defence and deterrence policy, nuclear and conventional arms control, missile defence, and WMD non-proliferation issues. Before joining PISM, he was a staff member in the Missile Defence Office of the Polish Ministry of National Defence from February 2009 to June 2010. DYNKIN, ALEXANDER Title: Director Institution: Institute of World Economy and International Relations (IMEMO RAS) Country: Russia Alexander A. Dynkin is one of the leading Russian specialists in the world economy and international politics. His research areas comprise the issues of economic growth, forecasting, energy, international comparisons, the patterns of innovation development, global issues, and international security. He created the scientific school for the study of innovation economy and this school is well-known both in Russia and abroad. He developed the methodology of the long-term socio-economic forecast, prepared the series of long and short term forecasts of the world economy. Alexander A. EL AYNAOUI, KARIM Title: Managing Director Institution: OCP Policy Center Country: Morocco Karim El Aynaoui is currently Managing Director of OCP Policy Center and advisor to the CEO and Chairman of OCP, a global leader in the phosphate sector. OCP Policy Center is an autonomous Moroccan think thank created by OCP Foundation to further objective policy debate and analysis of key social, economic, and geopolitical issues that affect t the future of the private sector and the country. From 2005 to 2012 he worked at Bank Al-Maghrib, the Central Bank of Morocco. He was the Director of Economics and International Relations, where he provided strategic leadership in defining and supporting monetary policy analysis and strategy. He was also in charge of the Statistical and International Relations Divisions of the Central Bank, led the research division and was a member of the Governor’s Cabinet. Before joining Bank Al-Maghrib, Karim El Aynaoui worked for eight years at the World Bank, both in its Middle Eastern and North Africa, and Africa regions as an economist. He holds a PhD in economics from the University of Bordeaux, where he taught for three years. He has published articles in scientific journals on macroeconomic issues in developing countries. EL DIWANY, SHERIF Title: Executive Director Institution: Egyptian Center for Economic Studies Country: Egypt Mr. El-Diwany is the Executive Director of ECES. Previously, he held several executive positions in a number of international corporations and organizations, including membership of the advisory board in EP Global Energy; Head of the Middle East and North Africa at the World Economic Forum (Geneva); and Senior Vice President for Business Development at Cotecna (Geneva). He was also CEO and founder of Public Interest Incorporated (PII), one of Egypt’s top public policy and management consultancy firms, which provided advice to several Middle Eastern governments and international development agencies such as the World Bank, UNDP, HABITAT EC JICA and USAID. He holds an M.Sc. in planning from the University of Houston (USA) and B.Sc. in architecture from Cairo University (Egypt). ESTRELLA, RAFAEL Title: Vice President Institution: Real Instituto Elcano Country: Spain Rafael Estrella (Almería, 1950) is Vice President of the Elcano Royal Institute. He has a degree in Geography and History from the University of Granada. He has been a Senator (1979-93), a member of the Congress of Deputies (1993-2006) for the province of Granada and a member of the European Parliament (1986-87). As a foreign affairs expert, he chaired the Senate’s Committee on Foreign Affairs and was Speaker of the Socialist Group in the Foreign Affairs Committee of the Congress of Deputies. He was President of the NATO Parliamentary Assembly (2000-02) and Spanish Ambassador to Argentina (2007-12). FLÔRES, RENATO Title: Director Institution:Fundação Getulio Vargas/International Intelligence Unit (FGV) Country: Brazil Renato G. Flôres Jr., is Director of the International Intelligence Unit (IIU), at FGV (Brazil), where he is also Professor at the Graduate School of Economics and Special Aide to the President. He also formerly acted as President of the Steering Committee of the (originally Canadian) programme PEP (Partnership in Economic Policy), which he led into an international NGO, now based in Africa. A member of the IISS, London, he seats at the board of several research centres and think tanks involved in international relations, and at the Enlarged Board of one multinational bank. He acts as a consultant to world and regional organisations (the World Bank; the IADB; the European Commission; ECLAC; the Secretariats of Mercosul and CAN), foreign governments (Australia, Canada, Germany, Japan) and was a Brazilian expert at the WTO (Committee on Subsidies and Countervailing Duties). A specialist in global political economy, Professor Flôres has significantly contributed to the international, particularly Asian dimension of FGV activities. At present, he is involved in projects on the competitiveness of Brazilian exports, patterns of global risks and new formats for integration agreements. FRIEDRICH, STEFAN Title: Director, Team Policy Dialogue and Analysis Department European and International Cooperation Institution: Konrad Adenauer Foundation (KAS) Country: Germany Since September 2012 Stefan Friedrich is Director of the Department ‘Political Dialogue and Analysis’ in the Konrad-Adenauer-Stiftung (KAS), Berlin, i.e. the think tank for the foundation’s international activities. Prior to this Dr. Friedrich headed the Asia and the Pacific department of the foundation for more than seven years (2005-2012). In that function he was responsible for the foundation’s activities in the Asian and the Pacific region, which included 20 offices all over the region. Before joining the headquarters of KAS, Mr. Friedrich was founder and first director of the KAS office in Shanghai (20012005). GLOVINSKY, STEVE Title: Special Adviser to the Executive Secretary Institution: UN Economic Commission for Africa (UNECA) Country: Ethiopia Steve Glovinsky has been with the UN System for 40 years, primarily with the United Nations Development Programme, working with governments in over 40 countries and the UNDP itself on institutional/organizational reform and change facilitation, most notably in democratic transition, decentralization, poverty alleviation programmes, and knowledge networking. The latter innovation, within UNDP, spread to the rest of the UN system and is now offered as a UN service to professional Communities. Steve currently works as Special Adviser to Carlos Lopes, UNECA’s Executive Secretary, facilitating reprofiling efforts to make ECA “the think tank of reference on issues relating to African development.” GOMART, THOMAS Title: Director Institution: Institut Français des Relations Internationales (IFRI) Country: France Dr. Thomas Gomart (Ph.D in History at Paris I Panthéon-Sorbonne, and EMBA at HEC) is Director of Ifri (French Institute of International Relations based in Paris and Brussels) since April 2015. MONTI, MARIO Title: Former Italian Prime Minister; Former EU Commissioner; Honorary President, Bruegel; President, Bocconi University Country: Italy Mario Monti has been Prime Minister of Italy (November 2011-April 2013) and Minister of Economy and Finance (November 2011-July 2012). In November 2011 he was appointed Senatorfor-life by the President of the Italian Republic, Giorgio Napolitano. Since February 2014 he serves as Chairman of the High-level Group on Own Resources of the European Union. He served for ten years as a member of the European Commission, in charge of the Internal market, Financial services and Tax policy (1995-1999), then of Competition (1999-2004). He is President of Bocconi University, Milan, and Honorary Chairman of Bruegel, the European think-tank he founded in 2005. He is the author of the report to the President of the European Commission on “A new strategy for the single market” (May 2010). Since May 2014 he has been a member of the Académie des Sciences morales et politique. He graduated from Bocconi University and pursued graduate studies at Yale University. Prior to joining the European Commission, he had been Professor of Economics and Rector at Bocconi. YU, BOKHWAN Title: Deputy Dean Institution: Asian Development Bank Institute (ADBI) Country: Japan Dr. Bokhwan Yu is the Deputy Dean (Capacity Building and Training and Special Activities) at the Asian Development Bank Institute. A national of the Republic of Korea (ROK), Dr. Yu was previously an Alternative Executive Director at the World Bank. Dr. Yu has extensive experience as a policy maker on both economic and environmental issues. He has served as Secretary General of the ROK's Presidential Committee on Green Growth and has held several senior positions in the ROK's Ministry of Strategy and Finance. Dr. Yu holds an MA in Public Administration from Yonsei University and a PhD in Political Economics from the University of Cambridge. He has written extensively on development, environmental policies, and green growth. ZHAO, KEJIN Title: Senior Fellow Institution: The Charhar Institute Country: The People’s Republic of China Kejin Zhao is an associate professor and vice Chair of Department of International Relations at Tsinghua University in Beijing, a Senior Research Fellow at the Charhar Institute in Beijing. He also is Deputy Director of Carnege Center at Beijing and preside an important program on China soft power and public diplomacy and was previously affiliated to Center for American Studies in Fudan University at Shanghai. He is standing member of China National Association of International Studies and works as adviser to various China government agencies including the Ministry of Foreign Affairs, Ministry of Education and other agencies. He has written extensively on Chinese foreign policy and diplomacy, Sino-US relations and political marketing and also published ten books and more than 100 papers on various journals. His most recent publications include Introduction to Public Diplomacy, The Transformation and Position of Chinese Diplomatic Institutions, and Public Diplomacy Between China and the US in Soft War Era. Kejin received his Ph. D. in Political Science from the Fudan University of Shanghai in China.
