opinion and trensmit it to the Trustees1

In the meantime, as I cabled you, I bro~ght the negotiations
with the FIAT to e positive conclusion. Chiusano became a member of the
I.A.I. and will very probably be soon coopted in the Directing 0ommittee.
The FIA'I• h8,s decided t o gi ve a yearly contribution of 5 Jtillion lire
(see enclosure 2). This letter of Agnelli will be the ice-breaker in the
money-raising c~mpai gn on the Italian side.

I hope will be useful from your standpoint. You understand, of
course, that my intervention is entirely infor.mal and is by no
means guaranteed to have any effect. In this case I did not
even send it directly to Ford, but by way of the other Foundation
head who asked my opinion. It's up to him how to use it.

I have no formal status whatsoever in Ford's decision. And I am
sure that Ford would be most unhappy if they thought that I gave
the appearance of playing a role in deciding how to use their funds.
That is-their job and all Foundation people guard it jealously.
Quite right they are too.

Ho trascorso lunedi e martedi scorso a New York ed ho incontrato finalmente
Joe La Palombara. La notorieta' di Joe tra i professori di scienze politiche
e nell' ambientè accademico in generale sta ancora aumentando; durante i l mee•
ting annuale dei professori di scienze politiche e' stato uno dei relatori ad
uno dei panel piu 1 importanti , riguardante i paesi in via di sviluppo.

Ho pél.Ssato tutto i l pomeriggio del ventuno settembre con Joe La P. e
Ben M.oore. Cerchero' di riasslimere brevemente quali
sono state le impressioni
che ho tratto da quella lunga chiacchierata.
Dopo il cambio di denominazione ed il rimaneggiamento del progetto sembra che
le cose si presentino decisamente bene. In novembre o in dicembre Moore, La
Palombara ed alcuni capoccia della Ford per una specie di supplemento di
istruzione causata forse dalla nota lettera. La P. ha affermato che pensare
che un progetto in se' positivo possa arenarsi a causa di un attacco cosi 1
chiaramente colorato di questioni personali significa conoscere male l'America
in genere e la fondazione Ford in ispecie.
La P. continua a professarsi, formalmente_.) amico di FLC; ma ho notato piu 1 in
presenza di Ben Moore che in privato, dove chiaDamente riconosce che e' stato
un fesso; ma questo significa che La P. deve fronteggiare tattif:amente una
situazione in cui FLC e' ancora abbastanza forte~a Moore, Shep Stone eccetera.

Io ho scritto sul Mulino, sul Mondo, su Tempo Fresante, su
e Sud, ~u E0 65, uonch~ note private a Fanf~ ed a Nenni, quel che
secondo me il governo italiano potrebbe e dovrebbe fare. Ma non è possibile
ottenere 0ha la gente res ponsabile si soffermi a meditare un paio d'ore

tell you that my trip to Europe in May has had to be cancelled. A
number of urgent matters have come up at the NPA which make it
imperative forme to be in Washington during the next two months.
In consequence, I have had to revise my plans for the field work
in Europe for our new research project. It now looks as though I
will not be able to make a preliminary survey at all but will have
to goto Europe in the fall prepared to undertake the field research

As you may recall, I mentioned to you when we talked in
Washington on the occasion of your visit here, that I would be
coming to Rome for a few days in the spring. My visit is now
scheduled for May 5 to May lO. The purpose of my trip to Europe
during May is to undertake a preliminary survey of the kind and
scope of the more intensive field studies which we would start
later this year for a new NPA research project, a brief description of which is enclosed.

Center of Research on Conflict Resolution the ràative sterility of
European thinking on the crucial question of the policy ~ strategy
of disarmament. WE~ reached the conclusion that i t would be very
stimulating to bave' a Euro-America.n seminar to con:front the patterns
of approach te this :problem among American and European political
thinkers, wi th the aim not to confine themselves to the :rm.clear issue,
but to define the whole range of issues implied in a sound policy
and strategy of disarmament.

told me that the best way would be to contact and discusa the matter
with their re;>resentative in Geneva. Th.ese were the reasons why I have
