International framework agreements are negotiated between
Multinational Companies and Global Union Federations, European
etc.. in order to ensure labor standards in all countries and in all
locations where such multinational operate.
Generally agreements are focused on fundamental human rights
and the worker, and on issues such as restructuring and
anticipation of change
IFAs are instruments of social dialogue that can have global reach

There is no common definition of "framework agreement". The
terms used are not shared and the names are many: agreements,
framework agreements, global agreement, European agreement,
group agreements, joint opinion, a joint declaration, conventions,
frameworks, charters, principles, guidelines, orientation.

IFAs are signed by Global Union Federations (GUF) and have a
global scope of application, the EFA have a regional (European)
application and are signed by the European Industrial Federations
(EIF), the European Works Council (EWC) and or national unions
and the central management.
While IFAs are a global instrument with the main purpose to
ensure that international labor standards are maintained in all
locations of the company, the EFA is limited to the European
context and cover a wide range of topics. In general, EFA also
contain provisions that are more concrete and targeted. (source:
