Vorrei ringraziare i colleghi del Ministero dell'Economia e delle Finanze e i colleghi del Ministero dell'Ambiente per aver lavorato insieme alla preparazione di questa conferenza. 1. I believe that we could start from the last step in Durban, when we agreed as European Union to go ahead to improve our commitment for the reduction of greenhouse gas emissions and for continuing the effort in the framework of the package 20‐20‐20 and of Kyoto Protocol. 1. Credo che potremmo partire dall'ultima fase di Durban, dove abbiamo concordato come Unione Europea di andare avanti per migliorare il nostro impegno per la riduzione dei gas a effetto serra nel quadro del pacchetto 20‐20‐20 e del Protocollo di Kyoto. In this perspective, the environmental taxation is a key factor for supporting an European effort, an European policy, and European instruments. In questa prospettiva, la fiscalità ambientale è un fattore strategico nel sostenere lo sforzo europeo, la politica europea, e strumenti europei. I believe that if you look at the discussion in the European Parliament on Energy Efficiency Directive and on Energy Taxation Directive, we can start immediately to design what we could have in the next years as an infrastructure for promoting and supporting the reduction of the emissions together with the economic growth in the direction of green economic growth. I believe that it is a very clear point. Credo che se guardiamo alla discussione del Parlamento Europeo sulla Direttiva sull'Efficienza Energetica e sulla Direttiva sulla Tassazione Energetica, possiamo cominciare a delineare immediatamente quel che potremo avere nei prossimi anni come infrastruttura per la promozione e il sostegno della riduzione delle emissioni insieme alla crescita economica nella direzione di una crescita economica verde. Credo che questo sia un punto estremamente chiaro. If we will be able to share at European level a common policy on energy taxation, we will have the most important and effective driving force for promoting and for meeting our objectives. Se saremo capaci di condividere in Europa una politica comune sulla fiscalità dell'energia, avremo il più importante ed efficace motore trainante per promuovere e per raggiungere i nostri obiettivi. I believe that we should start from the carbon price. We have to agree at European level what we want, because Emissions Trading Scheme is an important infrastructure for the use of carbon price in promoting the innovation, the technology innovation in the industrial sector, but it is not enough. Credo che dovremmo cominciare dal prezzo del carbonio (CO2). Dobbiamo concordare a livello europeo cosa vogliamo, perché il sistema di scambio delle quote di emissioni (ETS) è un'importante infrastruttura per l'uso del prezzo del carbonio nel promuovere l'innovazione, l'innovazione tecnologica nel settore industriale, ma non è sufficiente. According to the experience that we had in the last 5 years, the Emissions Trading Scheme is a good signal, but it is not enough for driving the transformation of the technologies in the industrial sector and this most interesting tool in the financial market. Because we have a carbon market at European level driven by the Emissions Trading Scheme, but we don't have at the same time a carbon market promoting the technology transformation. This is a point we have to consider. In base alla nostra esperienza degli ultimi 5 anni, il sistema di scambio delle quote di emissioni (ETS) costituisce un buon segnale, ma non è sufficiente per indirizzare la trasformazione delle tecnologie nel settore industriale e per portare nel mercato finanziario questo strumento di massimo interesse. Perché abbiamo un mercato del carbonio a livello europeo, ma non abbiamo contemporaneamente un mercato del carbonio che promuova la trasformazione tecnologica. E' un argomento che dobbiamo prendere in considerazione. We have to be very clear on the carbon price, we have to adopt an energy taxation at the European level in order to have a carbon price on the fuels and this is the driving force for promoting the transformation of the energy system ‐ of the industrial system‐ at European level, in order to reduce the carbon intensity, in order to promote technology innovation, in order to create the right environment for the fair competition between alternative technologies, renewables, and traditional technologies based on fossil fuels. Dobbiamo essere molto chiari sul prezzo del carbonio, dobbiamo adottare una fiscalità dell'energia a livello europeo per avere un prezzo del carbonio sui carburanti, e questa è il motore trainante per promuovere la trasformazione del sistema energetico ‐ del sistema industriale ‐ a livello europeo, per promuovere l'innovazione tecnologica, per creare il giusto ambiente per una concorrenza equa fra alternative tecnologiche, rinnovabili, e tecnologie tradizionali basate sui combustibili fossili. I believe that we should work in order to link the Energy Efficiency Directive and the revision of the 20‐20‐20 package, because we will have more ambitious targets in the next years, we have to identify new ambitious targets following the conclusions of Durban and so we have to work again on renewable energies at European level. 2. Credo che dovremmo lavorare in modo da collegare la Direttiva sull'Efficienza Energetica con la revisione del pacchetto 20‐20‐20, perché avremo obiettivi ancor più ambiziosi nei prossimi anni, dobbiamo identificare nuovi ambiziosi obiettivi a seguito delle conclusioni di Durban e così dovremo lavorare di nuovo sulle energie rinnovabili a livello europeo. May be we have to change or to adequate the Directive on Renewable Energies in order to meet the new targets that we will have at the European level. May be the new target will be more or less 30% of the reduction of emissions and so we have to work in order to link the emissions reductions with European policies for meeting such objective. And of course the Energy Taxation and the Energy Efficiency Directives, and the new Renewable Energy Directive, will be important. Forse dobbiamo modificare o adeguare la Direttiva sulle Energie Rinnovabili per raggiungere i nuovi obiettivi che avremo a livello europeo. Forse il nuovo obiettivo di riduzione delle emissioni viaggerà intorno al 30% e quindi dobbiamo lavorare per collegare la riduzione delle emissioni con le politiche europee per raggiungere tale obiettivo. E naturalmente le Direttive sulla Fiscalità Energetica e sull'Efficienza Energetica, e quella aggiornata sulle Energie Rinnovabili, saranno importanti. 3. I want also to remember that looking at the European context ‐ and this is what I will suggest next Monday at the European Environmental Council in Bruxelles ‐, we have to work together with Ecofin, Environmental Council and Competitiveness Council, in order to prepare very soon a joint framework for addressing the challenges of the protection of the environment, the improvement the competitiveness of the European firms and the use of taxes and incentives in coordinated manner. 3. Vorrei anche ricordare che, guardando al contesto europeo ‐ ed è questo che suggerirò lunedì prossimo al Consiglio Ambiente europeo a Bruxelles ‐, dobbiamo lavorare insieme con l’Ecofin, il Consiglio Ambiente e il Consiglio Competitività, per preparare molto presto un quadro congiunto per affrontare le sfide della protezione dell’ambiente, del miglioramento della competitività delle imprese europee e dell’uso di tasse e incentivi in modo coordinato. 4. Coming from European level to Italian level, I can say that these weeks ‐ these days ‐ are crucial for the challenge of our future economic growth, because we cannot split the austerity plan for reducing the public debt from the policies for the economic growth. 4. Passando dal livello europeo al livello italiano, posso dire che queste settimane ‐ questi giorni ‐ sono cruciali per la sfida della nostra crescita economica futura, perché non possiamo separare il piano d’austerità per ridurre il debito pubblico dalle politiche per la crescita economica. And working in this perspective, I believe that the Ministry for the Environment, the Ministry of E lavorando in questa prospettiva, credo che il Ministero dell’Ambiente, il Ministero dello Development and the Ministry of Economy & Finance should work together in designing a new fiscal framework, able to figure out the economic effects of the measures in the fiscal system. I want to say that we cannot imagine a positive policy for addressing economic growth just considering the relationship between the available financial resources ‐ and the compatibility of the available financial resources ‐ with the fiscal incentives schemes. Sviluppo e il Ministero dell’Economia e delle Finanze debbano lavorare insieme per disegnare un nuovo quadro fiscale, capace di individuare gli effetti economici delle misure presenti nel sistema fiscale. Voglio dire che non possiamo immaginare una politica positiva che affronti la crescita economica considerando solo la relazione fra risorse finanziarie disponibili ‐ e la compatibilità delle risorse finanziarie disponibili ‐ con gli schemi degli incentivi fiscali. 5. We have to consider that in fiscal incentive schemes applied for the promotion of sustainable development, for energy efficiency, for the protection of our territory ‐ and in this I include promoting tourism in our country ‐ all these measures should be considered from an economic point of view. 5. Dobbiamo considerare che negli schemi di incentivi fiscali applicati per la promozione dello sviluppo sostenibile, per l’efficienza energetica, per la protezione del nostro territorio ‐ e in questo includo la promozione del turismo nel nostro Paese ‐ tutte queste misure devono essere considerate da un punto di vista economico. We have to assess the economic accounts of the measures because some fiscal measures to promote with incentives the energy efficiency, for example ‐ or the renewables, the protection and safety of the land, the protection and conservation of water resources ‐, could be difficult to manage taking into account the available financial resources, but could be a driver for the economic growth in the next years. Dobbiamo valutare il conto economico delle misure perché alcune misure fiscali per promuovere con gli incentivi l’efficienza energetica, ad esempio ‐ o le rinnovabili, la protezione e la sicurezza del territorio, la protezione e la conservazione delle risorse idriche ‐, potrebbero essere difficili da gestire prendendo in considerazione le risorse finanziarie disponibili, ma potrebbero essere un motore per la crescita economica nei prossimi anni. And so we have to consider how to balance the austerity policy with the perspective of economic growth, because if we look at the experiences that we have in Italy ‐ the most clear experience maybe is the incentives for energy efficiency in the building sector ‐, we can say that the incentives we applied in the last 3 years had very positive results in increasing the revenues for the public sector, had a positive income in promoting new activities in the building sector, in the electrical appliances sector, in the electro‐
mechanical industry in Italy. So we have to account this: from one side we know what we spend as public institutions, with the public budget for supporting the incentives and this is the cost; but on the other side, we have to Così dobbiamo considerare come equilibrare la politica di austerità con la prospettiva della crescita economica, perché se guardiamo alle esperienze in corso in Italia ‐ l’esperienza più evidente è forse quella degli incentivi per l’efficienza energetica nel settore edilizio ‐, possiamo dire che gli incentivi che abbiamo applicato negli ultimi 3 anni hanno avuto risultati molto positivi incrementando il gettito del settore pubblico, un effetto reddito positivo grazie alla promozione di nuove attività nel settore edilizio, nel settore delle apparecchiature elettriche, nell’industria elettromeccanica in Italia. Così dobbiamo tenere conto che, da un lato, conosciamo quanto spendiamo come istituzioni pubbliche, con il bilancio dello stato account the economic results, the economic effects, and the economic effects are more relevant than the cost we paid. che sostiene gli incentivi, questo è il costo; ma dall’altro lato, dobbiamo contabilizzare i risultati economici, gli effetti economici, e gli effetti economici sono più consistenti del costo che paghiamo. 6. I believe we should work in this direction in order to integrate the fiscal policies with the objectives for the economic growth ‐ for green economic growth ‐, taking into account that, if we look the international context, the drivers of the economic growth at global level are today the investments in new technology, new efficient technology in the energy sector, new technologies and practices in agriculture, new technologies in water conservation and water management. 6. Credo che dovremmo lavorare in questa direzione per integrare le politiche fiscali con gli obiettivi di crescita economica ‐ di crescita economica verde ‐, prendendo in considerazione il fatto che, se guardiamo al contesto internazionale, i motori della crescita economica a livello globale oggi sono gli investimenti nelle nuove tecnologie, nuove tecnologie efficienti nel settore energetico, nuove tecnologie e nuove pratiche in agricoltura, nuove tecnologie nella conservazione dell’acqua e nella gestione dell’acqua. If we look at the figures of China, Brazil, India, South Korea, it is very interesting to understand that they are investing in the innovative technologies for addressing the energy security, the water security, together with the protection of the environment. Se guardiamo alle cifre di Cina, Brasile, India, Corea del Sud, è assai interessante capire come stiano investendo nelle tecnologie innovative per affrontare la sicurezza energetica, la sicurezza idrica, insieme alla protezione dell’ambiente. 7. And I believe that in Europe and in Italy, if we want to look at the competitiveness of our economy, we should understand how to link our present difficult time in the middle of the financial crisis with the future. And in this perspective, environmental taxation could be a very important driver for guiding the future policies for economic growth. 7. Credo che in Europa e in Italia, se vogliamo guardare alla competitività della nostra economia, dovremmo comprendere come collegare i nostri attuali tempi difficili nel mezzo della crisi finanziaria con il futuro. E in questa prospettiva, la fiscalità ambientale potrebbe essere un importante motore per guidare le future politiche di crescita economica. 8. I hope that the outcome of this conference will be useful for working together at European level and for working together at national level and I hope that one of the outcomes of this conference will be the establishment of a joint working team between the Ministry of Economy and Finance, the Ministry of Environment and the Ministry of Development for designing together the next steps for our economic growth.
