The CPIA is the new Italian School for adults who want to acquire new tools for
better integration in today's society and/or enter the world of work.
Addressed to all those aged 16 and above:
▶ to all Italian and foreign citizens who want to resume their studies started in
Italy or in the country of origin, to obtain an educational qualification which
allows them to obtain employment.
▶ To foreigners who want to learn and/or improve their Italian or need to obtain
the A1 Level (Beginners) or A2 Level (elementary level) certificate for stay
permits and for better integration in occupation and social life.
▶ Those who want a linguistic skill certificate in Italian L2 (CILS certificate in Italian
as the Second Foreign Language).

centre, it is indispensable to show the valid stay permit (original document) or the
passaport with visa still valid.

The courses are free. The insurance payment is mandatory (€ 15.00 for the Italian
course, € 30 for First level courses).
Tests of the Italian language are held at the CPIA for issuing extended EC
residence permits (which used to be called a “residence card”).
The requirements for a prolonged residence permit is nothing new to non-EC citizens who, as usual, should send the postal kit containing all the necessary documents to the Police Headquarters (for information please go to the web site “Migrare” (“Migrate”) www. migrare.it under “Extended Residence permit”).
The Italian language test which came into force in 2011 is new.
The test is booked online at www.testitaliano.interno.it.
You can go to the immigrants or social assistance counter if you need help with it.
. The Prefecture will then send a letter to the candidates with information regarding the Italian test (date, time, place and the documents you need to bring with
you on the day of the exam).
. You will take the test at the Provincial Centres for Adult Education (CPIA) that will
see to assessing and communicating the results to the Prefecture.
. Once you have passed the test, the Prefectures will send the final result to the
Police Headquarters to issue an extended residence permit.

. Who doesn’t have to sit the Italian language test?
Those less than 14 years of age need not sit for the Italian language test.
Those with the following documents also do not have to sit the test:
.Certificates or diplomas certifying knowledge of the Italian language at at least
level A2 of the European Community Framework. This means certificates certifying an A2, B1, B2, C1 or C2 level issued by a CTP or by one of the recognised
certifying bodies.
.Educational or professional qualification certificates (first grade Italian secondary
school certificate, secondary school certificate, certificates certifying university
course attendance, master or doctorate).
.A certificate stating that entry into Italy was in accordance with art. 27, paragraph
1 – letters a), c), d), q) of the Immigration Consolidation Act.
.A certificate, issued by a public health organisation, declaring that the foreigner
is suffering from serious language learning limitations due to age, illness or a disability.
All foreigners who only submit an application to update their residence permit in
the EC to extend their stay are exempt from the test. On the contrary all those who

have applied for the extended EC permit as family members must pass the test
unless they are in the above mentioned exempt categories.

INTEGRATION AGREEMENT
Since 10 March 2012, a foreigner sixteen years old and over coming to Italy from a
non-EC country and requesting a stay permit for at least one year, should sign at the
Sportello unico (Fast-track counter) for immigration or in the Police Headquarters an
"integration agreement” with Italy.
In the agreement the foreigner undertakes to obtain within two years a more
than elementary knowledge (A2 Level) of oral Italian and a “sufficient”
knowledge of the “fundamental principles of the Constitution”, of the ”public institutions” and “of the civil life in Italy”, in particular, as regards healthcare,
school, social services, occupation and fiscal obligations.
Within three months of the signature, the person should also attend a free “civic
training” mini-course lasting between five and ten hours, conducted in his/her
own language or, if this is not possible, in a language chosen from: English, French,
Spanish, Arab, Chinese, Albanese, Russian and Filipino.
The course will be held at the CPIA in via Turri 69 or at the University of Reggio Emilia in via Allegri 9.
The integration will be measured in points (or credits). The points are associated
with linguistic skills, courses attended and the educational qualifications of each foreigner, as well as certain kinds of behaviour, fulfilment of the compulsory education
of minor kids, the choice of the family physician, registration of the rent contract
and business activities or volunteer activities.

Two years after the signing, the Sportello Unico (Fast-track Counter) for immigration will examine the documentation submitted by the foreign citizen (certification
of attendance at the courses, educational qualifications acquired in Italy, etc.) and,
if there are no certificates regarding oral A2 level certification of the Italian language
and civics, the foreigner will have to take a test.
In this case too the test will be held at the CPIA di via Turri 69 in Reggio Emilia.
Testing by the Italian State will be completed with assignment of a score:
.30 points and above the agreement is considered as fulfilled
.1 to 29 the student will be “held back”, with an undertaking to obtain thirty points
within a year
.but for 0 or less than 0 points, the candidate may even lose the right to stay in
Italy.

THE REGIONAL VOCATIONAL EDUCATION AND
TRAINING SYSTEM (the FP)
From academic year 2011/2012 the Emilia-Romagna region offers students leaving
middle school access to:
.a senior school education program (lasting 5 years)
.a technical school education program (lasting 5 years)
.a vocational training program (lasting 5 years)
.a Vocational Education and Training programme lasting 3 years leading to a regional academic qualification recognised at national and European level.
To gain this three year qualification, students must register with a Professional
School and attend the first year, after which they may continue their studies at the
Professional school or at a professional training institute.
The school and the institute issue the same professional qualification, which completes comulsory schooling requirements and allows young people to enter the job
market with suitable skills.
Once the professional qualification has been obtained, students may:
.complete their studies at the Professional School in order to obtain a secondary
school leaving certificate;
.attend a fourth year to obtain a professional diploma which can be used to access
annual higher technical training and educational programs (IFTS), or continue on
to the fifth year to obtain a professional secondary school leaving certificate. Both
choices allow access to University or to two-year courses offered by the Higher
Technical Institutes (Istituti Tecnici Superiori - ITS);
.start working.

The professional training program consists of educational activities regarding: basic
skills, technical-professional skills and internship, with timings and content varying

THE REGIONAL PROFESSIONAL QUALIFICATIONS

Diploma
In Emilia-Romagna 25 regional qualifications can be programmed, correlated to
standard national figures, recognised at the national and European level. The programming of the qualifications available in the Professional Institutes and Training
Institutes vary in the territories.
Certain qualifications can be obtained at a Professional Institute as well as a Training
Institute; others are offered only by one of the two subjects.
In all the cases, the first year of the unit 3-year course is held at a Professional
Institute.
THE PROFESSIONAL QUALIFICATIONS
IN THE REGGIO EMILIA PROVINCE
In the Reggio Emilia province 15 3-year professional qualifications can be obtained,
recognised at the national and European level. Certain qualifications can be obtained at a Professional Institute as well as a Training Institute; others are offered

. Regional qualification: Mechanical operator
. Brief description: The mechanical operator is able to handle mechanical parts,
in conformity with the reference drawings, using computerised numeric control
traditional machine tools, machining centres and FMS systems.
. Regional qualification: Systems mechanical operator
. Brief description: The systems mechanical operator is able to assemble units,
sub-units and mechanical parts also with hydraulic and pneumatic components,
on the basis of the work documents and technical drawings.

SECOND GRADE SECONDARY SCHOOL
This is for people between 14 and 19 years of age. There are many high schools, different
in their content, duration, commitment required, and can be grouped into 3 categories: High
Schools, Technical Schools, Vocational (Professional) Training Schools.
In each of these categories there are different courses where you can study different

High Schools
High school lasts five years. You go to school in the morning. Usually you go on to
further education but you can also start work.
Technical School
It lasts five years. You go to school in the morning and, in some schools, some
afternoons as well.
They train you for different jobs depending on the course chosen. Many courses
entail more in-depth studies that are called “articulations”. When you have finished
you can go to university, attend a professional training course, or go to work.
Vocational Training Institutes
This type of school lasts three to five years. You go to school in the morning and,
in some cases, at least one afternoon. There are many practical subjects with a
workshop. In some cases you can also do an internship. After the first three years
you get a qualification and can continue school to get a diploma or start working.
After 5 years you can go to work, continue your studies at university or enrol for a
vocational training course. The Welfare-Health Centre (see the schools page) is an
exception where you study for 5 years and not three if you want to get a diploma in
Optics and Dental Mechanics and Social Services Technician.

PRESIDENT OF THE REPUBLIC DECREE No. 394 DATED 31 AUGUST 1999
REGULATIONS REGARDING THE IMMIGRATION CONSOLIDATION ACT IMPLEMENTATION RULES
(art. 45)
Foreign minors in Italy have exactly the same rights to an education as Italian citizens.
They are subject to compulsory education pursuant to existing laws on this subject.
The same methods and conditions apply to Italian and foreign minors enrolling in
Italian schools (whatever the order or grade).
Enrolment may be requested at any time of the school year.
Foreign minors not in possession of complete or lawful identity documents are
enrolled provisionally in the relative class.
Conditional enrolment shall not prevent students from obtaining final educational qualifications (whatever the type of grade) provided their status is
recognised before the end of the school year.
Minors are normally enrolled in the school year corresponding to their actual age
unless the teaching board establishes a different collocation, bearing in mind:
a) the education order in the student's home country, which may entail enrolment
in a class immediately lower or higher that that corresponding to the age;
b) assessment of the student's skills, abilities and level;
c) the education the student has had in his/her home country;
d) any educational qualification held.
The non-EC minor that intends enrolling at the second grade secondary school
must prove, by means of suitable certificates to have reached th schooling level
equal to the conclusion of the first grade secondary school (at least eight years of
compulsory education in his/her home country), recognisable for continuing his/her
studies.
In order to allow the student to obtain the educational qualification on completion of
the first educational cycle while attending the selected second degree secondary
school, on request by the minor and the family, the Secondary schools can come
to an agreement with:
.the middle schools of the territory where the students can be sent as private
candidates;
.starting from 16 years, with the Permanent Territorial Centres (Centri Territoriali
Permanenti), proceeding with programming an integrated curriculum so that the
students are in a condition to face the state exam for which extraordinary sessions are provided, as required.
Obtaining a school leaving certificate of the first educational cycle valid in Italy is
certainly important because, if the students give up their studies, they are in an
advantageous position to start working.

TO ENROL IN SCHOOL: YOU SHOULD KNOW THAT…
.School starts in September and finishes in the first or second week of June. You
must attend school in the morning; some schools have courses in the afternoon
as well.
.There are contact teachers to welcome foreign students.
.You must enrol in the school you have chosen by going to the school's secretarial
office. “Compulsory educationn is free also in the first year of the secondary
school. To enrol and to attend this year, no taxs or fees of any kind can be asked
for” (4th paragraph of art. No. 1 of the Italian Ministerial Decree No. 323 of 9 August 1999).
Payment may be requested in the form of a voluntary “contribution” to improve the
school's cultural and training programme;
.Generally you need to take with you: 3 passport photos, your "codice fiscale"
(Inland Revenue Number), school certificates from your home country and the
vaccination certificate if you did not attend the Italian Middle School.
.To get good school results and fit in well with your companions it is important to
start school at the beginning of the school year (in September). If you arrive in
March, April or May and you are at least 16, you can enrol in Italian courses organised by the Permanent Territorial Centre (CTP/CPIA).
.To continue your studies at the end of the second year, your level of spoken Italian
must be good (level B2 of the European Community Framework www.coe.int/
portfolio).
.You have the right to a personalised education path to help you get into the
school’s rhythm and help you be successful. But you must attend the school and
the Italian language courses regularly and with commitment.
.Each School has its own regulations that must be followed, concerning rules and
behaviour at school.
.If you want you can choose not to attend the Catholic religion classes. During
those hours you can study by yourself or attend other school activities or, if your
parents agree, leave the school grounds.
.You will need school books and exercise books. There might be some economic
help, such as a scholarship, and you can apply for “book coupons” (see pages
55-56 ).
.You can save on text books by buying them second hand: to buy text books you
can ask the school where the closest second hand book markets are. Some of
the money spent can be refunded by applying for a book coupon (see pages 5556-57 ).
IMPORTANT INFORMATION FOR ENROLMENT
There are book coupons and scholarships that can be assigned every year to students that have economic difficulties. You can ask for information at the Reggio
Emilian Provincial Office (corso Garibaldi, 59 - Phone: 0522.444815 - [email protected] - www.provincia.re.it (Right to an Education section) and for the
book coupon at the School Office where you live.
.Don’t forget that the class you will be in depends on your age and on your schooling in your home country. The decision is up to the head of the school and the
teachers dealing with the reception of foreign students.
.Students must get their high school certificate by the third year in professional
schools, by the fifth year in technical and high schools. The school undertakes to
provide adequate preparation. It is impossible to obtain any school certificates
or a driving license without your secondary school certificate.
*A distinction must be made between “school fees” – which are compulsory and
given wholly to the State – and the so-called “workshop contributions” which are

wholly to the school that uses them to fund specific actions scheduled in the Educational programme and decided on by the school’s governing board. “Compulsory

attendance fees for state schools up until you turn 16. Due to the fact that education is compulsory and free of charge it is not allowed to ask families to pay taxes
or ask for a compulsory fee of any kind for the curriculum or for anything related to
schooling (Photostat copies, educational materials, etc.) except for the refunding of
expenses borne for the families themselves (which could be, for instance, a general
and accident insurance for each single student, absence book, school trips, etc.).
Any contributions to enhance the students’ cultural and educational experience can
be paid by the families only and exclusively on a voluntary basis.
It refers in particular to art. 153, paragraphs 1 and 2 of the R.D. 969 dated 3 June
1924 (This regulation
was issued following application of the R.D. 2523 dated 31 October 1923, most of
which was abolished by the subsequent law no. 889 dated 15 June 1931) which
established, limited to Technical and Professional schools with legal status, besides
the usual taxes paid by students (for admission, enrolment, certificates, diplomas),
the possibility for the Board of Directors to determine “special contributions… for
the insurance policies of students against accidents, for refunding consumables
during practical lessons, for P.E.”. It also refers to art. 53 of the r.d.l. no. 749 dated
15 May 1924 (for the part not abolished by art. 76 of law 889 of 15.6.1931) establishing that the Board of Directors of each school with legal status could ask
for “special contributions... for workshop expenses, practical work, as a guarantee
against damage, consumables, etc.”.

TEXT BOOKS FOR THE FIRST AND SECOND GRADE SECONDARY SCHOOLS
Ministerial contribution makes it possible to supply text books completely or partly
free for students attending grade I and II secondary schools, state schools, officially
recognised private schools, non-state institutes authorised to issue educational certificates having legal value; you must be resident in the Reggio Emilia Municipality
or attend schools located in the Municipality and have a certain ISEE value of your
family.
PERSONAL SCHOOL TRANSPORT SERVICE FOR DISABLED STUDENTS
The Reggio Emilia Municipality, in collaboration with the Farmacie Comunali Riunite
(FCR) organises a school transport service for disabled children and youngsters.

POST DIPLOMA COURSES
After you have your diploma, at the end of the fifth year at school, and after passing an exam, you can decide to work or continue your studies by enrolling at a
university.
You also have another possibility, and that is to enrol in a post diploma training or a
Superior Technical education and Training course.
The post-diploma training course: the objective is to train young graduates and
help them enter the working world with what they have learned, offering them
training courses that will make it easier for them to fnd work in a company with
different functions, roles and in different sectors. These courses include classroom
activities followed by hands-on experience in the company with the aim of transferring typical professional skills of highly specialised jobs into innovative themes; they
last about 4 to 5 months and attendance is mandatory.
The Superiore technical eduucation and training course (IFTS): this is for young
people with a diploma and/or a degree who want to learn professional technical
skills or consolidate/strengthen their skills. The objective of these courses is to help
entry and stability of the labour market by attaining professional skills, also in the
technical-scientific field, which are in line with the demands of the local production
system as far as possible.
After the diploma you can also opt for a ITS course (Superior Technical Institutes).
The ITS are technology Post-Diploma schools that offer two-year courses, alternative to University dbut connected to these, to train superior tchnicians capable of
satisfying the demands of strategic areas of the world of work and capable of contibuting mainly in terms of capacity for innovation, to socio-economic competitivity.
Remember that to enrol at university or a professional training course you must
have your second grade secondary school diploma which certifies that you have
attended 5 years of school.

APPRENTICESHIP
Apprenticeship is an open-ended employment contract aimed at training and employment of young people. The employer, corresponding to tax reliefs, is obliged
to pay the apprentice for the work done, not only a salary, but also provide specific
professional training.
The Emilia-Romagna Region promotes apprenticeship contracts as it provides
young people with the opportunity to train and grow professionally.
There are three types of apprenticeship contracts, with different purposes and admission requirements:
▶ apprenticeship for qualification and professional diploma
▶ professionalising and trade apprenticeship
▶ apprenticeship for advanced training and research.
The Consolidating act has entrusted the Regions with the task of establishing how
training of the apprentices is to be conducted, in a manner consistent with the
regional strategies and with the economic and productive context of each territory.

Apprenticeship for qualification and professional diploma
Apprenticeship for qualification and the professional diploma is a work contract
with training content that allows young people aged between 15 and 25 to acquire
a qualification or professional diploma and also complete the mandatory educational requirement. This contract may last for a maximum of 3 years if the apprentice
has to obtain the professional diploma.
Regulation of the training profiles is done by the Regions and autonomous Provinces, in agreement with the State-Regions Conference and after consulting the
social parties most representative on the national basis.
The Emilia-Romagna Region has regulated apprenticeship for the qualification and
professional diploma by establishing that the reference training profiles for this contract are the regional professional Qualifications correlated to the national figures
for compulsory education in the context of the Education and Professional Training
system and defining two different methods for training, depending on the apprentist's age at the time of employment.
MInor apprentices
For apprentists less than 18 years of age, the training includes 1000 hours per year
of formal training, 650 of which must be outside the Company. The training provided is already that programmed in the context of the Education and Professional
Training System.
Adult apprentices
For adult apprentists, there will be 400 hours of training per year, of which at least
100 hours are carried out outside the Company, at training institutes accredited
for continuous training in the special context of the apprenticeship. The training
courses are entirely financed by the Region, by means of vouchers.
Professionalising or trade Apprenticeship
The vocational apprenticeship is a work contract with training content meant for
those aged between 18 years (17 years if you have a professional qualification) and
29 years (until the day before you complete your thirtieth brithday). This contract
may have a maximum duration of 3 years, 5 for craftsmen professions identified by
collective bargaining.
Training for the professionalising apprenticeship consists of technical-professional
training, by the Company (duration and methods are established at national level by
collective agreements or national multi-industry agreement) and a basic and wide
ranging training, which is the responsibility of the Regions. The basic training is that
regarding workplace safety, legally mandatory for all employees, and is provided in
the first and third year of the apprenticeship contract. The wide ranging is meant
to help the apprentice acquire knowledge and capacity in a professional area of the
regional qualifications system.
For this contract, the Emilia Romagna Region has set 40 hours per year of basic and
wide ranging training (up to a maximum of 120 hours in three years), to be carried
out outside the Company at accredited training institutes.
Apprenticeship for advanced training and research.
Apprenticeship for advanced training and research is a work contract with training
content, meant for young people aged between 18 (17 if you possess a professional qualification diploma) and 29, required to obtain a higher secondary school
diploma, university degree or advanced training.
In Emilia-Romagna, the Regione has signed Partnerships with social parties and
universities to regulate the acquisition of educational qualifications:
.three-year degree and single-cycle degree;
.first and second level Master's degree;
.research doctorate.
The duration of this type of apprenticeship is also established at regional level and
varies according to the educational qualification to be obtained.

YOU ARE 18 AND WANT TO START WORKING?
An initial training course can be useful for you.
The initial training courses are meant for men and women aged at least 18,
unemployed and enrolled at a Job Centre of the Emilia Romagna Region, also
without a second grade secondary school diploma.
The main aim is to help you enter or re-enter the job market.
The courses have a duration of 300/450 hours, changing every year since their
programming is based on the evolution of the work market and end with the issue
of a recognised official certificate.
The courses are free.
Studies conducted to date confirm how participation in these activities makes it
easier to enter the employment market.
To participate in some of the courses you must have the mandatory school leaving
certificate.
To enrol in a professional traning course you must have the sworn translation of
the educational qualification certificate and the documentation of your educational
qualifications and you can contact the training insitute directly who will evaluate

GARANZIA GIOVANI
The Piano Nazionale Garanzia Giovani was launched all over Italy, to ensure all young
people aged between 15 and 29, unemployed or Neet (not employed, not students
not involved in training activities) a qualitatively valid job offer, continuing with studies,
apprenticeship, internship, other training measure or insertion in civil service.
Up to 31 December 2015, young people interested can participate in the initiative
through the national website www.garanziagiovani.gov.it or the sites activated by
the Regions, connected to one another. By adhering to the initiative the young
people can choose the Region in which they desire to work (not necessarily that
of their residence). The Region chosen will “take charge” of the person by means
of the Servizi per l’Impiego (Employment Services), or private accredited Agencies,
to carry out the profiling, enrolment in the program (in fact, it is necessary to check
the age requirements and occupational condition) and the successive orientation
phases. On the basis of the profile and the territorial availability, the young people
will stipulate with the operators concerned a “Patto di servizio” (Service Agreement)
and, within the next four months, will receive one or more opportunities among:
- Employment; - Apprenticeship; - Internship; - Education and Training; - Selfemployment; - Civil service.
Along with the communication and orientation actions addressing them, it is
essential to involve the business world in the Program, demanding the responsibility
towards one of the greatest emergencies of the moment, and also attracting their
interest for the Regions offer those who provide jobs, apprenticeships, internships,
etc.
A communication campaign is being prepared regarding the measures contained in
the “Garanzia Giovani” Program, specifically aimed at business enterprises, which
will start in the coming weeks. A communication campaign addressing young
people will be launched in the near future. Moreover, a specific area is provided
on the web portal where businesses can "enrol" in the Program and "publish" the
opportunities that they intend offering young people.
At the same time, the Labour Ministry is promoting specific Protocols for
collaboration with the main Business Associations, and also with certain big
businesses, aimed at increasing and making the offers of the Companies easily
available on the “Garanzia Giovani” platform.
THE POLI SOCIALI
The Poli Sociali are places where a citizen, resident in Reggio Emilia, can ask for
“social assistential” support.
It is possible to ask for an interview with a social assistant in case of family
difficulties, request financial help, to know all the services offered to children and
families by the territory.
In these offices you can obtain indications regarding employment, the Italian
Language, respect for the laws, management of daily activities. A Sportello Sociale
has been set up at each Polo for receiving all citizens, independently of the age and
problems presented. Access to the Sportello Sociale of your Polo is free during the
hours it is open to the public, by telephone contact during the specified timings, or
after taking an appointment.
There is exchange of information between the citizen and the Sportello Sociale
operator, with the aim of defining and starting to understand the problem. If
necessary, there will be a more detailed discussion, by means of one or more
meetings, with an operator of the team of the Polo (usually a social assistant), for
defining/sharing a course/project with the citizen.
