La Provincia di Siena conferma il suo percorso di sostenibilità
ambientale con la Registrazione EMAS
La Provincia di Siena si è dotata di un sistema di governo per
meglio tutelare e valorizzare le straordinarie risorse naturali e
paesaggistiche del territorio, migliorando le proprie prestazioni
ambientali in modo che l'ambiente possa rappresentare
un'opportunità di sviluppo anche per le generazioni future.
In questa prospettiva si sono abbandonate le logiche delle politiche
ambientali settorializzate e sganciate dalla pianificazione, per
promuovere un approccio sistemico ed integrato verso la sostenibilità nelle sue tre dimensioni: ambientale, economica e sociale.
Con la registrazione EMAS, la governance ambientale diviene
il tema decisivo per lo sviluppo del territorio ed implica anche

una nuova consapevolezza in termini di comunicazione e di
partecipazione, tanto per il privato cittadino che per il decisore
politico.
Oltre alla notevole mole di azioni e progetti per il miglioramento
ambientale, la via della sostenibilità in Provincia di Siena passa
infatti attraverso la diffusione delle buone pratiche e di una
cultura della gestione ambientale, spendibile in prospettiva futura
anche in termini di competitività territoriale.

Il percorso compiuto ha avuto il suo avvio con il Piano Territoriale
di Coordinamento, strumento per il governo del territorio
fondato sui principi dello sviluppo sostenibile, ed è proseguito
con alcuni progetti che hanno fornito una visione del sistema
delle risorse territoriali sviluppando la partecipazione della
cittadinanza.

Di recente il processo si è arricchito di un importante sviluppo:
la sottoscrizione degli Aalborg Committments - impegni
internazionali per la sostenibilità - che è avvenuta grazie al
Protocollo di intesa promosso dalla Provincia e siglato da tutti
i Comuni e dalle Comunità Montane senesi.
Con il Progetto SPIn-Eco (Sostenibilità in Provincia di Siena
mediante Indicatori Ecodinamici) è stato analizzato scientificamente
il territorio senese usando degli indicatori di sostenibilità tesi a
fornire una base conoscitiva sullo stato delle risorse naturali per
orientare le scelte di programmazione territoriale. La ricerca si
è conclusa con la pubblicazione di otto volumi dedicati rispettivamente alla Provincia di Siena, al Comune di Siena e ad ognuno
dei sei Circondari provinciali.
Assolutamente importante, in tale contesto, la sottoscrizione dei
commitments da parte del Comune di Siena, il quale, titolare
di un proprio percorso di Agenda 21, ha messo la propria
esperienza a disposizione della comunità condividendone gli
obiettivi.
L'evoluzione del Sistema di Gestione Ambientale dell'Ente, nel
2006, ha reso possibile il conseguimento della Registrazione
EMAS.
Con l'adesione ad EMAS, la Provincia di Siena ha assunto
l'impegno alla trasparenza nei confronti dei propri dipendenti,
degli attori istituzionali ed economici che operano sul territorio
e della popolazione senese.
A SPIn-Eco è seguita la Certificazione ambientale. È stata una
sfida vinta, con il coinvolgimento di tutto il personale, grazie
all'implementazione di un Sistema di Gestione Ambientale,
conforme allo standard internazionale ISO 14001, per conoscere
e migliorare gli impatti ambientali dell'Ente.
La Provincia di Siena stata la prima Provincia in Italia a
conseguire tale certificazione per le attivit di programmazione,
gestione del territorio, monitoraggio ambientale e per la gestione
delle infrastrutture ed i Servizi .
La Certificazione ambientale ha favorito la nascita di altre
iniziative quali la costituzione dell'Associazione Qualitambiente,
la partecipazione al progetto “Tandem”, l'adesione al Coordinamento Nazionale Agenda 21 ed, infine, la partecipazione in
qualità di partner al progetto europeo “Managing Urban Europe
25” per elaborare un modello europeo di città sostenibile.
Il processo di Agenda 21 Terre di Siena , in questo ambito,
ha rappresentato la cornice entro cui divulgare tutte queste
iniziative verso la sostenibilità ed anche lo strumento grazie al
quale gli Enti locali hanno inteso rafforzare il dialogo in materia

stabiliti dal Regolamento europeo 761/2001 che disciplina la
registrazione EMAS, tutti i soggetti interessati possono rinvenire
informazioni sul territorio, secondo le matrici ambientali più
significative, per rendersi conto delle criticità degli impatti
ambientali e delle azioni intraprese dall'Ente per attenuarle e
risolverle.
La Dichiarazione ambientale - consultabile sul sito internet
www.provincia.siena.it (sezione ambiente, sviluppo sostenibile) è
il risultato della volontà di rendere la cittadinanza partecipe delle
caratteristiche ambientali del territorio e del suo governo. Essa
vuole essere anche uno strumento per sensibilizzare gli attori
economici ad emulare l'impegno della Provincia che migliora le
proprie prestazioni ambientali in un’ottica di sostenibilità
integrata.
È un impegno volontario, per crescere, migliorare e condividere.

The Province of Siena confirms its path
to environmental sustainability with
EMAS Registration
Province of Siena is provided with a system of government in order
to safeguard and valorise the extraordinary natural and landscape
resources of the territory, improving its environmental performances
and ensure that the environment may also represent an opportunity
for development for future generations too.
In this perspective the logic of environmental policies that are
sectorialized and disengaged from the planning process are abandoned
to promote a systematic and integrated approach towards sustainability
in its three dimensions: environmental, economic and social.
With the EMAS Registration, the environmental governance becomes
the decisive theme for the development of the territory and it involves
a new awareness too in terms of communication and participation,
for the private citizen and for the politician too.
Apart from the considerable quantity of actions and projects for the
environmental improvement, the way of sustainability in Province
of Siena pass in fact across the diffusion of best practices and a
culture of environmental management, that can be spend on future
perspective in terms of territorial competitiveness too.

The process begun with the Territorial Coordination Plan, founded
on the principles of sustainable development for the territory's
administration, has been pursued with some projects that have
provided a view of the territorial resources system and that have
developed citizen participation.
With the SPIn-Eco Project (Sustainability in the Province of Siena
through Ecodynamic Indicators) the Sienese territory was scientifically
analyzed with environmental sustainability indicators in order to
provide a base upon which territorial planning could be undertaken,
which considers natural resources. This analysis ended with eight
publications dedicated to the Province of Siena, the Municipality
of Siena, and to the six Provincial Districts.
SPIn-Eco was followed by the Environmental Certification. This
was a challenge that was won thanks to the involvement of the entire
personnel and the implementation of an Environmental Management
System in conformity with the International Standard ISO 14001
to know and improve environmental Provincial impacts.

The Province of Siena was the first Province in Italy to achieve
this certification for its planning, territorial management,
environmental monitoring, infrastructure and Services management activities.
The Environmental Certification has allowed other initiatives such
as the constitution of Qualitambiente Association, the participation
to “Tandem” Project, the adhesion to the Agenda 21 National
Coordination, and the participation as partner in the “Managing
Urban Europe 25” Project, which aims to create a model of an
urban sustainable European city.
The Agenda 21 “Terre di Siena” Process represents, in this way, the
framework within which the Province's sustainability initiatives
have been popularized, and is the instrument that the Public
Administrations utilize to strengthen the dialogue about environmental
policy with the various interested parties.
A highly significant aim promoted by the Province of Siena has
recently been marked: the underwriting (Protocol of Agreement) of
the Aalborg Commitments - international sustainability commitments
- by all the Sienese municipalities and the three Mountain Communities. In this context, the underwriting of the commitments by the
Municipality of Siena has been absolutely important, for after having
undergone its own Agenda 21 process, it has put its own experiences
at the community's disposal, sharing its objectives with all.
The experience and the evolution of the adopted Environmental
Management System have recently allowed for the achievement of
the EMAS Registration.
With its adherence to EMAS, the Province of Siena has undertaken
a transparent commitment in front of its internal personnel, the
institutional and economic actors that operate within the Sienese
territory and the population.
In the Environmental Declaration, document of wich contents are
established by the European Regulation 761/2001 that disciplines
the EMAS Registration, all interested subjects can find territorial
informations, in order to the most significant environmental matrix,
to realize the critical state of environmental impacts and of the
administrative actions taken by the Province in order to attenuate
or to resolve them.
The Environmental Declaration - which may be consulted on the
website www.provincia.siena.it (in the section environment sustainable development) - is the result of the desire to make the
population informed of the territory's environmental characteristics
and of its provincial government. It represents a tool for awakening
and inviting the subjects operating in the territory to imitate the
Administration's process, in order to improve their own environmental
performances in order to assure an integrated sustainability.
This is a voluntary commitment, to grow, improve, and share.

I principi dell'EMAS sono stati applicati sia alle attività erogate
dal personale provinciale, sia agli aspetti connessi al controllo
territoriale svolto dall'Ente ma anche e soprattutto agli strumenti
di programmazione.
Fra i più rilevanti atti di programmazione, oltre al Piano Territoriale
di Coordinamento, citiamo il Piano provinciale dei rifiuti urbani,

strumento cardine per la gestione dei rifiuti; il Piano provinciale
per la bonifica dei siti inquinati, un censimento dei siti da
bonificare con la stima degli oneri e l'impostazione dei tempi di
bonifica; il Piano Energetico Provinciale, con cui è stata definita
la mappa territoriale dei consumi energetici e le modalità con
cui farvi fronte grazie ad un oculati programmi di risparmio e
di sfruttamento delle fonti rinnovabili.
Ed infine, il Piano di Sviluppo Rurale ed il Piano faunistico;
ognuno dei quali, nei relativi ambiti di pertinenza, traduce in
atti di programmazione le scelte della politica ambientale della
Provincia di Siena.
Affinché l'EMAS non rimanga una bella ma isolata esperienza,
la Provincia contribuisce a sostenere un primo gruppo di Comuni
senesi che hanno già intrapreso il percorso verso la Certificazione
ambientale e sta attivando iniziative di confronto con il mondo
delle imprese locali da sempre sensibili alla attenta valutazione
delle proprie ricadute ambientali.

For this reason, it has held the imposing of an environmental
safeguarding policy fundamental for its own government operations,
characterized by the continuous improvement of its own environmental
services through the consideration of the environmental impact of
the activities carried out, the selection of actions and tools, and the
planning of suitable monitoring and evaluation activities.
The EMAS principles have been applied to both the activities directly
performed by the provincial personnel and to the aspects linked to
the body's territorial control operations, but also and most of all to
the tools utilized for planning.
EMAS is the acronym for the Eco-Management and Audit Scheme,
it is a tool of environmental politics managed by European Union
member states (Regulation n. 1836/93 and n. 761/2001) and
designed to encourage all typologies of organization for the development
of improved environmental conditions.
Among those most important from the environmental point of view,
beyond the mentioned Territorial Coordination Plan, we may cite
the Provincial Urban Waste Plan, a foundation tool for waste
management throughout the provincial territory; the Provincial
Plan for the Decontamination of Polluted Sites, that has allowed
for the realization of a precise and detailed census of the sites to be
decontaminated, with an estimate of the burdens and the formulation
of decontamination time frames; the Provincial Energy Plan, that
has defined a territorial map of energetic consumptions and of the
possibility for a complete fulfilment of these through demand side
management action and the use of renewable resources; the Fauna
Plan; and the Rural Development Plan, each of which, within its
specific jurisdictions, delineates and reports the administration's
environmental choices.
It represents the official recognition at the European level for those
who, through the planning and implementation of their own activities
from the viewpoint of environmental improvement, achieve excellent
performances.
The Province of Siena has undertaken this process because it believes
in sustainable development, a formula oriented towards guaranteeing
the needs of the present without compromising possibilities for the

group of the Municipalities that have already undertaken the process

Le tappe per un importante traguardo
Il percorso per arrivare alla registrazione EMAS è iniziato nel
2001 con l'adesione allo standard internazionale ISO 14001.
La norma ISO 14001 specifica i requisiti di un Sistema di
Gestione Ambientale che permettono ad una organizzazione di
sviluppare una politica ambientale e di fissare degli obiettivi che
tengano conto delle prescrizioni legali e delle informazioni
riguardanti gli aspetti per essa significativi.
Essa si applica a quegli ambiti che una organizzazione è in grado
di controllare direttamente o sui quali è in condizione di esercitare
la propria influenza, allo scopo di contenere e/o prevenire i rischi
ambientali, prevenendo le risorse naturali.
Per conseguire la certificazione ISO 14001 la Provincia di Siena
ha messo a punto il proprio Sistema di Gestione Ambientale ed
ha costituito una Commissione di gestione ed un gruppo di
lavoro che hanno impostato l'elaborazione della documentazione
necessaria.
Nell'anno 2002 è stata redatta l'Analisi Ambientale Iniziale con
cui si è esaminato il quadro della situazione ambientale con le
connesse criticità. Tale analisi ha compreso la descrizione
dell'Organizzazione Provincia e delle sue attività, l'esplicitazione
dell'ambito di certificazione, la descrizione e valutazione di tutti
gli impatti ambientali generati dalle attività del personale provinciale e da quelle svolte da altri soggetti su cui l'organizzazione
Provincia ha o può avere un influenza (società partecipate,
appaltatori, etc.).
In questa fase sono stati effettuati degli interventi di informazione
e formazione a favore del personale sulle tematiche ambientali
per migliorare il suo coinvolgimento in ogni azione al riguardo.
Sono state quindi elaborate la “Politica ambientale” quale
documento guida per il miglioramento delle prestazioni dell'Ente
ed il conseguente “Programma ambientale” che con indicatori
misurabili permette di verificare il raggiungimento degli obiettivi
dell'organizzazione.

A questo è seguita la redazione delle procedure (operative e di
sistema) che sono state applicate alla gestione tecnico organizzativa
dell'intera Organizzazione. La prima versione del Manuale
contenente una sintesi delle peculiarità del Sistema di Gestione
Ambientale è stata approvata, assieme alla Politica ambientale,
con la D.G.P. n. 388 del 30/12/2002.
A questa è seguita la D.G.P. 201 dell'8/7/2003 in cui è stata
approvata la revisione del Manuale del Sistema di Gestione
Ambientale.
La Certificazione ambientale (ISO 14001) è stata conseguita il
26/09/2003 per “le attività di programmazione, gestione del
territorio, monitoraggio ambientale e per la gestione delle
infrastrutture ed i Servizi”.
La Provincia non si è fermata a questo traguardo ed ha promosso
l'adozione della Certificazione ambientale da parte di un primo
gruppo di Comuni composto da Casole d'Elsa, Castellina in
Chianti, Castelnuovo Berardenga, Chiusdino, Colle Val d'Elsa,
Gaiole in Chianti, Radicondoli, Siena e dal Comitato tecnico
ambientale intercomunale della Val d'Orcia, sostenendo parte
dei costi correlati.
Nei due anni successivi la Provincia ha messo in pratica l'adozione
delle procedure del proprio Sistema di Gestione Ambientale,
provvedendo altresì alla stesura della “Dichiarazione ambientale”
e dopo la sua convalida da parte della società di certificazione,
avvenuta il 29/06/2006, e la sua approvazione in Giunta Provinciale (Deliberazione n. 137 del 11/07/2006), la Provincia ha
conseguito la Registrazione EMAS il 19/12/2006, con numero
IT - 000590 per Attivit generali di amministrazione pubblica .

The stages towards an important goal
The process that brought to EMAS Registration was begun in 2001
with adherence to the ISO 14001 standard.
The ISO 14001 standard specifies the requirements for an Environmental Management System that allow an organization to
develop an environmental policy and to set objectives that keep track
of legal regulations and of information regarding significant environmental aspects. This is applied to those environmental aspects of
environmental policy that an organization is capable of directly
controlling or that it has influence over to contain or to prevent
environmental risks and preserve natural resources.
Therefore, in order to obtain ISO 14001 Certification, the Province
of Siena created an Environmental Management System, establishing
a Management Commission and a Workgroup that set up the
compiling of the necessary documentation.
In 2002, the Initial Environmental Analysis was drawn up, that
outlined the environmental situation with relative critical states.
This Analysis included a description of the organization and of
activities, an explanation of the certification process, a description
and evaluation of all environmental impacts deriving from activities
directly carried out by the Provincial personnel, and from those
deriving from the activities of other subjects over which the Province
of Siena holds some influence (participated societies, contractors,
etc.).
In this phase, an environmental focus personnel team was trained,
for its involvement in all related actions.
Therefore, the Environmental Policy, as a guideline document for
the improvement of environmental services, and the consequent
Environmental Program, that allows for the verification of the
achievement of objectives with measurable indicators, were devised.
The drafting of a series of procedures (operative and systematic)
applied to the Organization.
The first version of the Manual, containing a synthesis of the specifics
of the provincial Environmental Management System, with the
Environmental Policy were approved with Provincial Government
Resolution n. 388 of 30 December 2002, and subsequently with
a revision of the Manual with Provincial Government Resolution
n. 201 of 8 July 2003.

The Environmental Certification (ISO 14001) was granted on 26
September 2003 for “planning, territorial management, environmental monitoring, infrastructure and Services management
activities”.
The Province of Siena didn't stop at this goal: it made itself the
awakening promoter of the Municipal Administrations, so that they
obtained ISO 14001 Certification as well.
A first group of Municipalities, Casole d'Elsa, Castellina in Chianti,
Castelnuovo Berardenga, Chiusdino, Colle Val d'Elsa, Gaiole in
Chianti, Radda in Chianti, Radicondoli, Siena, and the Valdorcia
Intermunicipal Environmental Technical Committee, have already
begun the process for environmental certification, with financial
contributions from the Province of Siena.
During the next two years Province applied as a training the
procedures of the Environmental Management System providing to
elaborate the Environmental declaration. With this document after
the validation of the Environmental Declaration by the third party
certification body on 29 June 2006, and its approval in Provincial
Council (Resolution n. 137 of 11 July 2006), the Province of Siena
earned EMAS Registration on 19 December 2006, with the number
IT-000590 for“public administration activities”.

Qualitambiente
Agenda 21 Terre di Siena è lo strumento adottato nel
2002 dalla Provincia di Siena e da tutti i Comuni senesi
per la diffusione della cultura della sostenibilità nel territorio.
Nel 2006 gli stessi enti, come proseguimento del percorso,
hanno aderito agli Aalborg Commitments (impegni internazionali di sostenibilità). www.agenda21.provincia.siena.it
La Provincia di Siena ha promosso Qualitambiente - associazione
territori certificati - che ha sede a Siena e si è costituita il 21
ottobre 2002 con l'intento di creare un'occasione di aggregazione
in cui gli Enti locali italiani si possano misurare e scambiare
esperienze sui temi della sostenibilità e della Certificazione

Piano Energetico Provinciale (P.E.P.)
IN.F.E.A (Informazione Formazione Educazione Ambientale)
La Provincia ha emanato alcuni bandi per finanziare iniziative
per promuovere l'educazione ambientale nelle scuole e per gli
adulti, con l'intento di promuovere il senso di appartenenza alla
propria terra e di realizzare studi per la gestione delle risorse del
territorio.
SPIn-Eco (Sostenibilit in Provincia di Siena mediante Indicatori
Ecodinamici) e valutazione dell indice ISEW
È stata una analisi di sostenibilità ambientale mirata allo studio
del territorio senese mediante un set di indicatori che hanno
fornito informazioni sullo stato dell'ambiente per valutare anche
potenziali alternative di sviluppo.
L'analisi è stata divulgata con la pubblicazione di otto volumi
dedicati rispettivamente alla Provincia di Siena, al Comune di
Siena e ai seguenti circondari: Chianti senese, Crete senesi Val d'Arbia, Val di Chiana, Val di Merse, Val d'Orcia - Amiata,
Val d'Elsa.
Managing Urban Europe 25
La Provincia di Siena, grazie a questo progetto europeo, ha
potuto confrontarsi con altre importanti realtà europee sulle
tematiche dei Sistemi di Gestione Ambientale, portando la sua
esperienza e implementandola con i contributi di ben 14 città
europee (Oslo, Stoccolma, Riga, etc..) ed alcune importanti
associazioni internazionali nell'ottica di costruire un modello di
città urbana sostenibile. www.mue25.net
Primo rapporto di sostenibilit ambientale
Nel 2006 è stato pubblicato il primo rapporto di sostenibilità
ambientale. Si tratta di un rapporto sullo stato dell'ambiente
senese con dati e considerazioni riguardanti i vari fattori ambientali
(aria, acqua, suolo, rifiuti, energia, biodiversità..) dove per
ciascuno di essi vengono indicati gli aspetti, gli impatti e le azioni

Il P.E.P. nasce con l'intento di sostenere lo sforzo degli Enti locali
di dotarsi di una politica energetica con cui orientare il cambiamento ed attenuare gli effetti della crisi del nostro attuale modello
di produzione e consumo di energia. Tra gli obiettivi prioritari
del Piano segnaliamo il risparmio energetico e lo sfruttamento
delle fonti rinnovabili.
Progetti sulle fonti di energia rinnovabili
Valorizzazione delle biomasse locali per fini energetici (Bi—oli,
Biodiesel)
Il progetto si propone di attivare un ruolo di concertazione tra
le associazioni di categoria, le aziende di trasformazione e l'utenza
finale per garantire una fornitura continua di materia prima
(girasole, colza e ravizzone) dalla quale estrarre olio da trasformare
in biodiesel per il trasporto pubblico.
Incentivazione e sostegno alla sostituzione degli impianti di
riscaldamento obsoleti in provincia di Siena.
Il progetto prevede misure di incentivazione e sostegno alla
sostituzione degli impianti di riscaldamento obsoleti che, in
quanto tali, sono maggiormente pericolosi ed inquinanti. Il
bando è stato approvato con Deliberazione di Giunta Provinciale
n. 28 del 27/02/2007.
Incentivazione del solare termico
Grazie a questa iniziativa vengono erogati fondi per promuovere
l'installazione di impianti con tecnologia solare termica. Attualmente, grazie ai bandi attivati, sono stati installati 2.023,65 mq
di pannelli solari per una resa energetica pari a 1.759.735,52
kWh e con una risposta in crescente aumento da parte di cittadini
ed aziende.
Campagna Una casa sicura con una caldaia pulita
Con la pubblicazione dell'opuscolo “Una casa sicura con una
caldaia pulita”, capillarmente distribuito nel territorio, la Provincia
di Siena si è proposta di informare i cittadini sull'importanza
della corretta manutenzione degli impianti termici, sugli obblighi
di legge a cui adempiere in materia, sull'uniformità delle procedure
applicate dai firmatari del Protocollo di intesa creato per fornire

L Agenzia Provinciale per l Energia e l Ambiente (A.P.E.A.)
APEA, già Energy Manager della Provincia di Siena, è uno degli
strumenti prioritari individuati dal Piano Energetico Provinciale
per dare attuazione operativa alle scelte di pianificazione.
Si occupa della promozione del risparmio energetico e dello

Piano Provinciale dei Rifiuti
Il Piano provinciale dei rifiuti approvato con Deliberazione del
Consiglio Provinciale n. 20/1999 stabilisce importanti obiettivi
per quanto concerne lo smaltimento e la raccolta differenziata
dei rifiuti urbani.
Il Piano si caratterizza per l'approccio fortemente integrato e
prevede, in ordine di priorità, la riduzione dei rifiuti, il recupero
energetico indiretto mediante la raccolta differenziata ed infine
il recupero energetico diretto mediante la termoutilizzazione.

Agenda 21 Terre di Siena
Agenda 21 Terre di Siena is the tool, adopted in 2002 by
the Province of Siena and by all the Sienese Municipalities,
for the diffusion of the culture of sustainability throughout
the territory. In 2006, the same Bodies, as a continuation of
the process, adhered to the Aalborg Commitments (international

IN.F.E.A (Environmental Information, Training, and Education)
The Province of Siena was responsible for the publication of a call
for bids for financing environmental education in schools and for
adults, with the intention of favouring the sense of belonging to
one's own land and studies for territory resource management.
SPIn-Eco - Sustainability in the Province of Siena through
Ecodynamic Indicators - ISEW Index Evaluation
This is an analysis of environmental sustainability aimed at the
study of the Sienese territory through a set of indicators that have
provided information on the state of the environment, in order to
also evaluate potential alternatives for development.
The analysis was presented with the publication of 8 volumes:
Sienese Chianti District, Crete Senesi-Val d'Arbia, Val di Chiana,
Val di Merse, Val d'Orcia-Amiata, Valdelsa; Municipality of Siena,
Province of Siena.
Managing Urban Europe 25
The Province of Siena has been able to compare itself with other
European realities on the subject of Environmental Management
Systems through the Managing Urban Europe 25 Project, bringing
its own experience and implementing it with the contributions of
14 European cities (Oslo, Stockholm, Riga …) and a number of
international associations, focusing on the construction of a model
for a sustainable urban city. www.mue25.net
First Environmental Sustainability Report
In 2006, the First Environmental Sustainability Report was published.
This is a report on the state of the Sienese environment, with data
and considerations regarding the various environmental factors (air,
water, land, waste, energy, biodiversity…), where the environmental
aspects, impacts, and actions for improvement undertaken by the
Province of Siena are indicated for each factor.

Qualitambiente
The Province of Siena promoted the constitution of Qualitambiente
- Association of Certified Territories - that was established on 21
October, 2002 with the intention of creating a moment of aggregation,
in which the Italian local institutions may assess themselves and
exchange experiences regarding the subject of Sustainability and
Environmental Certification. www.qualitambiente.net
Provincial Energy Plan (P.E.P.)
The P.E.P. has been founded with the intent to sustain the efforts
of the local Sienese authorities, so that they may endow themselves
with an energy policy that may orient towards change and mitigate
the effects of the crisis of our current energy production and consumption model. The Plan's priority objectives are those respective
to energy saving and to the achievement of energy production from
renewable resources.
Projects for renewable energy resources
Valorisation of local biomasses for energetic purposes (Bio—oils,
Biodiesel)
This project proposes to activate a conducting role among the trade
and farmer associations, the mining and transformation companies,
and the final consumers, in order to guarantee a continuous supply
of primary materials (sunflowers, colza, and rape) from which oil
may be extracted, to be transformed into biodiesel that will be
experimented on public transportation systems.
Incentives and support measures for the scrapping of obsolete
heating systems in the Province of Siena.
This project plans for incentive and support measures for the scrapping
of obsolete heating systems that, as such, are more dangerous and
pollutant. It was approved with Provincial Council Resolution n.
28 of 27 February 2007.
Incentive for Solar Thermal Energy
The disbursement of funds in order to promote the installation of
systems with solar thermal energy technology.
Currently, thanks to activated allocations, 2,023.65 m of solar
panels have been installed, for an energetic yield equal to
1,749,735.52 KWh, with an ever-increasing response from citizens
and businesses.
A Safe House with a Clean Boiler Campaign
With the publication of the A Safe House with a Clean Boiler
pamphlet, widely distributed throughout the territory, the Province
has proposed to inform its citizens about the importance of the
correct maintenance of thermal systems, about the legal obligations
to be fulfilled, and about the uniformity of procedures applied by
the signers of an Agreement Protocol created in order to provide
citizens with an additional service.

The Provincial Agency for Energy and the Environment (A.P.E.A.)
A.P.E.A., formerly Energy Manager of the Province of Siena, is one
of the priority tools identified by the Provincial Energy Plan (P.E.P.)
for the technical and operative fulfilment of choices made for
planning. A.P.E.A. also deals with practicability plans for
interventions related to the exploitation of local renewable sources

Provincial Waste Plan
The Provincial Waste Plan, approved with Provincial Council
Resolution n. 20/1999, establishes important goals to be achieved
for the improvement of the situation relative to the disposal and the
differentiated collection of urban wastes.
The Waste Plan of the Province of Siena distinguishes itself for its
highly integrated approach, and foresees, in order of priority, the
reduction of wastes, the indirect recovery of energy through DC,
and finally the direct recovery of energy through thermoutilization.
