CALL FOR PROPOSALS FOR JOINT RESEARCH PROJECTS AS PART OF SCIENCE AND TECHNOLOGY COOPERATION BETWEEN ITALY AND THE UNITED STATES OF AMERICA FOR THE YEARS 2011 - 2013 Within the framework of the Agreement on Scientific and Technological Cooperation between the Government of the Italian Republic and Government of the United States of America, signed in Rome on April 1st, 1988 as emended and extended on October 4th, 1993 and ratified on April 15th, 1994, the procedures for the drafting of the Joint Declaration on Scientific and Technological Cooperation for the years 2011 – 2013 are hereby initiated. . SIGNIFICANT BILATERAL PROJECTS: PROCEDURES FOR THE SUBMISSION OF PROPOSALS. (“Progetti di Grande Rilevanza” ai sensi della L. 401/90) In the validity period of the Joint Declaration on Scientific and Technological Cooperation between Italy and the United States of America for the years 2011-2013 (hereafter referred as to the “Joint Declaration”), the Italian Party may consider granting an annual special financial contribution, within the limits of the available financial resources, to significant bilateral research projects (“Progetti di Grande Rilevanza”), which will be part of the Joint Declaration. The contribution granted by the Italian Ministry of Foreign Affairs is intended as a co-funding of the Project and therefore a significant funding participation by the coordinating Italian Institution and/or other public/private Italian or United States of America Institutions is mandatory. The contribution will be awarded by the Italian Ministry of Foreign Affairs solely to the selected Italian institutions engaging in joint research with USA institutions; the counterpart USA institutions will be expected to obtain support for the joint project from their usual U.S. Government funding sources. The application procedures consist of two stages. 1 FIRST STAGE 1.1 PROPOSAL SUBMISSION The Italian coordinator must submit a preliminary description of the project by filling out the enclosed form (see Annex 1) and forwarding it no later than June 24th, 2010, in one copy, by post, with the words “Programma Italia-USA” clearly written on the envelope, to: Ministero degli Affari Esteri D.G.P.C.C. – Ufficio V Piazzale della Farnesina, 1 00135 Roma The Italian project coordinator must also e-mail one copy of the significant joint project proposal (in MSWord) to the address [email protected] The project proposal must be drafted in English. 1.2 RESEARCH AREAS Project proposals may be submitted in the following priority research areas: Energy and Environment Space and Physics Life Sciences ICT Nanosciences and Advanced Materials NB: Projects submitted in other research areas will not be considered. 1.3 PROJECT EVALUATION AND SELECTION AT THE NATIONAL AND BILATERAL LEVEL Projects will be initially evaluated at the national level. Subsequently, the assessment will be carried out by the Joint Committee in order to select the projects to be listed in the Joint Declaration. Projects will be assessed according to the following evaluation criteria: Scientific relevance Methodology and documentation Qualification of the applicants Added value of the bilateral cooperation Social and developmental added value for Italy and USA Use and dissemination of results Budget adequacy Preference will be given to projects that involve industrial counterparts, benefit from third parties’ funding (such as public or private research institutes and organizations) and/or take part in multilateral and/or European research programmes, such as the Seventh Framework Programme of the European Union. 2 SECOND STAGE The significant bilateral projects selected and listed in the Joint Declaration will constitute a shortlist of projects entitled to apply for funding in accordance with the specific call for proposals issued by Office V of the Directorate General for Cultural Promotion and Cooperation of the Italian Ministry of Foreign Affairs and published on the web every year. The call for proposals is usually published during the last trimester of the year for the following financial year. SPESE AMMISSIBILI - - Le spese di viaggio sono ammissibili soltanto tra l’Italia e gli USA o all’interno dell’Italia o degli USA. Le spese per la partecipazione a convegni, solo se strettamente inerenti al progetto, sono ammissibili soltanto se questi si svolgono in Italia o negli USA. Le spese per il personale strutturato (max. 10%) devono essere indicate con il nominativo del beneficiario, il suo ruolo nel gruppo di ricerca e il costo mensile. Tutti i compensi si devono intendere comprensivi di eventuali oneri fiscali, previdenziali, assicurativi, contributivi, nonché di ogni altro onere accessorio. L’Ente si farà carico del loro assolvimento. Saranno ammesse alla rendicontazione le spese supportate in stretta e univoca relazione alla realizzazione del progetto presentato, solo se accompagnate da idonea documentazione contabile.
