Rationale
Italian legislation governing drugs explicitly calls for the
establishment of a drug addiction monitoring centre as well as the
constant monitoring of the phenomenon, in terms of both supply
and demand
On a European level, the EMCDDA has established data output
standards, to ensure the uniform description of the varying
magnitudes of the phenomenon across Europe
On an international level, UNODC periodically collects information
on the drug phenomenon using another set of standards, which
differ in part from those applied at national and European levels
The Department for Anti-drug Policies (DAP) must equip itself
with an integrated system for the collection and management of
information and the production of outputs in accordance with
national, European and international standards

To put into effect an interactive system
for the management of information on
drugs in order to fulfil national,
European and international information
obligations
To adopt standard procedures for
information handling and quality
monitoring at local, regional and
national levels
Management Characteristics
Provides the DAP and Regional monitoring centres with operational
support for the analysis of quality control data in order to fulfil
national, European and international information obligations, in line
with monitoring centre objectives and activities
Analyses the epidemiological indicators for drug addiction by
means of an automatic procedure, in accordance with national,
European and international standards
Prepares, by means of an automatic procedure, tables and graphs
for inclusion in reports, in fulfilment of national, European and
international information obligations
Provides the opportunity to develop additional indicators in addition
to the pre-existing standards, it also prepares ad hoc regional
reports, in accordance with the requirements of the DAP monitoring
centre
Provides the opportunity to perform real-time analysis of data
collected in fulfilment of national and the European information
obligations
