NON-EU PHD CANDIDATES: THE RESIDENCE PERMIT IN ITALY
NON-EU PhD candidates must apply for a residence permit within 8 days after their arrival in Italy.
According to the Italian laws on immigration, applying for a residence permit is a compulsory requirement
in order to live in Italy and enrol at the University.
Please read carefully these instructions if you are planning to live in Bologna and its surroundings.
If, instead, your final destination will be either Cesena, Forlì, Ravenna or Rimini, please contact the
International Relations Office of your Campus (contacts are provided below, in the “IF YOU PLAN NOT TO
LIVE IN BOLOGNA” section).
HOW TO APPLY FOR THE RESIDENCE PERMIT:
1. Write an email to [email protected] and type “PhD programme – appointment for the
residence permit” in the reference.
The International Desk will set for you an appointment with Patronato ACLI, via Lame 118/a
(Bologna) or with Centro Lavoratori Stranieri CGIL, via del Porto 16/C (Bologna).
You will be assisted, free of charge, in filling in the requested forms. It is very important that you go
to the appointment on the fixed date and hour.
2. Write an email to [email protected] to request a certificate of Enrolment and PhD Programme
start and end date. Please use the form provided in Annex 1.
WHAT TO BRING TO THE APPOINTMENT:
1. Copy of your passport (blank pages not included).
2. Copy of your enrolment certificate, previously requested to the PhD Unit.
3. Copy of your health/accident insurance.
If you have already taken out a health insurance in your home country, which is valid in Italy, please
make sure that the Italian Consulate or Embassy has stamped the insurance policy to certify such
validity. Without the Consulate or Embassy stamp, it cannot be accepted for the residence permit
application.
If you have not taken out an insurance yet, you can then choose between:
- registering at the Italian National Health Service
- buying an INA Assitalia policy available in any post office. For such option, please follow the
instructions provided in Annex 2.
4. Your contact details and address in Italy (an Italian mobile phone number, street, city where you
live and names printed on both door bell and mail box), where, in case of problems, the Questura
can contact you.
Please, prepare the above mentioned documents before going to the appointment.
WHAT TO DO AFTER THE APPOINTMENT:
1. Go to a tobacconist (tabaccheria) and buy a € 16,00 stamp duty (marca da bollo).
2. Go to a Post Office (you can find the list of Post Offices with "SPORTELLO AMICO" entitled to
receive residence permit applications in Annex 3) bringing with you:
- the envelope containing the application form and the PSE payment slip (bollettino), you received
either by ACLI or CGIL (do not seal the envelop but, leave it open);
- a € 16,00 stamp duty (marca da bollo);
- your original passport.
AT THE POST OFFICE:
1. Pay the PSE payment slip. Amount: €107,50
2. Submit the form and the stamp duty
3. Send the envelope containing all the documents by registered-post (posta raccomandata),
indicating the Italian address where the Questura can contact you. Amount: €30,00
The post officer will:
- verify your identity (passport)
- ask you to sign the first page of the form (sign the form ONLY in front of the post officer)
- fix an appointment for you at the Immigration Office (Questura – Italian Police Headquarters)
- give you a receipt of the residence permit application.
Remember to keep the receipt always with you, as an evidence that you have duly requested your
residence permit.

AT THE QUESTURA:
It is of the utmost importance that you go to the Questura on the date and hour indicated. Punctuality is
strongly recommended!
You must bring with you:
- the original copy of your enrolment certificate at the PhD programme, the original copy of
your health/accident insurance and copy of the payment receipt
- your passport
- 4 identical and recent passport-sized photos, on a white background
- the residence permit application receipt you received from the Post Office
- the document containing the appointment details that you received from the Post Office
Please note that: if at the Questura you receive a document reporting in the reference “(art.10 bis Legge nr.
241/90)”, it means that further documents are required. In this case, you should promptly contact the
International Desk, during the opening hours.
A few weeks after the appointment at the Questura, you can check the status of your residence permit
application on http://questure.poliziadistato.it/stranieri/ typing the code provided in the application
receipt. As soon as the residence permit is ready, you have to fix another appointment on
http://www.questura.bologna.it/in order to collect it.
Once you collect the residence permit, please remember to send a scanned copy to [email protected]

How to buy an INA ASSITALIA health insurance
1. In a Post Office ask for a blank payment form (Bollettino Postale), and fill it in following the example available here. You can write as amount to be paid:
49,00 Euro for a 6-months long insurance
98,00 Euro for a 12-months long insurance
In the lower part, write your personal data (name, surname, address in Italy).
2. Pay the amount due in a Post Office.
3. Send a copy of the payment receipt via fax to INA ASSITALIA (063613626), enclosing a clear fax cover sheet with your complete name and personal
information (date of birth, place of birth, citizenship, passport number). You can check whether your fax has been received by calling 063611676.
When you’ll receive the insurance contract, please read it carefully. Please consider that this insurance will expire on the same day as the stay permit
you’ll be assigned.
