WAITING FOR GODOT
Waiting for Godot : play written by
Samuel Beckett in 1952.
Plot: Vladimir (a/so called Did!, and
Estragon (a/so called Gogo) arrive at a
roadside location in order to await the
arrival of someone named Godot.
The two men are dressed like
tramps, and continuous/y complain
about cold, hunger and pain,- they argue
and want to go their separate ways,
they even think about suicide, but at the
end they remain dependent on one
another and never do any-thing

continuing to wait for Godot, who never
arrives, but sends a boy with a message informing of his imminent arrivai.

For the entire 90 minutes of the
meeting promoted by ACMI during the
recent ProGame Show 2006, entitled
"Seeking a stable balance for lasting
development : the prospects after the
changes," I constantly thought of this
play, famous as being the harbinger of
the Theatre of the Absurd.
After the first hour of debate
between the president of ACMI,
Massimo Cavazza, and the Deputy
Director of the State Monopolies,
Antonio Tagliaferri, it was hard to understand when Mr . Godot (i .e . Paragraph
6a) would actually arrive!
Just hypotheses, assumptions,
hopes : nothing, and I mean, absolutely
nothing certain.
It is clear that I had expected, like
the many other people present, at least
a general schedule for meetings
between technicians from the State
Monopolies, SOGEI, the auditing organisations and the associations to try to
define the many parameters that are
still uncertain and thus be able to seriously proceed with the design and production of these machines.
The hypothesis bravely outlined by
Cavazza :(resolve all the doubts by
December 2006, allow two months to
"run in" the machines and start marketing them in March 2007) was of little
use . Dr. Tagliaferri, apologising for not
being an engineer and thus being
unable to answer to any specific questions, very politically stressed that what
Massimo had outlined was possible and
so . . . you can all go home happy!
However, being present myself, I
can say that this finale did not get a lot
of applause, despite the good will
demonstrated in representing his direct
superiors in Bologna.
Again in relation to this meeting,
there was another moment that I would
define as exhilarating, at least for the
choral reaction by some of the audience.
Dedicating no more than a minute
to video games, Cavazza went a bit too
far, claiming, more or less, that Italian
manufacturers, thanks to the constructional specs provided by the State
Monopolies, can now "export" the _
games they make . Immediately someone called out : "lif we can't even import
them! What games can we export,
pray?"
To tell the truth, at the exhibition I
saw a nice example of a tennis game
by the surprising Bakoo, but one swallow does not make a summer!
The problem is that the disappearance of the games from bars, the high
taxes, the difficulty of obtaining
approval and the tough competition
from home games have reduced the
sales forecasts to so low a level that
the future looks grim, especially when
you consider the high costs for the
development and production of new
games of pure skill.
Corner & Agencies
Those who were unlucky enough,
like me, to choose 10 days of holidays
in the middle of August, surely will have
used them to read and reread, between
one storm and the other, the Bersani
decree packed in the suitcase.
It is clear that, as I did not even
know the difference between fixedodds and totalizer betting, the subject
was so difficult as to put me to sleep,
even if on the quiet island of Albarella it
was no warner than 17° C . And yet I
tried hard, as I wanted to understand
what was hidden behind the famous
article 38 . Not so much for the amendments to paragraph 6a, as I was
already waiting for Godot and I knew I
had all the time I needed to understand
the innovations to make to these
games, but rather for the 20,000 new
employment opportunities offered in the
form of `agencies' and `corners' for the
sale of State Monopolies products.
Unfortunately, the publication of the
call for tenders to apply for these shops
and the total disappearance of even the
ghosts of customers from my company
forced me to take new interest in the
problem.
What better chance then than to
attend, again at ProGame Show, the
meeting on "Betting, the rules of the
game — What will change with the new
law"? . Speakers included the big
names of the historical licensees of
state-run games : Snai, Sisal, Lottomatica, as well as an Italian representative of one of the major European online gaming agencies, the English
Beffair.
To tell the truth, my trip to Bologna
was founded on the optimistic belief
that I would have heard the experts say
"Dear friends, the State, wanting to
cover the many Italian towns that are
yet to have these shops, finally wants
to liberalise the licenses for the sale of
its games, giving the opportunity to
access these licenses to all European
entrepreneurs of proven efficiency,
economic solidity and professionalism ."
Thus, as I had also declared to
Monica Cuprifi, before the start of the
meeting I secretly hoped that the
machine operators who in the last two
years had proven to be pure and obsequious could also improve their lot and,
despite having to learn a new trade,

Infatti, dedicando non più di un
minuto ai videogiochi, il buon
Cavazza si è lasciato un po' andare
dicendo, pressappoco, che i produttori italiani, grazie anche alle indicazioni costruttive date dai Monopoli,
ora possono "esportare" i giochi
prodotti . Subito qualcuno gli ha
ribattuto : "Ma se non siamo neanche in grado di importarli! E poi che
giochi saremmo in grado di esportare?"
A dir la verità ho visto in fiera
un bell'esempio di tennis della sempre più sorprendente Bakoo, però
una rondine non fa primavera!
Il problema è che la scomparsa
dei giochi dai bar, l'alta tassazione,
le difficoltà di omologazione e la
spietata concorrenza dei giochi da
casa hanno ridotto le previsione di
vendita a numeri così ridotti da far
presagire poco di buono, visti anche
gli altissimi costi per lo sviluppo e
produzione di giochi nuovi di pura
abilità .
Corner & agenzie
Chi ha avuto la sfortuna, come
me, di scegliere 10 giorni di ferie
attorno a ferragosto, sicuramente li
avrà sfruttati per leggersi e rileggersi, fra un temporale e l'altro, il
Decreto Bersani che aveva diligentemente messo in valigia.
Chiaro che, non conoscendo
neanche la differenza fra scommes-
se a quota fissa e a totalizzatore,
tutta la materia mi era talmente ostica da farmi dolcemente appisolare
seppur nella quieta isola di
Albarella ci fossero non più di 17°.
Eppure mi ero impegnato, perché
cercavo disperatamente di comprendere cosa si nascondesse dietro il
famoso articolo 38 . Non tanto per le
modifiche al comma 6a, già da allora aspettavo Godot e quindi sapevo
di avere tutto il tempo per capire le
innovazioni da apportare a tali giochi, quanto per le 20 .000 nuove
opportunità di lavoro offerte sottoforma di `agenzie' e `punti' per la
vendita dei prodotti del Monopolio.
Purtroppo l'uscita del bando di
concorso per l'aggiudicazione di
tali negozi e la totale sparizione persino dei fantasmi dei clienti dalla
mia azienda mi hanno costretto a reinteressarmi del problema.
Quale migliore occasione che
seguire, sempre al ProGame Show
2006, il convegno "Settore
Scommesse, le regole del gioco –
Cosa cambia con la nuova legge" ?
Sul banco dei relatori c'erano i
Big dei Concessionari storici dei
giochi di Stato : Snai, Sisal,
Lottomatica oltre ad un responsabile italiano di una delle maggiori
agenzie europee di giochi on-line, la
Betfair inglese.
A dir la verità, la mia gita a
Bologna era fondata sulla ottimistica convinzione che mi sarei sentito
dire dagli esperti lì presenti : "Cari
amici, lo Stato, volendo coprire i

molti comuni italiani ancora privi
di tali negozi, ha voluto finalmente
liberalizzare le Concessioni per la
vendita dei suoi giochi, dando
l ' opportunità a tutti gli imprenditori
europei che hanno dimostrato di
dare garanzie reali di efficienza,
solidità economica e serietà, di
accedere a tali concessioni".
Quindi, secondo quanto avevo
dichiarato anche alla carissima
Monica Cuprifi, prima dell'inizio
del Convegno nutrivo segrete speranze che anche i gestori, o meglio i
` terzi raccoglitori ' , che si fossero
dimostrati negli ultimi due anni
puri ed ossequiosi potessero fare il
salto di qualità e, pur dovendo
imparare un nuovo lavoro, avessero
l'opportunità di riacquistare il titolo
di `gestori', seppur di corner o
agenzie di scommesse.
Povero illuso, veramente avevo
sognato!
I circa 20 mila nuovi `punti' di
vendita verranno posti all'asta per i
soli concessionari oggi già presenti
sul mercato e cioè le circa 700
agenzie, i 250 bingo, i 10 concessionari di rete e i quattro casinò!
Quindi, in pratica, i `vecchi gestori'
sono totalmente esclusi anche se
nei due anni precedenti hanno
superato il fatturato previsto dal
bando e hanno sempre pagato puntualmente le montagne di Preu
dovuto . In sostanza, cosa è stato
liberalizzato? Nulla!
Ha detto bene l'amministratore
della Snai : "Questo è un aumento
di punti di vendita, non una liberalizzazione" .
All ' opposto, il responsabile
della Sisal ha detto che, per la sua
azienda, questo decreto comporterà
una drastica riduzione degli attuali
punti di raccolta del gioco dato che,
comunque, non potrà gestirne più di
4 mila (20% del totale) quando oggi
ne coordina 19 mila . Insomma, un
bel caos : non si capivano neanche
fra addetti ai lavori.
Bella sopresa è stato l' intervento
di Betfair che, in sostanza, ha detto:
"Noi siamo bravi perché abbiamo
inventato forme di gioco molto
innovative e singolari – ad esempio
la scommessa fra due persone sullo
stesso evento – però siamo stati aiutati nella nostra espansione dal
governo inglese che ci tassa solo
sull ' utile che ci rimane in cassa.
Parteciperemo al bando per essere
`visibili' sul mercato italiano, però
con questa anomala tassazione
sull'in, qualsiasi innovazione verrà
mortificata sul nascere" . Portando
come esempio le scommesse relative agli ultimi mondiali di calcio, il
rappresentante della Betfair ha così
proseguito : "Se avessimo pagato le
tasse sul giocato, come imposto dai
Monopoli, e non sugli utili, saremmo falliti!"
È quello che vado predicando da
anni : se non si cambia la filosofia di
tassazione sui comma 6 e comma
6a, ci ritroveremo che solo i giocatori patologici giocheranno sulle
nostre macchine : perderemo tutti
quelli che vorrebbero giocare

On the other hand, the manager of
Sisal said that, for his company, this
decree will mean a drastic reduction in its
gaming outlets, given that, in any case,
they will not be able to manage more of
4000 (20% of the total) when today they
coordinate 19,000.
In conclusion, complete chaos, not
even the insiders know what is going on.
One splendid surprise was the
speech by the representative of Betfair
who, basically, said : "We are successful
because we have invented very innovative and unique forms of gaming – for
example, bets between two people on
the same event — however we have been
helped in our expansion by the British
government that only taxes the profits
that remain in the cash box . We will make
a tender so as to be `visible' on the Italian
market, however with this abnormal taxation on the money IN, any innovations will
be smothered ." Taking the example of
bets on the recent football world cup, the
representative of Betfair continued : "If we
had paid the taxes on the amount bet, as
decreed by the Italian State Monopolies,
and not on the profits, we would have
gone bankrupt!"
This is what I have been preaching
for years : unless the philosophy of taxation on paragraph 6 and paragraph 6a
machines changes, we will only keep the
players who are addicted to our
machines : we will lose all those that want
to play 'also' to have fun.
However, let's get back to our corners and the question that we from the
coin-op business have all asked ourselves : should I or shouldn't I tender?
(indeed, should I or shouldn't I invest
money to `offer' a bar owner the opportunity to manage a corner?)
Surely, the entrepreneurs will decide
for themselves, because this is truly a
"tender in the dark" . Certainly, if Samuel
Beckett was still alive, he would have
enough material to write another of his
splendid 'absurdist plays' . In fact, an
operator should lend money to a licensee
to take part in the auction . If the bid is
successful, the latter would become the
license holder and win one or more
`rights', that is, corners or agencies . Then,
the licensee would confer this righ not to
the operator but to the bar owner, with
whom he would sign the contract . The

` anche ' per divertirsi.
Ritorniamo però ai nostri corner
e alla domanda che tutti noi appartenenti al coin-op ci siamo posti:
devo o non devo concorrere? (anzi,
devo o non devo investire dei soldi
per `offrire ' l ' opportunità di gestire
un corner a uno dei miei esercenti?)
Sicuramente saranno gli imprenditori a decidere perché questo è
veramente un "bando al buio".
Certo che se Samuel Beckett fosse
ancora vivo, troverebbe materia sufficiente per scrivere un ' altra sua
bella opera di teatro dell ' assurdo.
Infatti, un gestore dovrebbe anticipare dei soldi a un concessionario
affinché questi concorra a un'asta.
Se dovesse vincerla, diverrebbe lui
l ' intestatario della licenza e l ' aggiudicatario di uno o più `diritti', cioè
corner o agenzie . Quindi, il concessionario passerebbe tale diritto non
al gestore ma all ' esercente con il
quale andrebbe a firmare il contratto . Al gestore, quindi, rimarrebbe da
garantire la fideiussione, il pagamento di un canone periodico, oltre
che coprire i costi di allestimento
del corner, il tutto a fronte di qualche percentuale che l'esercente
vorrà benevolmente lasciargli sul
totale del giocato e la possibilità di
installare qualche comma 6 in più.
Altro non trascurabile problema
da verificare preventivamente è se
l'esercente di un bar sarà felice di
togliere due o tre tavolini per far
spazio ai 10-15mq richiesti da un
corner, mettere un suo dipendente,
tenere aperto la domenica (è il giorno di punta), fare un' assicurazione
sui furti, eccetera.
D'altro canto è opportuno anche
riflettere sull'equazione che mi ha
sottoposto stamattina l'amico
Brunito : la penna sta al computer
come il gestore di videogiochi sta al
gestore di un corner ; nessuno ti
obbliga ad usare il computer, però
anche volersi ostinare ad usare solo
la penna (fra l'altro come è noto a
tutti faccio io) potrebbe farti perdere
il treno e costringerti ad andare prematuramente in pensione!
Di contro, comprare il computer
senza saperlo usare potrebbe non
solo mandarti in pensione prima del
tempo, ma anche costringerti ad
andare a mangiare all ' Eca (Ente
Comunale Assistenza)!
Qui mi fermo, ognuno dovrà
realmente agire secondo le proprie
convinzioni e tasche!
Una cosa però è certa: gli attuali
concessionari non si lasceranno
scappare questa occasione e, con o
senza i terzi raccoglitori, faranno di
tutto per accaparrarsi questo mercato (non dimentichiamo le Vlt e
cento altre diavolerie che i funzionari dei Monopoli si inventeranno
pur di far cassetta).
Nuovi giochi
Alla fine del convegno ho atteso
il dott . Tagliaferri e gli ho chiesto:
" Dottore, si ricorda di me? Si ricorda che le ho illustrato le ticket
redemption al mio stand di Rimini?
Per favore, quando ce le inserisce in
una qualsiasi prossima legge? "
Risposta : "Sì, sì, mi ricordo, lo faremo, lo faremo" .
Purtroppo, subito dopo, me lo
ha rubato l'amico Filippone : "Scusa
Tiziano – mi ha detto – avrai domani un ' altra opportunità di parlare di
questi giochi con il Dottore, ora me
lo porto via io!"
Ha ragione, a chi vuoi che
importi il futuro dei 7c, redemption
eccetera, quando ci sono in ballo
interessi da miliardi di euro, sia per
i monopoli che per i concessionari?
Ed infine, qualcuno un giorno ci
spiegherà cosa sono quei giochi di
abilità a distanza con vincita in
denaro, nei quali il risultato dipende, in misura prevalente rispetto
all'elemento aleatorio, dall'abilità
dei giocatori?
Io, da ingenuo, credo di averli
individuati nei classici SWP (Skill
with Prize) cioè giochi tipo Photo
Play, magari collegati in rete con
premio finale per i più bravi.
Se fosse così, qualche speranza
per i 7c ci sarebbe ancora, diversamente . . . arrivederci all'Enada, non
si sa mai che San Pietro sia più
forte di San Petronio nel fare i
miracoli e arrivi inaspettatamente
Godot!•

you to eat at the soup kitchen!
I'Il stop now, everyone must act
according to their own beliefs and pockets! One thing is certain however : the current licensees will not miss this chance
and, with or without the operators, will do
what they can to get this market (don't forget the VLT and the hundred other diabolical devices that the officials of the State
Monopolies will invent to take in more
money) .
New Games
At the end of the meeting I waited for
Dr . Tagliaferri and asked : "Do you
remember me? You will recall that I
showed you the ticket redemption
machine at my booth in Rimini . Please,
when will these be part of a new law?".
He replied :'Yes, I remember, it will be
done ." Unfortunately, immediately after,
my friend Filippone whisked him away.
"Sorry Tiziano — he told me — tomorrow
you'll have the chance to talk about these
games with the Doctor, now I need him"!
He's right, who cares about the future
of 7c, redemption, etc ., when billions of
euro are at stake, both for the State
Monopolies and the licensees?
Finally, will someone one day explain
what are games of skill with remote connections and cash wins, in which the
result depends more on the skill of the
players than chance?
I, naively, believe they are the classic
SWPs (Skill with Prize), that is, games
such as Photoplay, etc ., perhaps connected in a network with final prizes for the
better players.
If this was so, there would still be
some hope for the 7c machines, otherwise . . . see you at Enada, one never
knows whether St . Peter may be better
than St. Petronius at performing miracleand Godot will unexpectedly arrive!]
