Carmelina Bevilacqua graduated cum laude in Architecture to the University of Naples “Federico II”,
PhD in Territorial Planning to the University of Reggio Calabria, Expert in Environmental Impact
Assessment and the Master of Science in Economic Policy Planning to the Northeastern University of
Boston, MA USA.
She is the director of the CLUDs LAB at the PAU Department - Università Mediterranea di Reggio
Calabria
Since 2010, she develops research activities to the Department PAU Mediterranean University of
Reggio Calabria as Assistant Professor in Urban Planning.
Research Activities
She is the international coordinator of the research project “MAPS-LED - Multidisciplinary approach
to plan Smart Specialisation Strategies for Local Economic Development” financed within Horizon
2020 Programme - Marie Skłodowska-Curie 2014 during the period 2015-2019 and with a partnership
of six Universities, four European universities (Università Mediterranea di Reggio Calabria, Università
La Sapienza di Roma, University of Salford - UK, University of Aalto - FI) and two US Universities,
Northeastern University of Boston (MA)e la San Diego State University (CA).
She has has been international coordinator of the research project “CLUDs - Commercial Local Urban
District programme” positively evaluated and financed within 7° Framework Programme - Marie Curie

She is the scientific coordinator of the "Project for the strengthening of the international network on
the theme of urban regeneration related to rural development (PRInteR) to complete and support the
project CLUDs - Marie Curie IRSES 2010 - Seventh Framework Programme" financed within a
Convention between the Mediterranean University of Reggio Calabria and the Calabria Region to be
worth on resources POR Calabria FSE 2007-2013 AXIS V Transnationality and interregional. The result
of the synergy between Marie Curie IRSES CLUDs project under the 7FP and the Social European
Funds of Calabria Region has been the establishment of the International Doctorate Urban
Regeneration and Economic Development URED. The International Doctorate URED is active since
2012 and is based on a cooperative agreement with the 6 universities of the CLUDs project
(www.cluds-7fp.it). She play the role of vice-coordinator of the URED International Doctorate.
She has been Director of the Strategic Unit of LUPT Center to the University of Naples “Federico II”.
The main activities of the Strategic Unit was related to the study of innovative procedures in the
urban and territorial management in the field of GIS applied to spatial planning, evaluation methods
to support decision making process with respect the relationship between programs and urban design.
She has been Coordinator of the “Innovative housing and cultural heritage Area” of the technological
and scientific Park of Salerno and hinterland areas. She has coordinated research finalized to
technological
transfer
among
public
administrations,
universities
and
SMEs.
Since 2004, she is Assistant Professor to the University of Reggio Calabria and component of Public
Investment Evaluation Unit of Campania Region with the role of Expert in Territorial and Spatial
Planning.
She is Scientific Director of “Center of study on Development policies and Spatial Planning” to LUPT
Center to the University of Naples “Federico II” as Assistant Professor of external University.
Research and disciplinary areas of expertise
She made research at the Interdisciplinary Center LUPT (1992-2000) on the following technical and
scientific areas:
a) Development of cartographic models for the analysis of the territory and complex urban systems,
b) Theoretical study and application of issues relating to graphic representation of spatial phenomena
using computers
c) Estimation methods to assess the economic and environmental impacts
d) Study of dynamics in local development planning;
e) Coordination (conceptual and operational) of development policies with the tools of negotiated
planning and urban planning.
In particular, at the Interdepartmental Research Center LUPT University of Naples Federico II she has
developed the following activities:
- Participation (1993) at the research project of the Remote Sensing and EIS Working Group operates
under the MCDA (Military and Civil Defence Assets) in Disaster Relief Programme UNDRO (UN
Geneve).
- Scientific collaboration in the drafting (1994) Plan Green of the City of St. George Cremano (NA). Scientific collaboration in the drafting (1997) a report on socio-economic assessment in the
documents
for
establishment
of
the
Consortium

Sorrento
peninsula.
- Scientific collaboration drafting the PRG variant and a study for the identification of local lines of
development of the City of Monte di Procida (NA).
- Development of an evaluation study of local economic impacts within the research funded by the
CNR and coordinated by Prof. Loreto Columbus entitled "Innovation and man-made environment. The
impact of main interventions: the case of the settlement FIAT Melfi - St. Nicholas (Pz).
- Coordination (1999)of the detailed design and construction of an information system to support the
local development and the establishment of a local development project for the area of Campi Flegrei
(NA) within the "Campi Flegrei between myth history and project” MURST L. 488/92 plans to increase
scientific and technological networks.
- Scientific Collaboration (1999) under the Programme of Community Initiative ADAPT
EUROTOURMANAGER to perform a search, about the evaluation of the relationship between the
economy social structure and the propensity to tourist spending.
